The Imperial Service Operations Command

1. PURPOSE. This directive formally establishes, organizes and sets the structure of the Imperial Service Operations Command (OPSCOM, ISOPSCOM), pursuant to the authority vested in the Grand Marshal  

2. APPLICABILITY. This directive applies to the Office of the Grand Marshal (OGM), the Imperial Service Components and Major Commands, and all other organizational entities within the control of the Imperial Service and the Grand Marshal (referred to collectively in this directive as the “IS Components”).

3. DEFINITIONS.

Imperial Capital Region (ICR). For the purposes of this Directive, the geographic area located within the boundaries of Aksum City, the Imperial Citadel, Fortress Aksum, and the Fire Rock Command Complex.

Quadrant.  One of four areas that make up Imperial Space as determined by Imperial Decree

Forces Command.  Any command establish to receive forces in order to conduct a specific mission

4. MISSION.  IS OPSCOM mission is to oversee the Major Operational commands as directed by the Supreme Commander or the Grand Marshal.

5. ORGANIZATION AND MANAGEMENT.  

  1. OPSCOM is a Major Imperial Service Command led by the Vice Grand Marshal for Operations under the direct guidance of the Grand Marshal or Supreme Commander.
  2. OPSCOM consists of a Headquarters, the IS Expeditionary Forces Command, the Forces Commands of each Quadrant (Alpha, Beta, Delta, and Gamma), and any other subordinate organizational elements established by the Vice Grand Marshal for Operations (VGMO), within the resources assigned by the Grand Marshal or Supreme Commander.

6. COMMON FUNCTIONS OF THE FORCES COMMANDS.

  1. Unless otherwise directed by the Supreme Commander, the Grand Marshal, or the Vice Grand Marshal,  the Commander of a Forces Command exercises authority, direction, and control over the commands and forces assigned to that command and, regarding the following command functions, shall:
    1. Give authoritative direction to subordinate commands and forces necessary to carry out missions assigned to the command, including authoritative direction over all aspects of military operations, joint training, and logistics.
    2. Prescribe the chain of command to the commands and forces within the command.
    3. Organize commands, and forces within that command, as considered necessary to carry out missions assigned to the command.
    4. Employ forces within that command, as considered necessary to carry out missions assigned to the command.
    5. Assign command functions to subordinate commanders, as appropriate.
    6. Coordinate and approve those aspects of administration, support (including control of resources and equipment, internal organization, and training), and discipline necessary to carry out missions assigned to the command.  
    7. Exercise the authority with respect to selecting subordinate commanders, selecting Forces Command staff, suspending subordinates, and convening courts-martial, as authorized or directed.
  2. Provide support and, if required, transfer forces to other Forces Commands as directed by the Grand Marshal, or the Vice Grand Marshal.
  3. If a Commander of a Forces Command at any time considers his or her authority, direction, or control with respect to any of the commands or forces assigned to the command or support from another Forces Command to be insufficient to accomplish the assigned missions or command effectively, the Commander shall promptly inform the Grand Marshal, normally via the Chairman of the Joint Chiefs of Staff.
  4. Unless otherwise directed by the President or the Grand Marshal, or the Vice Grand Marshal, Commanders of the Forces Commands exercise authority over subordinate commanders as follows:
    1. Commanders of commands and forces assigned to a Combatant Command are under the authority, direction, and control of, and are responsible to, the Commander of the Combatant Command on all matters for which the Commander of the Combatant Command has been assigned authority pursuant to this directive.
    2. The commander of a command or force referred in this directive shall communicate with other elements of the Imperial Service on any matter for which the Commander of the Combatant Command has been assigned authority pursuant to this directive in accordance with procedures, if any, established by the Commander of the Combatant Command.
    3. Other elements of the Department of Defense shall communicate with the commander of a command or force referred in this directive on any matter for which the Commander of the Combatant Command has been assigned authority pursuant to this directive, in accordance with procedures, if any, established by the Commander of the Combatant Command.
    4. If directed by the Commander of the Combatant Command, the commander of a command or force referred to in this directive shall advise the Commander of the Combatant Command of all communications to and from other elements of the Department of Defense on any matter for which the Commander of the Combatant Command has not been assigned authority pursuant to this directive.

7. RELATIONSHIPS

a. In performing assigned functions and responsibilities, the VGMO:

  • Reports directly to the GM and SC
  • Coordinates and exchanges information and advice with the other IS Major Commands and Component Chiefs, other Imperial, System, and local agencies having collateral or related responsibilities and functions.
  • Uses existing systems, facilities, and services, when possible, to avoid duplication and to achieve maximum efficiency and economy.
  • Serves as a member of the Imperial Security Council and Imperial Service Command Council

b. All Major Command and Component heads will coordinate with the VGMO, as appropriate, on matters under their purview related to OPSCOM and VGMO operations, functions, acquisition, responsibilities, and execution.

8. AUTHORITIES.  The VGMO, is hereby delegated authority to:

a. Communicate directly with the other IS Command Heads, as necessary, to carry out assigned responsibilities and functions, including the transmission of requests for advice and assistance. b. Communicate with other Imperial Government officials, members of the public, and representatives of foreign governments, as appropriate, to carry out assigned responsibilities and functions.

c. Obtain reports and information as necessary, to carry out assigned responsibilities and functions.

d. Establish OPSCOM facilities using appropriate established physical facilities and services, when possible, to achieve maximum efficiency and economy.

9. ADMINISTRATION. The VGMO is nominated by the GM to the SC.

10. RELEASABILITY. Unlimited. This directive is approved for public release and is available in the forums and the archives.

8. EFFECTIVE DATE. This directive  is effective 10 April 2022
