MEMORANDUM FOR ALL HANDS

SUBJECT: ISFI-22-001 ISF Chain of Command

1.  PURPOSE.  To establish the operational and administrative chain of command within the Imperial Star Force

2.  APPLICABILITY. This ISFI applies all personnel assigned or attached to the Imperial Star Force and/or under the authority of the Fleet Admiral of the ISF.

3. Chains of Command.  Chains of command are established to allow the orderly flow of information up and down the rank and organizational structure of any organization.  In accordance with Imperial Service, Imperial Military, and Imperial Navy Directives, the Imperial Star Force recognizes two chains of command: Administrative Chain of Command and Operational Chain of Command.  Each point of the Chain deals with an actual commander.  The Commander of the Ship is directed to establish the Ships Chain of Command upon assuming command.

  1. The Administrative Chain of Command consists of all Imperial Star Force elements and goes through the the Captain or Commanding Officer of the Ship, to the Flotilla Commander, to the Squadron Commander, to the Division Commander, to the Fleet Commander, to the Star Force Command Commander, to the Fleet Admiral of the Imperial Star Force, to the Fleet Marshal of the Navy, to the Grand Marshal of the Imperial Service, and ultimately to the Supreme Commander.  Individuals will use this chain for all administrative and logistical matters.
  2. The Operational Chain of Command goes through the Captain or Commanding Office of the Ship, to the Flotilla Commander, to the Squadron Commander, to the Division Commander, to the Fleet Commander, to the Star Force Command and Commander, to the Navy Commander, to the Quadrant Commander, to the Imperial Service Forces Commander, to the Vice Grand Marshal, to the Grand Marshal, to the Supreme Commander.  Individuals will use this chain for specific operations matters.

4. Enlisted Support Chain.  The enlisted support chain is established to provide support to the Chain of Command.  It is represented by the lowest ranking crewman, through the senior enlisted person in each element, to the Chief of the Boat on an ISF Ship, to the senior enlisted advisor at each level up to the Chief Warrant Officer of the Imperial Service.  This chain does not make command decision, but provides the view of enlisted members, advises on usage of enlisted members, and reports on the morale of the Force at all levels.  Access from lower to  higher levels is through that NCO in an SEA position.  Enlisted members will notify their enlisted support chain when they seek to speak with an individual in a command position.  This is only a courtesy, but gives the enlisted leader an opportunity to handle the situation.

5. Staff Leadership Chain.  A staff leadership chain is established for individuals assigned to staff sections.  Staff channels start with the individual in the staff, through their immediate supervisor, the deputy in charge of that staff section, then the principal, followed by the Executive Officer/Chief of Staff, then to the Vice or Deputy Commander, then the Commander.  Each staff leader will publish their chain of leadership

6. Punitive Actions.  This instruction is punitive.  Any violation of the chain of command may be punished under the Imperial Service Code of Justice by Article 15 or Court Martial.

7.  Effective Date.  This instruction is effective on 2 October 2022.
