Subject: Naval Directive 22-9-001 - Fleet Activation

Effective 0001 Hours on 11 September 2022 the following units are reactivated, activated, reconstituted, and assigned as indicated:

• 1st Navy is reconstituted as the Naval Quadrant Headquarters in the Alpha Quadrant and is OPCON'd to the IS OPSCOM
  • 1st Fleet, 5th Fleet, and 7th Fleet are activated and assigned to 1st Navy
  • The 1st Navy shall exercise Imperial Navy authority within the assigned area in coordination with the Quadrant Headquarters.
• 2nd Navyis activated as the Navy Quadrant Headquarters in the Beta Quadrant; OPCON'd to the IS OPSCOM
  • 2nd Fleet, 6th Fleet, and 8th Fleet are activated and assigned to 2nd Navy
  • The 2nd Navy shall exercise Imperial Navy authority within the assigned area in coordination with the Quadrant Headquarters.
• 3rd Navy is activated as the Navy Quadrant Headquarters in the Gamma Quadrant and is OPCON'd to the IS OPSCOM
  • 3rd Fleet; 10th Fleet; and 13th Fleet are activated and assigned to 3rd Navy
  • The 3rd Navy shall exercise Imperial Navy authority within the assigned area in coordination with the Quadrant Headquarters.
• 4th Navy is activated as the Navy Quadrant Headquarters in the Delta Quadrant and is OPCON'd to the IS OPSCOM
  • 4th Fleet, 11th Fleet, and the 12th Fleet are activated and assigned to 4th Navy
  • The 4th Navy shall exercise Imperial Navy authority within the assigned area in coordination with the Quadrant Headquarters.

Subordinate elements to the above shall be assigned separately.  The command positions shall be temporarily filled by the senior person present until Imperial Army personnel thresholds are met.
