Article I: Preamble and Promulgation

Section 1: Preamble

We, the People of the United Dominions of the Aksum Imperium, under the eternal guidance of our Founder, His Imperial Majesty Emperor Rasim Aeon, and inspired by the glories of Our Ancestors, hereby embrace the dawn of the 9th Imperium. In this pivotal moment, we reaffirm our devotion to the principles bestowed upon us through ages eternal — the pursuit of knowledge, the cultivation of moral and intellectual virtues, and the respect for the inherent dignity of all our citizens.

Rooted in the illustrious legacy of our past and driven by the promise of a resurgent future, we declare our unwavering commitment to justice, law, and freedom. We are ever mindful of our sacred lineage of sovereignty, a lineage unbroken and revered, a trust that we shall preserve and pass on to our descendants.

Section 2: Promulgation

In accordance with Our Imperial Rescript of the 19th day of the 3rd month of 2024, in the 14th year of the Imperium, we hereby promulgate this Constitution as the Supreme Law of the Imperium. It is crafted to exhibit the principles guiding our conduct and to define the framework to which our descendants and subjects shall adhere.

The sovereignty of the Imperium, inherited from Our Ancestors, is a right we exercise with solemn responsibility and shall bequeath to Our descendants. This Constitution, and any future amendments, shall be initiated by Us or Our successors and ratified through the established constitutional processes. We entrust the Grand Officers of State with the duty of upholding this Constitution, and we call upon all subjects of the Imperium to pledge their allegiance to its spirit and letter. This Constitution shall guide our Imperial Magnus, inform our laws, and direct the destiny of our Imperium, ensuring the prosperity, peace, and wisdom that mark our journey into the future.

Let this day, mirroring the founding day of our Imperium, be forever marked as the commencement of the 9th Imperium in the year 2024 — a new chapter in our glorious history, as we, united under this Constitution, step boldly into a future graced with prosperity and the perpetual light of wisdom.

Article II: Declaration of Independence and Sovereignty

Section 1: Proclamation of Independence

In the spirit of our illustrious ancestors and under the guiding light of the 9th Imperium, I, Rasim, Lord of the House of Aeon, Supreme Warlord and Protector of the Imperium, King of Aksum, Prince of Aeonia, Duke of Aksum Prime, and Count of Falcone, solemnly reaffirm and proclaim the Aksum Imperium as an independent and sovereign entity within the Metaverse. This declaration, first promulgated on the 20th of March 2009 (1st Year of Aksum, YoA), has been the unshakable foundation of our Imperium's identity.

Section 2: Historical Reaffirmations

Throughout the years, this proclamation has been a beacon of our sovereignty, restated and reaffirmed at crucial junctures in our history: on the 20th of March 2010; amended on the 15th day of June 2012; redeclared on the 19th of March 2014, the fifth year of Aksum; again, reaffirmed on the 31st of July 2017, the 8th year of the Imperium; promulgated anew in the Imperial Charter of June 2021; and restated in the 6th Constitution on the 4th day of March 2021, in the 12th Year of Aksum.

Section 3: Current Affirmation

Now, in this pivotal moment of the 9th Imperium, in the 14th Year of Aksum, this declaration is once again solemnly reaffirmed. It serves as a testament to our enduring independence, the unyielding strength of our sovereignty, and the unwavering leadership of our Imperium.

Section 4: Future Commitment

We, as the United Dominions of the Aksum Imperium, stand together in this redeclaration, committed to the values of knowledge, virtue, and dignity. This Constitution, as the supreme law, continues to symbolize our sovereignty and the perpetual bond between the Emperor and the people, guiding us towards a future marked by prosperity, peace, and wisdom.

ARTICLE III: THE IMPERIUM

Section 1: Presence

In the grand tradition of the Aksum Imperium, we embrace all individuals, irrespective of race, ethnicity, gender, or sexuality, as valued members of our community within the vast expanses of the metaverse. This commitment underscores our dedication to unity and diversity, reflecting the enlightened principles of our society.

Section 2: Official Language

While we cherish the diverse tongues spoken across our dominions, the language of the Emperor/Sovereign shall hold the place of honor as our primary language. However, in the spirit of inclusivity and understanding, every effort shall be made to accommodate the multitude of languages within our Imperium.

Section 3: Scope

This Constitution, embodying our supreme law and values, extends its reach across all realms, dominions, divisions, protectorates, and colonies of the Aksum Imperium, irrespective of their manifestation — be it forum, in-world, chat, or in-person gatherings.

Section 4: State Form

The Aksum Imperium is steadfast in its governance as a constitutional monarchy. The monarch, as the supreme authority, bestows delegated powers to the various elements of the Imperium, ensuring a balance of tradition and modern governance.

Section 5: Capital City

Aksum City stands as the Permanent Capital of our Imperium. Nonetheless, any location graced by the Emperor's court or council shall attain the esteemed status of a temporary capital, as decreed by Imperial mandate.

Section 6: The Flag

Our flag, with its bold black background intersected by a vertical gold stripe and a horizontal blue stripe, proudly bears the Imperial Coat of Arms. The black symbolizes our people's daring spirit, the gold reflects the richness and adaptability of our ideas, and the blue signifies stability, loyalty, intelligence, and faith.

Section 7: Coat of Arms

Inheritors of the legacy of the Imperial House of Aeon, we adopt its coat of arms as our emblem. Nonetheless, the Imperium reserves the right to adopt a distinct coat of arms by Imperial Decree, should it reflect our evolving identity.

Section 8: Imperial Anthem, March, and Song

Our Imperial Anthem, "Also Sprach Zarathustra", the Imperial March, "Lux Aterna", and the Imperial Song, "If You’re Out There", are cherished musical expressions of our heritage and ethos (used under license). The Emperor retains the prerogative to introduce new anthems, marches, and songs, celebrating the evolving cadence of our Imperium.

Section 9: Imperial Motto

Our motto, “Vi et Animo” — translated as “By Strength and Courage” — encapsulates the enduring spirit and resolve that guide our actions and aspirations.

ARTICLE IV: THE MONARCHY

Section 1: Styling of the Emperor

The Aksum Imperium, a beacon of constitutional monarchy, is led by the Sovereign titled as Emperor, serving as the Head of State. The historic and official title of the Emperor of Aksum is: "His/her Most Supreme Imperial Majesty (name), by the Light of the Creator, Emperor of the Aksum Imperium and all of its Dominions, Realms, and Regions, Founder of the Imperium, King of Aksum, Grand Prince of Falcone, Supreme Grand Master of the Illustrious Knightly Orders of Aksum, Supreme Magistrate, Supreme Commander of the Imperial Forces, Supreme Protector and Humble Chief Servant of the People of Aksum, High Lord of the House of Aeon, and Supreme Magnus/Councilor of Aksum." These titles, with their dignity, shall pass to the Emperor's successors, except for the honorific of Founder, which is eternally ascribed to Emperor Rasim. The Emperor may adopt an alternative title with the concurrence of the Imperial Court.

Section 2: The Grand King  

In reverence to the distinguished service of Emperor Rasim Aeon, and to ensure effective governance, the title of "Grand King" is established for the active ruler of the Imperium. The Grand King, while distinct from the Emperor, shall be entrusted with the day-to-day governance of the Imperium, serving as the head of government. The title of "Emperor" shall remain with Rasim Aeon as a mark of respect and acknowledgment of his foundational role.  The Grand King shall be styled His/Her Imperial Majesty.

Section 3: Prerogatives

Prerogatives of the Emperor:

  • Declare Imperial holidays and grant titles of nobility.
  • Make the annual Imperial Address.
  • Sign, veto, or grant assent to laws and edicts.
  • Grant pardons, commute sentences, and confer awards.
  • Issue Writs of Dissolution and Warrants of Prorogation for the Imperial Legislature.
  • Declare war, sign treaties, and establish frameworks for nobility.
  • Command the armed forces and declare martial law.
  • Suspend the Constitution in extraordinary circumstances.
  • Appoint or remove Officers of State, Regents, and Imperial Court members.
  • Issue decrees for the governance, stability, and survival of the Imperium.

Prerogatives of the Grand King:

  • Oversee day-to-day administration of the Imperium.
  • Implement laws and policies as directed by the Emperor.
  • Represent the Imperium in diplomatic affairs, subject to Emperor's oversight.
  • Preside over government meetings and sessions of the Imperial Legislature.
  • Coordinate with Officers of State to ensure efficient governance.
  • Propose initiatives for the prosperity and welfare of the Imperium.
  • Supervise the organization and functioning of the Imperial Service.
  • All prerogatives of the Grand King can be superseded by the Emperor.

Section 4: Inviolability and Removal

The Emperor’s person shall be sacred, inviolable, and sacrosanct, answerable only to the constitution and not subject to prosecution. The removal of the Emperor can only occur through abdication or a special procedure involving the Imperial Court and the Imperial Magnus. Similarly, the Grand King enjoys a measure of inviolability but remains accountable to the Emperor and the constitutional framework.

Section 5: Succession and Heirship

The Sun Throne of Aksum shall pass to the descendants of His Majesty, Rasim, Emperor of Aksum, specifically members of the House of Aeon. The line of succession shall be decreed by the Emperor and reviewed periodically by the legislature. The Heir Apparent, styled as His/her Imperial Highness, Crown Prince/Princess of the Imperium, shall be an Officer of State, adhering to the succession protocols as outlined. The Heir may also serve as the Grand King if approved by the Imperial Magnus. The Heir assumes leadership of the Dominion of Imperial Estates.

Section 6: The Covenant

The Monarch shall annually reaffirm their commitment to the Imperium, pledging to uphold the law, rule with fairness, and govern righteously within the tenets of this Constitution. This oath symbolizes the enduring duty and humility with which the Monarch shall serve the people of Aksum.

ARTICLE V: THE IMPERIAL MAGNUS

Section 1: Formation

In the spirit of inclusive and enlightened governance, an Imperial Magnus shall be convened. This esteemed assembly shall consist of the Emperor, members of the Grand Imperial Court, members of dominion and state legislatures, and other distinguished individuals appointed by Imperial Decree. This body symbolizes the collective wisdom and authority of the Imperium, reflecting the diverse voices within our realms.

Section 2: Presiding Officer

The Emperor, in his esteemed capacity as Supreme Magnus, shall preside over the Imperial Magnus with the assistance of the Grand King. Convened annually around the Summer Solstice, the Imperial Magnus serves as a forum for the delivery of the Imperial Address, selection of the Grand Imperial Viceroy (when vacant), review and potential amendment of the Constitution, hearing petitions from citizens, and addressing other significant matters concerning the Imperium. While the Emperor respects the counsel and votes of the Magnus, he retains the prerogative to adhere to or disband the assembly as necessary. All decisions of the Imperial Magnus require a 2/3 majority for passage, except as specifically noted. The Emperor may also convene the Magnus at any time to deliberate on major issues of state.

Section 3: Powers

The Imperial Magnus holds within it the collective powers and authority of the Imperium and the Monarchy. Its capabilities include the authority to overturn any Imperial Decree by a 3/4 majority, sit as the Court of Impeachment for the Emperor (requiring a 3/4 vote of all registered members for impeachment), propose and vote on constitutional amendments, express no confidence in any Officer of State and act as a court of impeachment for the same, and recommend the dissolution of any Imperial Council or local government deemed ineffective or inappropriate.

Section 4: Immunity

During a session of the Imperial Magnus, all members shall enjoy immunity from normal prosecution or subpoena, except as authorized by the Magnus or the Monarch. Punitive actions against a member can only be undertaken with a 2/3 majority vote within the Imperial Magnus.

ARTICLE VI: HIS IMPERIAL MAJESTY's GRAND IMPERIAL COURT

Section 1: Establishment

His Imperial Majesty's Grand Imperial Court of the Aksum Imperium (also named, the Grand Imperial Court, the Imperial Court, or His Majesty's Government) is subordinate only to the Monarch and the Imperial Magnus, is hereby established as the central governance body of the Imperium, exercising the combined executive, legislative, judicial, and martial authority of the Monarch.

Section 2: Leadership of the Court

The Grand King, as the leader of the Grand Imperial Court, oversees its operations. The Grand King may nominate Grand Officers of State to lead various councils, subject to the Emperor’s approval.

Section 3: Membership of the Court

Membership in the Grand Imperial Court, appointed by the Emperor upon recommendation of the Grand King, shall comprise a minimum of seven citizens. This includes the heads of the executive, legislative, and judicial branches, among others.

Section 4: Oath of Membership

All members of the Imperial Court shall swear an Oath of Office, pledging loyalty and fealty to the Emperor, and commit to defending the integrity of the Imperium and faithfully discharging their duties.

Section 5: Duties and Powers of the Grand King

The Grand King shall enact the government's full authority within the Court, preside over sessions, and, with the Monarch's assent, review laws, decrees, and executive actions. The Grand King serves as the primary advisor to the Monarch and assumes additional responsibilities as necessitated by the governance of the Imperium.

Section 6: The Grand Imperial Council

Chaired by the Grand King, this senior council consists of the chairs of each Imperial Council, designated Officers of State, and additional members as decreed.

Section 7: Officers of State

Officers of State  are appointed to execute specific governance roles. The Grand King has the authority to nominate these officers, pending Emperor's approval.

Section 8: Councils under Grand King's Oversight

The various councils, except the Council of Sovereigns and the Council of Magistrates operate under the Grand King’s oversight. The Grand King ensures these councils fulfill their designated roles in managing the Imperium's day-to-day affairs.

Section 9: Executive Branch - The Council of State

The Council of State serves as the Executive Branch of the Imperial Government, conducting the day-to-day operations and business of the Imperium. It is led by the Grand Imperial Viceroy or an officer of another name, and comprises officers covering various governmental functions.

Section 10: Judicial Branch - The Imperial Council of Magistrates

The Judicial power of the Imperium is vested in the Imperial Council of Magistrates, forming the Imperial Grand Tribunal and its subordinate courts of law. It oversees the Imperial Judiciary and is the final body of appeals.

Section 11: Legislative Branch - The Imperial Council of Deliberation

The Legislative power is vested in the Imperial Council of Deliberation, a unicameral body consisting of elected Imperial Senators and a Grand Praetor, or officer of another name, appointed by the Emperor.  It shall not exceed 10% of the actual Imperial population.  It enacts laws, approves appointments, and oversees the execution of laws. The Emperor, or designee, shall issue a decree declaring its formation and makeup.

Section 12: Powers and Duties of the Grand Imperial Court

The Imperial Court enacts the government's full authority, reviews laws and decrees, settles disputes, and serves as the Imperial Regency Council when necessary. It attends all special or regular Magnuses and can punish its members.

Section 13: Authority to Establish Additional Councils

The Emperor, by decree, retains the authority to establish additional councils or bodies as deemed necessary for the governance and well-being of the Imperium.

Section 14: Roles and Responsibilities

Each Council, as an integral part of the Imperial Government, shall function within the scope of its designated authority, upholding the laws, decrees, and traditions of the Imperium, and executing its duties with dedication and integrity.

Section 15: Additional Powers and Duties

The Grand King holds additional powers and duties as determined by the Emperor, including the ability to appoint or remove members from the Grand Imperial Court and its subordinate councils, and to represent the Monarch in ceremonial functions.

ARTICLE VII: IMMIGRATION AND CITIZENSHIP

Section 1: Entrance into the Imperium

General Entrance to the Aksum Imperium must adhere to legally established procedures. While children of Aksum Citizens are eligible for citizenship, they are required to undergo the formal application process, with parental sponsorship.

Section 2: Authorized Entries

Majority Entry into the Imperium shall be via the Imperial Nexys or other designated portals, as decreed by the Monarch or other authorized entity.

Section 3: Residency

Residency Immigration does not necessitate property acquisition for residency status in the Imperium or its subdivisions. Immigrants and Citizens are limited to residency in one Kingdom/State, barring exceptions by law or decree.

Section 4: Fraud

Fraud False representations or dishonesty in immigration applications are subject to judicial review, with expulsion as the maximum penalty. The Monarch retains the power to commute such sentences.

Section 5: Denial and Reapplication

Denial and Reapplication Applicants denied citizenship may reapply after a 30-day period from the initial rejection.

Section 6: Rights

Rights of Citizens Citizenship rights remain unaffected by a Citizen's residence, either within the Imperium or abroad. However, all Citizens must declare a home system and planet.

Section 7: Renouncement

Renouncement Citizenship can be voluntarily renounced through a written Declaration of Renunciation, posted on official forums. Undeclared renunciations will lead to a ban upon discovery and official recording.

Section 8: Process

Immigration Process Immigration procedures and the rights of Immigrants will be governed by Imperial law. Such laws will also cover the conditions and emancipation of unfree persons.

Section 9: Levels

Citizenship Levels The Imperium recognizes seven levels of Citizenship, each with specific criteria, rights, and obligations, ranging from Immigrant to Royalty/High Nobility. The Emperor holds the authority to amend or suspend any citizenship level or requirement. The exact levels shall be approved by the Legislature, the Imperial Magnus, or by Imperial Decree.

Section 10: Additional Provisions

Additional Provisions Imperial law or decree may govern the recognition of nobility, the specifics of citizenship acquisition and loss, and further details regarding citizenship rights and obligations. Imperial Knights, as a distinct citizenship level, are the gateway to nobility.

ARTICLE VIII: NOBILITY AND KNIGHTHOOD

Section 1: Imperial Prerogative

The Emperor holds the exclusive right to establish and oversee the system of Nobility and Knighthood within the Imperium, with all nobility being derived from and reverting to the Emperor.

Section 2: Titles of Nobility

Titles of nobility within the Imperium shall be conferred solely by the Emperor through Imperial Decree, in accordance with the principles and guidelines outlined in this Constitution. Lessor titles may be delegated to other Nobles by decree.

Section 3: Classification and Designation

Individuals receiving charters of nobility from the Emperor shall constitute the Imperial Nobility, while members of the Imperial Knightly Orders shall be recognized as Imperial Knights. The Emperor may delegate the authority to confer nobility and knighthood to leaders of Imperial subdivisions or Great Houses.

Section 4: The Houses of the Imperium

Subsection A: Great Houses of the Imperium

The Imperium shall comprise 13 Great Houses, each rooted in unique lore and ancestry. These Houses, with the House of Aksum as the Sovereign and Imperial ruling House, hold sovereign status. The Emperor, as the Sovereign of these Houses or through appointed leaders, forms the Imperial Council of Sovereigns. Names of Houses may be altered by the Emperor to align with historical and lore-based research findings.

Subsection B: Other Houses of the Imperium

The Emperor may establish additional categories of noble houses and set or delegate the rules for their governance.

Subsection C: The Imperial Council of Sovereigns

This Council, formed when there are three or more Sovereigns besides the Emperor, elects a Grand Sovereign to preside over its meetings. The Sovereign and Imperial House of Aksum holds the first and permanent seat, with the Emperor as the Grand Sovereign. The council's size is capped at 13 members, and its duties and powers include reviewing Sovereign actions, reviewing the actions of the Grand King, nominating Council Chairs, overseeing Great Houses, and serving as a regency council or appointing a regent as needed.

ARTICLE IX: TERRITORIAL SUBDIVISIONS

Section 1: Establishment

The Emperor reserves the exclusive right to create subdivisions within the Aksum Imperium, including the power to enact additional rules or delegate this responsibility to the Imperial Court or its agencies.

Section 2: Geopolitical Structure

The Imperium, spanning multiple realms within the metaverse/multiverse, is organized into a hierarchical structure comprising Dominions, States, Clusters, Systems, Planets. The Emperor oversees the management of these structures and may establish protectorates or special districts directly under Imperial control. Additional structures may be established by Imperial Decree or delegated. The area occupied by the Imperium is known as Imperial Space.

Section 3: Imperial Dominions

The Imperium encompasses a minimum of nine dominions, either governed directly by the Monarch or stewarded by one of the Great Houses. The dominions, including Imperial States, Solace, Babylon, Gramos, Acacia, Acarecia, Mexia, Orion, Sangral, Maya, Thera, Lemuria, and Weredal, are subject to change by Imperial Decree or Imperial Magnus vote. Each dominion is overseen by a High Regent and exercises authority over its geopolitical territories. The Emperor by Imperial Decree may provide for a manor to establish new Dominions.

Section 4: Local Law and Security

Subsection A: Militias

Dominions may establish militias as reserve members of the Imperial Service, subject to Imperial oversight and control when active.

Subsection B: Police

While Imperial Police hold ultimate jurisdiction, local police forces, where authorized, may enforce local laws.

Subsection C: Laws

Local governments can enact laws affecting their localities, provided they do not conflict with Imperial laws and decrees.

Subsection D: Legislatures

Localities shall have representative legislatures with laws effective only within their respective States and not conflicting with Imperial regulations.

Section 5: Residency

Citizenship and residency within the Imperium are managed by the Imperial Government, with residents holding citizenship rights and the possibility of residency in multiple domains.

Section 6: Diplomacy

All diplomatic affairs are managed by the Imperial Government, with no State authority to independently establish embassies or send ambassadors.

Section 7: Nobility

Regents of subdivisions may nominate individuals for nobility or knighthood, subject to the Emperor's decree or charter.

Section 8: Courts

Dominions may operate local judicial systems subordinate to Imperial Tribunals, with local supreme court decisions subject to review by the Grand Imperial Tribunal.

ARTICLE X: RIGHTS AND FREEDOMS

Section 1: Freedom of Speech

The Imperium upholds the inviolable right to freedom of thought, belief, opinion, and expression, including press and media freedom. This right is subject to limitations only for preserving public order and decency. All citizens are responsible for their expressions, refraining from libelous and slanderous conduct.

Section 2: Freedom of Religion

The government shall neither restrict the free exercise of religion and conscience in worship or conduct, nor show preference to any religious establishment. Religious services and rituals, in harmony with law and public order, are authorized. Procedures for establishing religions in Aksum will be governed by decree or statute.

Section 3: Freedom from Discrimination

Discrimination based on race, color, sex, sexual preference, age, religion, beliefs, language, or any other societal parameter is prohibited within the Imperium, except as specifically provided elsewhere in this Constitution.

Section 4: Freedom of Assembly

Citizens are entitled to peacefully assemble in private or public spaces, provided it does not disrupt legal activities or public order. The right to organize and register political parties and other organizations is recognized, subject to Imperial laws and membership rules.

Section 5: Search and Seizure

Citizens are assured privacy and security against unreasonable searches and seizures. Arrests and detentions require a judicial warrant or, in cases involving the Imperial Service, an order from a Commander or the Emperor.

Section 6: Innocence Until Proven Guilty

Every individual charged with an offense shall be presumed innocent until proven guilty. Accused persons have the right to be informed of their legal rights and are entitled to due process. No citizen shall be compelled to bear witness against themselves.

Section 7: Right to Speedy Trial

In criminal prosecutions, the accused is guaranteed a swift and public trial by an impartial jury or tribunal. This includes the rights to be informed of accusations, confront witnesses, obtain favorable witnesses, and legal assistance.

Section 8: Marriage and Sexual Preferences T

he Imperium respects the sanctity of marriage and the private sexual conduct of consenting adults. Marriage and sexual preference shall not be matters of state intervention.

Section 9: Expulsion

Citizenship in Aksum, except as stated in this Constitution, can only be relinquished voluntarily or as a judicial punishment, as determined by the Imperial Grand Tribunal in accordance with decree or law.

Section 10: Enumeration of Rights

The enumeration of specific rights in this Constitution does not negate other rights retained by the people. Powers not vested in the Emperor, delegated to governmental bodies, or legal organizations, reside with the People of the Imperium.

ARTICLE XI: STATUS OF THE CONSTITUTION

Section 1. Supremacy of the Constitution

The Imperial Constitution is hereby affirmed as the Supreme Law of the Aksum Imperium, underpinning and overarching all other legal instruments. Its authority is paramount in guiding the governance and legal processes within the Imperium.

Section 2. Legal Hierarchy

Following the Constitution in legal precedence are Imperial Decrees, Imperial Laws, Imperial Edicts, Imperial Dictates, Directives, Ordinances, Regulations, Policies, and Orders. This hierarchical order ensures a clear and organized legal structure, maintaining the coherence and integrity of the Imperium's legal system.

Section 3. Delegated Powers

Section 4. Integration with the Imperial Legal Framework

This Constitution, along with the ensuing hierarchy of laws and decrees, forms the integrated legal framework of the Aksum Imperium. It ensures that every legal aspect, from the highest Imperial Decree to local regulations, aligns with the principles and mandates of the Constitution.

ARTICLE XII: AMENDMENTS

Section 1: Amendment Procedure

Amendments to the Imperial Constitution embody the dynamic and evolving nature of the Imperium. The amendment process begins with a petition by any Citizen, requiring a ⅔ vote in the legislature to determine its acceptance or rejection. If approved, the amendment must then secure a ⅔ vote in an Imperial Magnus and receive the Emperor’s assent to be enacted. This rigorous process ensures that amendments reflect the collective will of the Imperium while adhering to the foundational principles established by the Constitution. The Emperor or Grand King may present amendments directly to the Imperial Magnus.

Section 2: Alternative Procedures

In the event that the legislature is not in session or unable to convene, the Emperor possesses the authority to determine alternative procedures for considering amendments. This provision ensures the flexibility and responsiveness of the constitutional amendment process, allowing for timely and necessary adjustments to the supreme law of the land.

Section 3: Maintaining Constitutional Integrity

Through these procedures, the Imperium safeguards the integrity and sanctity of its Constitution, ensuring that changes are deliberate, representative of the will of its people, and in keeping with the spirit of the founding principles. The amendment process balances the need for stability with the imperative for progress and adaptation.
