ARTICLE I: PREAMBLE

We the people of the Aksum Imperium, sentient species and wandering tribes in support and under the leadership of Rasim Aeon, Founder of the Imperium, by the Light of the Creator, and ever mindful of our desire to arise again to greatness; with inspiration and a resolute desire to establish and maintain a nation based on justice, law, and freedom; for the peace, order, and government of all Aksumites and Aksumians; do ordain and establish this the 5th Constitution of the Imperium, as the supreme law of our Realm.

ARTICLE II: DECLARATION OF INDEPENDENCE

I Rasim, Lord of the House of Aeon, Supreme Warlord and Protector of Aksum, King of Aeonia, do reaffirm and proclaim the Dominion of the Aksum Imperium to be an independent unit in the Metaverse, in constant adherence to the associated terms of service. 1st Promulgated on the 20th of March 2009 (1st YoA); restated the 20th of March 2010; amended on the 15th day of June 2012; redeclared a 4th time on 19 March 2014, the fifth year of Aksum; and again, reaffirmed on 31 July 2017 the 8th year of the Imperium.

ARTICLE III: THE IMPERIUM

Section 1. Presence

The Aksum Imperium is a nation of persons without regard of race, ethnicity, gender, persuasion, sexuality, coming together as a community in the metaverse.

Section 2. Official Language

There shall be no official language for the whole of the Imperium; however, the language of the Emperor/Sovereign shall be considered the primary language. Every attempt shall be made to accommodate all languages of Earth.

Section 3. Scope

The Constitution is the supreme law of the Aksum Imperium and applies to all parts of the Aksum Imperium, its constituent realms, divisions, protectorates, and colonies. Whenever no provision is addressed in this Constitution, an act shall be performed by Imperial Decree issued by the Monarch.

Section 4. State Form

The form of government shall be that of a constitutional monarchy. Imperial Power is inherited by anyone in accordance to a decree by the reigning Sovereign

Section 5. Capital City

The Permanent Capital of the Imperium is Aksum City in the Kingdom of Aeonia; however, wherever the Emperor holds council shall be deemed a temporary capital by Imperial decree.

Section 6. The National Flag

The National Flag of the Imperium has Black background with a vertical gold stripe crossing a horizontal blue stripe down the middle and on them resting the Coat of Arms of the House of Aeon. The Black represents the boldness of the people to attempt whatever they choose, however they choose; the Gold is for the richness of ideas and the malleability of the people to handle situations, and the Blue is for stability, loyalty, intelligence, and faith.

Section 7. The Coat of Arms

The Coat of Arms is adopted from the Imperial House of Aeon. The coat of arms displays courage and character. The color of the shield is black, symbolizing dependability. The charge on the shield is the eagle, symbolizing strength, judiciousness, protections, and persons of noble nature. The mantling is ornate and contains a crowned knight as its helm, symbolizing a person of royalty or sovereign authority. It is supported by lions symbolizing dauntless courage and fearlessness. The motto on the scrolls is translated from Latin, as By Strength and Courage.

Section 8. Imperial Anthems

There shall be two Imperial Anthems of Aksum, Also Sprach Zarathustra (the opening of 2001 Space Odyssey) shall be played to open all major events in Aksum. The second Lux Aterna (Requiem for A Dream) shall be played for Imperial Performances including coronations, of openings of the Grand Assembly, and swearing of Officers of the Realm. The National Song is If You’re Out There, by John Legend.

Section 9. Imperial Motto

The Imperial Motto is “Vi et Animo” translated as “By Strength and Courage.

ARTICLE IV: THE MONARCHY

Section 1. Styling of the Monarch

The Aksum Imperium is a constitutional monarchy with a Sovereign titled as Emperor, as the Head of State. The historic and official title of the Emperor of Aksum is: “His/her Imperial Majesty _(name), by the Light of the Creator, Emperor of the Aksum Imperium and all of its Realms and Regions, Founder of the Imperium, King of Aksum, Grand Prince of Falcone, Supreme Sovereign of the Imperial and Sovererign Knightly Orders of Aksum, Supreme Magistrate, Supreme Commander of the Imperial Forces, Supreme Protector and Humble Chief Servant of the People of Aksum, Sovereign Lord of the House of Aeon, and Supreme Magnus and Supreme Councilor of Aksum. The titles along with the dignity shall pass to the Emperor's successors. However, because the nation owes its existence to Emperor Rasim, the phrase of Founder does not pass but shall always appertain to Rasim.

Section 2. Prerogatives

The Emperor is the symbolic, spiritual, and nominal head of the nation. He shall rule by justice, fairness, and within the guidelines of this Constitution. His Imperial Powers and Prerogatives are: The right to declare national holidays, grant titles of nobility , make the annual Imperial Address on the 21st day of June (or at other times when events warrant, as close to the Summer Solstice as possible); sign bills into law; veto bills; grant pardons and commute sentences, confer awards and decorations, approve orders of knighthood; issue Writs of Dissolution and Warrants of Prorogation for the Imperial Congress/Assembly; declare war; sign treaties; establish the framework for the management of nobles; convene an Imperial Magnus; open the Grand Imperial Assembly at each session; command the armed forces; grant military commissions; declare martial law and rule directly; declare a state of emergency and direct the organization of a temporary government; and issue decrees to provide for the governance, stability, and survival of the Imperium. These Prerogatives can only be delegated by Imperial Warrant or Decree. No person shall attempt to involve the Emperor, nor shall he infringe or impose in politics; petty issues; minor and basic decisions; except to ensure the survival of the Imperium.

Section 3. Regency

The Emperor may designate a Regent by decree. Where the Emperor is absent for a period exceeding thirty days (30) from his last presence in the Imperium the Heir or Regent shall act. In case of prolonged absence of the Emperor, the Council of Sovereigns, shall, if no regent is designated, temporarily assume those duties or nominate an individual from among them to serve as the Regent. Regency is terminated upon the return of the Emperor.

Section 4. Reigning in no Other Countries

The Emperor shall not reign in any other countries except those that are subject to this Constitution.

Section 5. Powers of the Monarch.

Section 5.1 Supreme Authority

Subject to limitations laid down in this Constitution the Emperor shall have the supreme authority in all affairs of the realm. The executive, legislative, judicial, and martial powers of the Imperium are vested in the Emperor and delegate by this Constitution and Imperial Decrees.

Section 5.2 Appointing the Officers of the Imperium.

The Emperor may appoint or dismiss any officer of the Imperium or delegate it to the Imperial Magnus, a Council, or an individual. He shall decide upon the number of Officers and among them the distribution of duties among them. He may delegate this duty by decree.

Section 5.4 Imperial Household/Chambers

The Emperor chooses and dismisses, at his own discretion, the Imperial Chambers and Court Officials

Section 5.5 Supreme Commander

The Emperor is the Supreme Command-in-Chief of all defense and security forces of the Imperium. These forces may be organized, decreased, or increased solely by Imperial Decree. Forces may not be transferred to the service of foreign powers but may be allowed to assist or work alongside. The Emperor has the sole authority to employ troops outside of the Imperium. Unless a Martial Law or a State of Emergency is declared the Imperial Police will be the only force of the Imperium with the authority to arrest or detain a Citizen of the Imperium.

Section 5.6 Imperial Decrees

The Emperor shall have the power to enact any law or changes by Imperial Decree. The Emperor may suspend the Constitution if He deems it in the best interests of the Imperium or where not so doing could endanger the continued existence and integrity of the Imperium. Where the Constitution has been suspended, the Emperor is required to act in the best interests of the Imperium and the people until such a time as it can be reinstated by Imperial Decree and whereupon an appropriate legislative body may be convened to act in that capacity. A new constitution must be promulgated within ninety days of the suspension.

Section 5.7 Nobility, Titles, and Knighthood

The Emperor shall make provisions by Imperial Decree concerning titles for those who are entitled. The Emperor shall be the Sovereign or Patron for all Orders for which he has granted Imperial Assent and is not a member.

Section 5.8 Removal of Grand Officers

The Emperor may at whim, appoint, replace, or remove a Regent, an Officer of State, or a member of any Imperial Council, or delegate it, and may by his last Will and Testament appoint a Regent to serve during the minority of his successor. Minority is defined as not being of 18 years of age(rl), not having a forum account, and not having account on a metaverse where Aksum exists

Section 5.9 Removal of the Emperor

Neither the Emperor nor any person he designates by decree shall be subject to prosecution or subpoena. The Emperor may only be removed by abdication; or by a 3/4 vote of the full Imperial Magnus (all members present), meeting for that specific purpose.

Section 6 Heirs to the Throne

The Sun Throne of Aksum shall be inherited by the descendants of His Majesty, Rasim, Emperor of Aksum, who are members of the House of Aeon. The present Imperial Family is styled The Imperial House of Aeon. Should the Emperor at any time renounce his citizenship, that renunciation or loss shall be deemed to imply his abdication of the Throne. Upon the demise, abdication, or removal from the Throne by any Emperor, the Crown shall pass to the next heir or the senior member of the House of Aeon. The Emperor will issue an Imperial decree declaring the line of succession. This will be reviewed at each Solstice and Equinox.

Section 6.1 Styles of the Heir

The Heir Apparent shall be styled as His/her Imperial Highness, the Grand Prince/Princess of the Imperium.

The designated heir to the Throne of the Imperium may not accept any other crown or government without the consent of the Emperor. If he or she acts contrary to this rule, they and their descendants forfeit their right to the Throne.

Section 6.3 Immunity of the Heir

The Imperial Grand Prince/Princess will not personally be answerable to anyone other than the Emperor, or whomever he decrees to sit in judgment of them.

ARTICLE V. IMPERIAL COUNCIL OF SOVEREIGNS

Section 1. Membership

Members in the Council of Sovereigns is reserved for the heads of the 13 Sovereign Houses of the Imperium. The Imperial House of Aeon has the first and permenant seat on this Council. The Emperor shall issue a decree naming the houses to be members. The Imperial Assembly, and sitting members may nominate a house to become Sovereign; however, there will only be 13. The ruling house will always use Imperial in its name, ie. The Sovereign and Imperial House of Aeon. All others shall be the Sovereign House of ……

Section 2. Duties and Powers

The duties and powers of this Council shall be granted by decree, this Constitution and the following:

- Review the actions of the Emperor and determine what actions to take within this Constitution

- Elect a Grand Sovereign as Chair of the Council

- Serve in or provide a representative to serve in the Imperial Assembly

- Oversee the established Houses and vote whether to accept new houses proposed by the Emperor

- Perform any duties by decree or directive issued by the Emperor

- Promote the well-being of the Imperium

- Serve as a regency council or appoint a regent in case of absence or inability of the Emperor.

Section 3. The Grand Sovereign

The Grand Sovereign is elected by the Imperial Council of Sovereigns and serves for life. Any sitting Sovereign can serve as such. When not the Emperor, this person is the #2 ranking noble of the Imperium. Removal from position can only only be done by 2/3 vote of the Council recommended such to the Imperial Magnus. Removal by the Magnus is done by a 3/4 vote. The Grand Sovereign can serve as Head of State or Head of Government at the behest of the Emperor.

ARTICLE VI. GRAND IMPERIAL PRIVY COUNCIL.

Section 1. Membership of the Council.

The Emperor by decree shall appoint an Imperial Privy Council which shall consist of a minimum of seven (7) Citizens. The Emperor designate which officer he/she sees fit to serve on the Council.

Section 2. Duties of the Council

The Imperial Council shall have the power to act as any branch of the Imperial Government (Legislature, Judiciary, and Executive). Review all laws passed by the Legislature and signed by the Head of the Executive Branch prior to gaining Imperial Assent. Settle disputes between Branches of Government. Make regular recommendations to the Emperor or anything covering the governance of the Imperium.

Section 3. Grand Imperial Viceroy

The Emperor may appoint a citizen to serve as the Imperial Executor styled as His Imperial Grace the Grand Imperial Viceroy.

Section 3.1 Eligibility

Any person having been a citizen for at least one year, already in the nobility is eligible to be the Grand Imperial Viceroy

Section 3.2 Selection

The Emperor may appoint directly, ask for recommendations from the Imperial Council of Sovereigns, the Imperial Assembly, or ask the Imperial Magnus to nominate an individual.

Section 3.3. Duties

The Grand Imperial Viceroy or GIV shall oversee the governance of the Imperium on behalf of the Emperor. He/she shall be immune from prosecution but subject to punishment by the Emperor, Imperial Council Sovereigns, or Imperial Magnus. He/she shall serve as Chair Pro Tempore of the Imperial Privy Council. Shall be second only to the Emperor, except when a Regent is named in absence of the Emperor. He/she shall preside over all meetings of the Imperial Council of State in absence or on behalf of the Emperor. He may chair any subordinate council of the Imperium or be an ex-officio member of all branches of the Imperial Government.

Section 4. Oaths

All members of the Imperial Council shall be sworn by reciting the following Oath of Office: I, (name), will faithfully execute the office of His Imperial Majesty's (office) of the Aksum Imperium, I pledge my loyalty and fealty to the Emperor of the Imperium; will to the best of my ability defend the integrity of the Imperium, bear true faith and allegiance to the same, that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will faithfully discharge the duties of the office on which I am about to enter. By Strength and Courage. Long Live the Emperor and the Imperium!!

ARTICLE VII: The IMPERIAL MAGNUS

**Section 1. Attendence**

An Imperial Magnus shall be formed consisting of the Emperor, the members of His Majesty’s Privy Council, The Grand Imperial Council, The Grand Officers of State, members of the Imperial Assembly, Council of Nobles (all the Nobles that are above Baron), The Imperial Grand Tribune, the leader of each Sovereign House, the leaders of each kingdom/state, and any others that the Emperor appoints by decree.

Section 2. Supreme Magnus

The Emperor as Supreme Magnus shall preside over the Imperial Magnus. He shall summon this body beginning on each Solstice, to deliver the Imperial Address, fill vacancies if needed; review the Constitution, and vote on any changes; hear petitions from Citizens on any matter; and take up any other matter regarding the Imperium that a Magnus may wish to bring forward. The Emperor may choose to adhere to the final votes or disband the Magnus. All votes of the Imperial Magnus require a majority vote except where otherwise stated in this Constitution or the approved rules of order. A quorum shall consist of 1/3 of the invited membership.

Section 3. Powers

In addition to what is mentioned above, the powers of the Imperial Magnus, includes: The ability to overturn any Imperial Decree by ¾ vote; Sit as the court of impeachment for the Emperor, requiring ¾ vote to impeach; vote on and propose amendments to the constitution; vote no confidence in any Grand Officer of State and stand as a court of Impeachment of the same; Vote no Confidence of the Imperial Assembly and recommended dissolution; and Vote no Confidence of the Executive Branch and recommend dissolution; and Vote no Confidence of the Judicial Branch and recommend removal.

Section 4. Immunity

During the Session of an Imperial Magnus all members are immune to prosecution or subpoena except by the Magnus; and may only be punished by the Imperial Magnus.

ARTICLE VIII: THE IMPERIAL LEGISLATURE

Legislative Power of the Emperor and the Imperium rests with The Legislative Council of the Aksum Imperium and shall be referred to as the Imperial Assembly. The Emperor/Grand Sovereign shall determine the officers, size,manner to select, and term by Imperial Decree. The sitting legislature may add to this by passing a law.

ARTICLE IX: THE IMPERIAL EXECUTIVE

The Executive authority of the Emperor shall be invested in His Imperial Majesty’s Government's Executive Branch, in the form of the Imperial Cabinet/Council of Ministers/Council of State. The Chief Minister (or title as designated by decree) is charged with managing the day to day activities of the Executive Branch, under the guidance of the Emperor and Grand Viceroy and with the advice and consent of the Grand Imperial Assembly. The Subordinate Organizations of the Imperial Cabinet shall at a minimum include, State, Justice, Finance, Commerce, and Education, in whatever name or form as deemed appropriate by Imperial Law. A decree by the Emperor, Prime Dictate from the Grand Viceroy, or law passed by the Legislature may determine the make up of the Branch.

ARTICLE X. IMPERIAL JUDICIARY

The Judicial Power of the Imperium and the Emperor shall be vested in the Imperial Grand Tribunal and in such inferior judicial entities as the Emperor or the Assembly may from time to time establish. The Magistrates of The Tribunal shall be appointed by the Emperor. The Assembly may nominate individuals when vacancies exist. The Judges of the inferior courts shall be nominated by the Chief Minister and approved by the Assembly; and shall hold their offices for life (or until resignation), and may only be removed by two-thirds vote in the Imperial Assembly with approval by Emperor. The Chief Magistrate may only be removed by the Emperor or a ⅔ vote of the Imperial Magnus.

Section 2. Membership

The Imperial Tribunal shall consist of no more than nine (9) Magistrates. Seven (7) Magistrates, a Chief Magistrate, and an Associate Chief Magistrate. For matters of court, all members of the Court are all equal for all purposes. However, the Magistrate appointed as the Grand Magistrate will be designated by the Emperor and shall oversee the operations and administration of the Court and its inferior courts. The inferior courts shall consist of as many judges as are established by law. All courts must have an odd number of judges.

Section 3. Military restriction

No member of the Assembly, the Government, or the Military (except in courts martial) shall serve simultaneously as a Magistrate, Justice or Judge, except in cases mentioned in this Constitution or Imperial Decree.

Section 4. Military Appeals

A Court of Military of Appeals shall be established to hear appeals from the Imperial Forces.

Section 5. Decisions

Where there is an exact precedent, a court shall rule according to law. Where there is no exact precedent, a court will make a rule to fit the case, either by reinterpreting an old rule or by applying what it considers principles of justice consistent with this Constitution. The courts shall render their decisions with due regard to the original intent of any law being clarified, as defined by the law's author(s). In the event of a difference in interpretation as to the meaning of a law, the court shall render an official interpretation with full respect to the Constitution. A decision by the Imperial Tribunal not made unanimous may be appealed to the Emperor.

The Imperial Tribunal shall consent to hear no case until presented with written evidence by the Prosecution proving to a majority of court members that a reasonable chance of obtaining a conviction exists. The courts, by majority vote, may refuse to hear any case, in effect confirming the defendant's (or status quo) position. A court must supply any plaintiff whose case it refuses to hear a written justification of such refusal. Because of double jeopardy, a case dismissed may not be brought again.

Section 7. Conflict of Interest

If a magistrate, judge or Justice is a party in a court case, he shall exempt himself from the bench for the duration of the case, and nominate a temporary replacement, who will be approved by the other judges or Justices of the court.

Section 8. Interpretation

If a court discovers unclear or confusing language in the Constitution, Decrees, or in any law, the court may as part of its written decision call upon the Assembly, or if relevant, the Provincial legislature to revise the law. Until such confusion is resolved, the court shall rule according to the most just and equitable understanding of the law, according to the plain meaning of the words, or if such words have acquired a technical meaning at law, according to the technical meaning.

Section 9. Scope

The Court shall try persons for all offences under law, such as a person doing something he should not, or not doing something he should. The Court shall inflict such punishment as the law provides.

Section 10. Posting decisions

Court decisions (and dissents) will be written up in the forums with due regard to brevity.

Section 11. Powers

The courts shall have power to enforce penalties against violators, commensurate with the severity of the crime. The Tribunal may in certain extreme circumstances impose the penalty of expulsion from the country, by a unanimous vote. Sentences may only be overturned by Imperial Pardon.

Section 12. Injunctions

Any judge or justice may issue court orders or injunctions according to the generally accepted principles of the law. These injunctions may order a party to perform his legal duty, or may prevent the enforcement of a law which may be Inorganic (unconstitutional). Violation of an injunction is treated as contempt of court. The final arbiter of the organicity of injunctions is the Imperial Tribunal.

ARTICLE XI. NOBILITY

Section 1. Imperial Prerogative.

The Emperor shall make or have made rules that govern the management of Nobility. All nobility flows from and to the Emperor.

Section 2. Titles

The Emperor shall determine the titles of nobility by Imperial decree.

Article XII. TERRITORIAL SUBDIVISIONS

Section 1. Imperial Prerogative.

The Emperor has the sole right to establish subdivisions of the Aksum Imperium; and may decree additional rules beyond this article

Section 2. Political establishment

A subdivision of Aksum will be referred to as a State or Domain of the Imperium. Its status shall be determined by Imperial Decree, laws, and agreements. Its government shall be determined by a constitution. These entities shall establish a representative legislature consisting of individuals residing within their boundaries or declared in a census. They shall not make any laws that conflict with the Imperial Constitution, Imperial Decrees, Laws, and Prime Dictates. The laws passed in one State shall only have an effect in that State.

Section 3. Citizenship.

All immigration is handled by the Imperial Administration. All Citizens shall be Citizens of Aksum and complete the immigration process. Citizens may only be “residents” of one State. Citizens that do not designate a State shall automatically be residents of the Kingdom of Aeonia. Residents living in one of the crown properties shall be considered residents of the Kingdom of Aeonia.

Section 4. Diplomacy

All diplomacy is managed by the Imperial Government. No State can establish their own embassies or send their own ambassadors to other nations. However, the Imperial Government will support the States in their endeavors by sending qualifying representatives based on the States interests

Section 5. Nobility

Regents of a subdivision can nominate individuals to be nobles and/or knights of the Imperium.

Section 6. Militia and Police.

No subdivision of the Imperium shall establish a military force separate unto itself. Any force established shall be approved by decree. No subdivision shall establish a police force. The Imperial Police force shall be established by decree and shall cover the entire Imperium.

Section 7. Courts.

Subdivisions may establish a local court system to handle interpretation and adjudication of local laws. Those courts shall be inferior to the Imperial Courts. An Imperial Court of Appeals may be established to hear appeals from those courts. A subdivision's supreme court’s decisions may be appealed to the Imperial Grand Tribunal or lesser court as designated by statute or decree

ARTICLE XIII. CITIZENSHIP, RIGHTS, and FREEDOMS

Section 1. Citizenship

Citizenship in Aksum is only acquired by “legal” means. The exact procedure will be determined by law where not addressed in this constitution. Children born to Aksum Citizens must still apply for Citizenship.

Section 2. Majority

A person reaches majority when they have registered on the forums following procedures established by decree, law, or regulation.

Section 3. Residency

Citizens are not required to purchase, lease, or rent land to claim citizenship in the Imperium, or in any kingdom/state/province of the same. However, a citizen may only be a resident of one Kingdom/state.

Section 4. Fraud

If Justice at any time finds fraud or dishonesty in a Citizen's application for citizenship, including false statements to officials, they may prosecute in Aksum Courts. The maximum punishment shall be expulsion. The Emperor may commute such a sentence.

Section 5. Denial

Any person denied citizenship may resubmit 30 days after the original denial.

Section 6. Retainment of rights

Citizens of Aksum may live within the Imperium or abroad. The distinction does not affect their standing or their civil or political rights.

Section 7. Renouncement

Citizens may voluntarily renounce their citizenship. This may be done by a written Declaration of Renunciation and posted in the forums. A renouncement without notification shall incur a 30 day ban from the date of discovery and filing.

Section 8. Bill of Rights.

Section 8.1 Freedom of Speech

No law shall exist abridging the freedom of thought, belief, opinion and expression, including freedom of the press and other media of communication except in case of public order and decency. All citizens are responsible for their sentiments, and shall refrain from libelous and slanderous abuse.

Section 8. 2 Freedom of Religion

The government shall not restrict free exercise of religion or conscience in worship or conduct, nor shall any preference be given to any religious establishment. Religious services and rituals not in conflict with law or public order are authorized. The government shall issue procedures for establishing religions in Aksum, by decree or statute.

Section 8.3 Freedom from Discrimination

No discrimination, shall exists within the Aksum Imperium on the grounds of race, color, sex, sexual preference, age, religion, beliefs, language, or any physical or societal parameters whatsoever, except as provided elsewhere in this Constitution.

Section 8.4 Freedom of Assembly

Citizens have the right to peaceful assembly whether in private facilities or in the open air, provided that such assembly neither disrupts traffic or legal commercial activity, unduly inconveniences people, or advocate the commission of a violation of Aksum Law or TOS. Citizens have the right to organize and register political parties and other organizations subject to the laws of the Imperium, and its own laws of membership.

Section 8.5 Search and Seizure

Citizens have the right to privacy and security in their persons, homes, papers, correspondence, and property, against unreasonable searches and seizures, shall not be violated. No person may be arrested or detained without a warrant issued by a judge or the Emperor.

Section 8.6 Innocent Until Proven Guilty

Any person charged with an offense shall be presumed innocent until proven guilty, and has the right to request information on his legal rights. No accused person shall be denied due process, nor shall any citizen be compelled in any case to bear witness against himself.

Section 8.7 Right to Speedy Trial

In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury or tribunal of the Crown. The accused shall have the right to be informed of the nature and cause of the accusation, to confront the witnesses against him, and to have subpoena power to obtain witnesses in his favor. The accused has the right of legal assistance.

Section 8.8 Marriage and Sexual Preference

While upholding the sanctity of marriage, Aksum holds inviolable the rights of all consenting adult citizens to manage their own private sexual conduct. Marriage and sexual preference shall not be an issue of the state.

Section 8.9 Expulsion

Aksum citizenship, except where stated in this constitution, can only be lost by a citizen's voluntary renunciation of citizenship or as punishment for a crime determined by the Imperial Grand Tribunal based on decree and/or law.

Section 8.10 Enumeration

The enumeration of rights in this Constitution shall not be construed to deny or disparage other rights retained by the people. Powers not held by the Emperor, delegated to the government, to the courts, to the subdivisions, or to legal state organizations, are held by the People of the Imperium.

ARTICLE XIV. STATUS

Section 1. Supremacy

This constitution is the supreme law of the land. Followed in precedence are Imperial Decrees, Laws, Prime Dictates, and policies and regulations.

Section 2. Ratification

This constitution shall be ratified by Imperial Decree

ARTICLE XV. AMENDMENT PROCEDURES

Section 1. Procedure

All amendments to this constitution must be submitted to the Grand Imperial Assembly who shall vote by 2/3 to determine if the amendment should be accepted or denied.

Section 2. Approval

If the amendment is accepted, it will be voted on during an Imperial Magnus. A 2/3 vote of the Imperial Magnus and the Emperor’s approval is required to pass.

Section 3. In Lieu of Assembly

In case the Legislature is not in Session, the Emperor shall determine the procedures of amendments.

ARTICLE XVI. AUTHENTICATION

THIS CONSTITUTION, AS AMENDED, IS SIGNED INTO EFFECT BY MY HAND ON THE 16 DAY OF OCTOBER IN THE EARTH YEAR OF 2017. 8 YEARS AFTER THE ORIGINAL; 3133 DAYS SINCE THE BIRTH OF THE IMPERIUM and MARKING THIS THE 5TH IMPERIUM

ARTICLE XVII. AMENDMENTS

THIS CONSTITUTION IS AMENDED AND ACCEPTED DURING AN IMPERIAL MAGNUS CONVENED ON 1 DECEMBER 2017 AND STANDS AMENDED ON 1 MAY 2018 and Further Amended on 1 September 2019
