Module 2 — The Constitution as supreme governing law

2.1 Constitutional supremacy

The Constitution governs Imperial institutions, public offices, officers, members of the Imperial Service, constituent realms, territorial governments, Great Houses, Orders, and subjects of the Imperium.

2.2 Conflict with prior authority

Prior constitutions, charters, decrees, laws, regulations, policies, customs, appointments, or claims that conflict with the Constitution are without current effect to the extent of that conflict.

2.3 Constitutional integrity

The Constitution is maintained as an independent entry in the Imperial Code and is not an editorial annex whose legal effect can be altered by ordinary publication activity.
