Changes to the Imperial Service Structure

1. PURPOSE. Referencing Imperial Directive 22-002, issued by the Supreme Commander on 24 September, this directive reorganizes and adds to the structure of the Imperial Defense and Security Service (Imperial Service), pursuant to the authority vested in the Grand Marshal.

2. APPLICABILITY.  This directive applies to all of the Imperial Service and agencies under the authority of the Grand Marshal.

3. MISSION. The Imperial Service (IS) provides defense and security to the Imperium against all enemies internal and external.

4. ORGANIZATION AND MANAGEMENT

  1. The Imperial Command Authority consists of the Supreme Commander, Grand Viceroy, and Grand Marshal.  The Grand Imperial Viceroy is designated the Vice Supreme Commander, but only acts if there is a regent on the throne.
  2. Supreme Imperial Command consists of the Supreme Commander, Grand Viceroy, Imperial Security Council, Grand Marshal, the Vice Grand Marshal, the Chief Knight Marshal, the Chief Marshal of the Staff, the Chief Marshal Commander, and the Command Chief Warrant Officer of the IS.
  3. The Imperial Service is reorganized with the following major commands
    1. Supreme Command (SISC)
    2. Imperial Service Headquarters and Support Command (ISHSC)
    3. The Imperial Guard (IG)
    4. Imperial Service Forces Command (ISFC)
    5. Imperial Military Service (IMS)

  9. Each of the Major Commands answer to the Supreme Command.  The Imperial Forces Command requests forces through the ISHSC.
  10. The Imperial Guard and Imperial Military retains administrative control of its forces while they are under the operational control of IS Forces Command unless otherwise stated.

6. COMMON FUNCTIONS OF THE IMPERIAL SERVICE.

  1. There are seven common functions of the Imperial Service:
    1. The Military Force.  Maintains the necessary forces to prevent attacks, defend if attack, and to engage threats
    2. The Law Enforcement Agency.  Through the Imperial Guard, the IS provides public safety to the Imperium throughout Imperial Space.
    3. The Science Organization.  Serves as the primary science and research agency of the Imperium.
    4. The Exploration Agency.  Through the Imperial Guard, serves as the chief exploration and colonization agency of the Imperium.
    5. The Consular Agency.  The Imperial Service provides diplomatic personnel in support of the Grand Chancellor’s mission of promoting foreign relations and is used as the executors of that mission.
    6. The Imperial Intelligence Agency.  The IS provides foreign intelligence, domestic intelligence, and counterintelligence.
    7. A Support Agency.  The IS provides logistical support throughout the IS and may contract the capability to private businesses.

7. RELATIONSHIPS AND AUTHORITIES

  1. In performing functions and responsibilities, the Grand Marshal:
    1. Reports directly to the SC
    2. Issues directives to the Imperial Service
    3. Approves operations and personnel orders
    4. Commands the Imperial Service on behalf of the Supreme Commander
    5. Coordinates with other members of the Grand Council and the Imperial Court
    6. Chairs the Imperial Security Council and the IS Command Council
    7. Delegates authority as necessary to subordinates in order to conduct IS missions.
  2. The Vice Grand Marshal
    1. Reports directly to the GM and then the SC
    2. Performs the duties of the GM in his/her absence
    3. Issues directives, policies, and orders in the name of the GM
    4. Assist the GM in his/her duties
    5. Manages discipline throughout the ranks
    6. Recommends assignments of senior leadership
    7. Chairs IS level promotion boards
  3. The Command Chief Warrant Officer of the IS
    1. Reports directly to the GM and then the SC
    2. Assists the VGM in managing discipline throughout the ranks
    3. Serves as the primary advisor on all enlisted matters
    4. Oversees the NCO Support Chain
    5. Chairs the IS Senior Enlisted Advisors Council
    6. Chairs IS level enlisted promotion boards
    7. Recommends assignments of senior enlisted leadership
    8. Conducts health and welfare inspections
  4. Major Commanders are delegated the authority to
    1. Maintain direct contact with the Grand Marshal but will keep the VGM and CCWOIS informed if it deals with something they are responsible fo
    2. Conduct direct coordination with IS Staff and other Major Commanders to achieve directed goals and mission accomplishments
    3. Communicate with Imperial Government officials that correspond with their duties
    4. Obtain reports and information as necessary, to carry out assigned responsibilities and functions.
    5. Establish facilities within their commands using appropriate facilities and services to achieve maximum efficiency and economy
    6. Promote or conduct promotion boards that promote up tier 3 officer and enlisted ranks/grades

8. ADMINISTRATION.

  1. The Grand Marshal is appointed by the Supreme Commander
  2. The Vice Grand Marshal is nominated by the Grand Marshal to the Supreme Commander
  3. The Command Chief Warrant Officer of the IS is appointed by the Grand Marshal
  4. Major Commanders are recommended by the Vice Grand Marshal, nominated by the Grand Marshal and appointed by the Supreme Commander
  5. Major Command Senior Enlisted Advisors (SEAs) are recommended by the CCWOIS, nominated by the Vice Grand Marshal, and appointed by the Grand Marshal
  6. Major Commanders will recommend immediate subordinates for appointment and appoint two levels below.  
  7. The two levels below standard of appointing, directing, operating shall be the standard at all levels.  
  8. Major Commands shall establish similar directives, polices, or orders within their commands.

9. RELEASABILITY. Unlimited. This directive is approved for public release and shall be made available in the Imperial Archives with a link in the Imperial Forums.

10. EFFECTIVE DATE. This directive is effective 0001 hrs, 25 September 2022
