Constitution of the Tenth Imperium

Promulgated pursuant to Imperial Decree 26-001

Codified at Title 1, Chapter 102 of the Imperial Code

Invocation

By the Light of the Creator, in remembrance of those who established, served, defended, and preserved the Aksum Imperium, and under the solemn authority vested in the Imperial Crown, this Constitution and Imperial Covenant is ordained for the restoration, unity, government, and continued advancement of the Imperium.

Preamble

We, Rasim Aeon, Emperor and Grand Sovereign of the Aksum Imperium, acting through the inherent and continuing authority of the Imperial Crown and in covenant with the Sovereign Great Houses, Imperial institutions, officers, citizens, subjects, and communities of the Imperium;

Recognizing that the Aksum Imperium has endured through successive constitutional eras and that the Fracture interrupted the effective administration of the Imperium without extinguishing its lawful existence, Crown, inheritance, or sovereignty;

Honoring the service, achievements, institutions, laws, traditions, and recorded history of the preceding Imperiums while acknowledging the necessity of restoring, reviewing, and reforming those parts of the former order that can no longer govern the restored Imperium;

Reaffirming the permanent unity and indivisibility of the Aksum Imperium, the continuity of the Imperial Crown, the dignity of the Sovereign Great Houses, the service of the Imperial Government, and the place of every citizen and subject within the Imperial order;

Determined to restore ordered government, preserve the Great Game, secure justice, maintain constitutional succession, protect the Imperium, and provide lawful means by which Imperial authority may be exercised, delegated, reviewed, and restrained;

Do hereby establish this Constitution and Imperial Covenant as the supreme governing law of the Aksum Imperium and the constitutional foundation of the Tenth Imperium.

Article I — The Imperial Covenant

Section 1. Establishment of the Imperial Covenant

Imperial Code § 102.101

1. This Constitution establishes the Imperial Covenant binding the Imperial Crown, the Sovereign Great Houses, the Imperial Government, Imperial institutions, officers, citizens, subjects, and constituent communities of the Aksum Imperium.

2. The Imperial Covenant is the foundational constitutional relationship through which the unity, sovereignty, government, service, rights, duties, traditions, and continued restoration of the Imperium are maintained.

3. The Covenant does not create the sovereignty of the Imperial Crown or the existence of the Aksum Imperium. It recognizes, orders, and governs the exercise of continuing Imperial authority within the Tenth Imperium.

4. Every office, dignity, jurisdiction, authority, privilege, protection, and obligation recognized under this Constitution shall be exercised consistently with the Imperial Covenant.

Section 2. Covenant of the Imperial Crown

Imperial Code § 102.102

1. The Emperor and Grand Sovereign, as bearer of the Imperial Crown, shall preserve the unity, continuity, sovereignty, dignity, and constitutional order of the Aksum Imperium.

2. The Imperial Crown shall:

a. uphold and defend this Constitution;

b. preserve the lawful succession of the Crown;

c. protect the Imperium and its people;

d. administer Imperial authority with justice, discipline, prudence, and regard for the welfare of the whole Imperium;

e. respect the lawful rights, dignities, jurisdictions, and responsibilities recognized by this Constitution;

f. preserve the Great Game as an essential institution of Imperial life; and

g. advance the restoration, stability, prosperity, and future development of the Imperium.

3. The Emperor and Grand Sovereign shall exercise inherent and delegated constitutional powers in accordance with this Constitution.

4. No delegation of Imperial authority shall divest the Imperial Crown of its constitutional responsibility for the unity and lawful government of the Imperium.

Section 3. Covenant of the Sovereign Great Houses

Imperial Code § 102.103

1. Each recognized Sovereign Great House is joined to the Imperial Crown and to the other Sovereign Great Houses through the Imperial Covenant.

2. Every Sovereign Great House shall:

a. maintain fidelity to the Imperial Crown and this Constitution;

b. preserve the permanent unity of the Imperium;

c. fulfill its constitutional, territorial, ceremonial, governmental, and institutional duties;

d. participate in the lawful succession of the Imperial Crown through the Imperial Council of Sovereigns;

e. protect the dignity and welfare of those placed under its lawful care; and

f. refrain from any act of secession, rebellion, unlawful usurpation, or destruction of the constitutional order.

3. Recognition as a Sovereign Great House carries both dignity and constitutional responsibility.

4. No Sovereign Great House possesses sovereignty separate from or superior to the sovereignty of the united Aksum Imperium.

Section 4. Covenant of Government and Service

Imperial Code § 102.104

1. His Imperial Majesty’s Grand Imperial Court and every council, office, institution, government, command, and agency established beneath the Imperial Crown exist to serve the Emperor and Grand Sovereign, the Aksum Imperium, and the purposes of this Constitution.

2. Every Imperial officer and member of the Imperial Service shall:

a. uphold this Constitution and the lawful authority of the Imperial Crown;

b. faithfully perform the duties of office or service;

c. exercise only those powers lawfully possessed or delegated;

d. preserve official records and institutional continuity;

e. protect Imperial persons, property, institutions, and lawful interests; and

f. place the lawful interests of the Imperium above personal, factional, or House advantage when acting in an Imperial capacity.

3. The Imperial Service and Supreme Imperial Command are constitutional instruments of service, administration, security, defense, diplomacy, governance, and institutional support under the authority of the Emperor and Grand Sovereign.

4. The organization, branches, ranks, commands, procedures, and operational employment of the Imperial Service shall be governed by Imperial law, decree, and lawful directives consistent with this Constitution.

Section 5. Covenant of the Nobility and Ennobled

Imperial Code § 102.105

1. The nobility and ennobled persons of the Aksum Imperium form a distinct Estate within the Imperial Covenant and bear obligations corresponding to their dignities, titles, honors, privileges, and positions of influence.

2. Every noble and ennobled person shall:

a. maintain fidelity to the Imperial Crown, this Constitution, and the permanent unity of the Imperium;

b. uphold the honor, dignity, traditions, and lawful customs of the Imperial nobility;

c. exercise noble privilege as a responsibility of service rather than as a license for personal domination or abuse;

d. protect and advance the welfare of the Imperium and those placed under their lawful care, patronage, leadership, or protection;

e. provide counsel, leadership, service, patronage, and assistance according to their station and ability;

f. preserve the reputation and integrity of any House, title, Order, office, or institution with which they are affiliated; and

g. refrain from conduct that brings substantial dishonor upon the Imperial Crown, the Imperium, the nobility, or the dignity held.

3. Ennoblement recognizes service, merit, inheritance, responsibility, or another lawful basis determined by the Imperial Crown. It does not place an ennobled person above this Constitution or Imperial law.

4. Noble rank, dignity, title, precedence, privilege, or House affiliation does not confer separate sovereignty, immunity from lawful accountability, or authority not otherwise granted by the Imperial Crown, this Constitution, or Imperial law.

5. A noble dignity may carry territorial, institutional, ceremonial, advisory, governmental, military, diplomatic, or other responsibilities as established by its grant, patent, charter, decree, House law, or Imperial law.

6. The lawful privileges, precedence, styles, honors, and hereditary or personal character of noble dignities shall be governed by this Constitution, Imperial law, the instrument of creation or recognition, and the lawful customs of the Imperium.

7. No noble or ennobled person may use rank, title, House authority, patronage, or position to unlawfully deprive another person of constitutional protection, obstruct Imperial justice, falsify authority, or undermine the Imperial Covenant.

8. Nobility is held subject to continuing fidelity and honorable conduct. A dignity, title, recognition, privilege, or position may be suspended, limited, revoked, forfeited, or otherwise disciplined only under lawful authority and through the procedures applicable to that dignity.

Section 6. Covenant of Citizens and Subjects

Imperial Code § 102.106

1. Citizens and subjects are members of the Imperial community and participants in the continued life, restoration, and advancement of the Aksum Imperium.

2. Every citizen and subject owes fidelity to the Aksum Imperium, respect for the lawful authority of the Imperial Crown, and obedience to this Constitution and Imperial law.

3. Citizens and subjects shall be entitled to the rights, protections, opportunities, and lawful processes established by this Constitution and Imperial law.

4. Status, rank, nobility, office, House affiliation, or Imperial Service grade shall not place any person above this Constitution.

5. Nothing in this section eliminates lawful distinctions of office, title, rank, responsibility, jurisdiction, service, merit, or dignity recognized within the Imperial order.

Section 7. The Great Game

Imperial Code § 102.107

1. The Great Game is recognized as a permanent constitutional institution of the Aksum Imperium.

2. The Great Game provides the principal framework through which members participate in the political, social, governmental, noble, ceremonial, cultural, diplomatic, and narrative life of the Imperium.

3. The Great Game shall be preserved and administered in a manner consistent with:

a. this Constitution;

b. the dignity and continuity of the Imperium;

c. fairness and good faith among participants;

d. the distinction between in-character and out-of-character authority;

e. the integrity of Imperial records and established continuity; and

f. the continued development of the Imperium.

4. No person may use the Great Game to fabricate constitutional authority, falsify authenticated records, unlawfully seize an office or dignity, or defeat the supremacy of this Constitution.

5. Detailed rules governing participation, recognition, continuity, disputes, administration, and conduct within the Great Game shall be established by Imperial law or other lawful instrument.

Section 8. Fidelity to the Covenant

Imperial Code § 102.108

1. Acceptance of an Imperial office, commission, appointment, rank, title, dignity, citizenship, House recognition, or position of public trust constitutes an undertaking to uphold the Imperial Covenant.

2. An oath or affirmation may be required before a person assumes an Imperial office, command, council seat, judicial responsibility, territorial authority, or other position of public trust.

3. The form and administration of constitutional oaths and affirmations shall be established by Imperial law or decree.

4. A violation of the Imperial Covenant may constitute grounds for discipline, removal, loss of recognition, forfeiture, or other lawful action, subject to the procedures and protections established by this Constitution and Imperial law.

5. No oath, private agreement, House obligation, Order, custom, or subordinate allegiance may supersede a person’s obligations under this Constitution when acting under Imperial authority.

Section 9. Permanence and Renewal of the Covenant

Imperial Code § 102.109

1. The Imperial Covenant endures throughout every constitutional era of the Aksum Imperium.

2. Changes in government, officeholders, institutions, territorial administration, membership, or constitutional organization do not terminate the Covenant.

3. Each generation of the Imperium inherits the responsibility to preserve what remains lawful and worthy, correct what has failed, restore what has been lost, and strengthen the Imperium for those who follow.

4. The Covenant shall be interpreted as a living obligation of constitutional fidelity and service, not merely as a ceremonial declaration.

5. No amendment may abolish the permanent unity of the Imperium, extinguish the lawful continuity of the Imperial Crown, or authorize the secession of any part of the Aksum Imperium.
