Title: Limitation and Distribution of Dominions and Restructuring of the Imperial Council of Deliberation

Whereas, the Aksum Imperium aims to maintain balanced, equitable, and effective governance across its vast and diverse domains;

Whereas, consultations with various stakeholders within the Imperium have led to the proposal of the following legislative measures for ratification;

Now, therefore, be it enacted by the Imperial Council of Deliberation (ICOD) of the Aksum Imperium:

  1. Limitation on the Number of Dominions:
    • The total number of Dominions across the Aksum Imperium shall be capped at thirty-nine (39). This measure aims to ensure manageable and efficient administration and maintain a harmonious balance of power and representation across the Imperial Realms.
  2. Distribution of Dominions Among Imperial Realms:
    • No single Imperial Realm shall oversee more than three (3) Dominions. This policy is established to promote fairness in representation and governance, preventing any single Realm from holding disproportionate influence or control.
  3. Composition of the Imperial Council of Deliberation:
    • Dominion Representation: Each of the thirty-nine (39) Dominions shall appoint one (1) Senator, ensuring direct representation and voice for each Dominion in the Imperial legislative process.
    • At-Large Representation: In addition to the Dominion-appointed Senators, there shall be nine (9) at-large Senators. These positions are to represent broader interests and perspectives that may not be tied to a specific Dominion. Among these, one individual shall be elected by the ICOD to serve as the Vice Grand Praetor.
    • Imperial Appointment: One (1) additional Senator shall be appointed directly by His Most Imperial Majesty, the Emperor. This Senator shall represent the direct interests of the Imperial Throne, ensuring alignment of the Council's activities with the overarching vision and policies of the Imperium. This individual shall serve as the Grand Praetor.

Effective Date: This law shall take effect immediately upon receiving Imperial Assent.
