MEMORANDUM FOR Grand Marshal and the Officers and Enlisted Members of the Imperial Service

SUBJECT: Imperial Directive 22-02 - Changes to the IS Structure

1.  As the Supreme Commander of the Imperium and the Imperial Service I direct the following regarding Directive 22-01:

• Delay providing one capital ship to each Archon until each Quadrant has the necessary vessels.  Archons are authorized berth on any vessel, and barring an active mission, they may commandeer for temporary use.

2. The following changes to the Imperial Service are directed:

• The Imperial Command Authority, consists of the Supreme Commander, Grand Viceroy, and Grand Marshal
• The Grand Viceroy is designated as the Vice Supreme Commander, but only acts if there is a regent on the throne.
• The Grand Marshal is the promotion authority for all promotions up to O10, the Chief Knight Marshal and Chief Marshal Commander up to O-6.  Promotions above the grade O10 shall be considered by the Privy Council.
• The Imperial Service is reorganized to have:
  • Supreme Command
    • Supreme Commander (SCIS)
    • Vice Supreme Commander (VSCIS)
    • Grand Marshal (GMIS)
    • Vice Grand Marshal (VGMIS)
    • Command Chief Warrant Officer of the Imperial Service (CCWOIS)
  • Imperial Service Headquarters and Support Command (ISHSC)
    • ISHSC Command Group
      • Chief Marshal of the Staff and the ISHSC (CMSISHSC)
      • Vice Chief Marshal (VCMSISHSC)
      • Chief Warrant Officer position is filled by the CWOIS
    • IS Staff (ISS)
    • IS Material and Support Command (ISMSC)
    • IS Health Command and Service (ISHCS)
    • IS Consular Command and Imperial Diplomatic Service (ISCIDS)
    • IS Training Education and Doctrine Command (ISTREDCOM)
  • Imperial Guard led by the Chief Knight Marshal
    • Command Group

• The Imperial Guard and Imperial Military have administrative control of its personnel and organizations.  The Imperial Service Forces Command has operational control (OPCON) of any personnel assigned or attached to it, unless they are permanently assigned.
• The Imperial Aero Forces are merged into the Imperial Navy and renamed the Imperial Starfighter Corps. The Flight Marshal is designated the Senior Officer of the Corps. The Imperial Army will establish an agency to conduct planetary aviation
• The Imperial Marines are merged into the Imperial Navy.  The Force Marshal is designated the Senior Officer of the Marines
• The Imperial Army will organize to provide planetary forces (air, sea, and land).
• The Imperial Navy is organized with the Imperial Star Fleet, Imperial Starfighters Corps, and the Imperial Marines.
• Additions to the rank structure is authorized, but there shall remain separate ranks (Imperial, Military, Imperial Guard, Police

3. The Grand Marshal is authorized to further organize this structure without prior approval.  Changes to the structure in paragraph 2, are subject to the approval of the Supreme Commander.

4.  This directive supersedes all prior directives where there is conflict.
