Article VI — The Imperial Service and Supreme Imperial Command

Section 1. Establishment and Constitutional Character

Imperial Code § 102.601

1. The Imperial Service is the unified military, protective, administrative, diplomatic, technical, professional, and public-service institution of the United Dominion of the Aksum Imperium.

2. The Imperial Service exists to serve the Imperial Crown, defend the Imperium, protect its people and institutions, support lawful government, and advance the stability, security, knowledge, welfare, and prosperity of the Imperium.

3. The Imperial Service is established directly beneath the Imperial Crown and shall operate solely under the supreme authority of the Emperor and Grand Sovereign.

4. The Imperial Service is not an independent government, political authority, Estate, or source of sovereignty.

5. All authority exercised by the Imperial Service derives from the Imperial Crown through this Constitution, Imperial law, Imperial Decree, lawful commission, or delegated command authority.

6. No office, council, Estate, government, institution, commander, or other authority may claim command over the Imperial Service except through authority lawfully derived from the Imperial Crown.

Section 2. Supreme Authority of the Imperial Crown

Imperial Code § 102.602

1. The Emperor and Grand Sovereign is the supreme and final commander of the Imperial Service.

2. The Emperor shall possess full authority to:

a. organize, command, deploy, direct, and recall the Imperial Service;

b. appoint, commission, promote, suspend, relieve, or remove commanders and officers;

c. establish, reorganize, combine, divide, or dissolve commands and service institutions;

d. issue strategic directives, operational orders, regulations, and standards;

e. declare states of readiness, mobilization, emergency, defense, or service activation;

f. assign missions and jurisdictions;

g. delegate command or administrative authority; and

h. exercise every other lawful power necessary to command and preserve the Imperial Service.

3. Delegation of command authority does not diminish, divide, transfer, or extinguish the supreme authority of the Imperial Crown.

4. The Emperor may exercise personally any authority previously delegated to a commander, officer, council, government, or institution.

5. No act of the Grand Imperial Court, Grand Imperial Council, Imperial Council, Estate, constituent government, or subordinate institution may limit or supersede the supreme command authority of the Imperial Crown.

6. The Grand Imperial Magnus may enact laws applicable to the Imperial Service, receive reports, conduct constitutional review, and exercise other authority expressly granted by this Constitution, but it shall not assume operational command of the Imperial Service.

7. The convening of the Grand Imperial Magnus does not transfer command of the Imperial Service away from the Emperor and Grand Sovereign.

Section 3. Supreme Imperial Command

Imperial Code § 102.603

1. Supreme Imperial Command is the highest permanent command institution of the Imperial Service beneath the Emperor and Grand Sovereign.

2. The Imperial Command Authority within Supreme Imperial Command shall consist of:

a. the Emperor and Grand Sovereign, as Most Sovereign Grand Commander;

b. the Grand King, as Sovereign Grand Commander; and

c. the Grand Regent General, as Vice Sovereign Grand Commander and Chief Executive Deputy.

3. The Emperor and Grand Sovereign shall possess supreme, final, and indivisible command authority.

4. The Sovereign Grand Commander shall administer and coordinate the Imperial Service on behalf of and subject to the authority of the Emperor.

5. The Vice Sovereign Grand Commander and Chief Executive Deputy shall assist in coordinating command, governmental support, territorial operations, and enterprise administration as authorized by the Emperor.

6. Supreme Imperial Command shall also include five Deputy Sovereign Grand Commanders, each responsible for one of the Five Pillar Commands.

7. Supreme Imperial Command shall:

a. implement the strategic direction of the Imperial Crown;

b. coordinate the Five Pillar Commands;

c. establish doctrine, readiness, professional, organizational, and command standards;

d. maintain unified command and continuity throughout the Imperial Service;

e. advise the Emperor upon defense, security, service, administration, and operational matters; and

f. perform other responsibilities assigned by the Emperor or Imperial law.

8. Supreme Imperial Command exercises authority only in the name and under the authority of the Emperor and Grand Sovereign.

Section 4. The Five Pillar Commands

Imperial Code § 102.604

1. The Imperial Service shall be organized beneath Supreme Imperial Command through the following Five Pillar Commands:

a. Axis and Aegis;

b. Shield and Vigil;

c. Sword and Compass;

d. Quill and Scroll; and

e. Scepter and Star.

2. Axis and Aegis, commanded by the Grand Chamberlain, shall provide enterprise headquarters, Crown and Court support, personnel administration, logistics, communications, and institutional coordination.

3. Shield and Vigil, commanded by the Grand Castellan, shall provide protection, security, intelligence, counterintelligence, law enforcement, health, and related defensive services.

4. Sword and Compass, commanded by the Grand Marshal, shall provide military defense, operational readiness, expeditionary capability, strategic mobility, exploration, navigation, and related operational services.

5. Quill and Scroll, commanded by the Grand Chancellor, shall provide diplomatic, legal, educational, cultural, engineering, technical, scholarly, and professional services.

6. Scepter and Star, commanded by the Grand Viceroy, shall provide civil-administration support, territorial support, investigation, inspection, commerce, treasury, development, and related governmental services.

7. The Five Pillar Commands are components of the Imperial Service and shall not be construed as divisions of the entire Grand Imperial Court or Imperial Government.

8. Imperial law and Imperial Decree shall establish the subordinate services, branches, commands, offices, institutions, and organizations within each Pillar.

9. Internal reorganization of a Pillar Command shall not diminish the supreme authority of the Imperial Crown or abolish an essential service function without providing for its lawful continuation.

Section 5. Delegation, Chain of Command, and Lawful Orders

Imperial Code § 102.605

1. Command authority shall descend from the Emperor and Grand Sovereign through Supreme Imperial Command and the lawful chain of command.

2. Every commander and officer shall exercise only the authority attached to the person’s office, commission, appointment, assignment, or lawful delegation.

3. The Emperor may delegate command, administrative, operational, technical, territorial, or institutional authority upon such terms and limitations as the Emperor determines.

4. Delegated authority may be modified, suspended, withdrawn, or superseded by the Emperor.

5. A lawful order shall:

a. originate from a person or institution possessing lawful authority;

b. concern a matter within that authority;

c. be consistent with this Constitution and Imperial law; and

d. be issued through a lawful command or governmental channel.

6. No member of the Imperial Service shall be required to obey an order that is manifestly unconstitutional or unlawful.

7. A member who reasonably questions the legality of an order shall seek clarification or review through an authorized command, legal, inspector, magistratial, or protected-reporting channel.

8. Refusal to obey a lawful order, abuse of command authority, or issuance of an unlawful order may result in discipline under Imperial law.

9. No noble dignity, Order rank, governmental title, family relationship, territorial office, or political position confers command authority within the Imperial Service unless accompanied by a lawful Service commission, appointment, office, or delegation.

Section 6. Relationship to the Imperial Government and Constituent Authorities

Imperial Code § 102.606

1. The Imperial Service shall support His Imperial Majesty’s Grand Imperial Court and the lawful governments and institutions of the Imperium.

2. Such support does not place the Imperial Service beneath the command of the Grand Imperial Court, an Imperial Council, an Estate, or a constituent government.

3. A governmental or constituent authority may request Imperial Service support through procedures established by Imperial law.

4. The Imperial Service may provide:

a. defense and protective support;

b. emergency and disaster response;

c. medical, humanitarian, engineering, logistical, and communications assistance;

d. administrative and technical personnel;

e. security and law-enforcement support;

f. diplomatic, educational, scientific, and professional services; and

g. other lawful assistance.

5. A Grand Officer of State, Imperial Council, constituent government, or other authority may direct Imperial Service personnel only where command or tasking authority has been expressly delegated by the Imperial Crown.

6. Assignment of Service personnel to a governmental office or constituent authority does not permanently transfer command of those personnel.

7. The Imperial Service shall respect the lawful jurisdiction, property, records, institutions, and population of every territory in which it operates.

8. The Imperial Service may temporarily exercise civil, territorial, or emergency authority only where such authority is expressly granted by the Emperor, this Constitution, Imperial law, or lawful emergency instrument.

9. Temporary Service administration shall not become permanent civil government without lawful constitutional authority.

Section 7. Service Justice, Discipline, and Magistratial Oversight

Imperial Code § 102.607

1. The Imperial Service shall maintain a system of discipline and justice consistent with this Constitution and Imperial law.

2. The Imperial Service Code of Justice shall govern:

a. Service offenses;

b. investigations;

c. command discipline;

d. nonjudicial proceedings;

e. Service courts and tribunals;

f. punishments and administrative actions;

g. appeals; and

h. the rights and protections of persons subject to Service jurisdiction.

3. Commanders may exercise disciplinary authority only as provided by law.

4. Service courts and tribunals shall operate through, beneath, or under the constitutional supervision of the Imperial Council of Magistrates.

5. The Council of Magistrates shall retain ultimate constitutional oversight over:

a. the legality of Service justice;

b. the jurisdiction of Service courts and tribunals;

c. the independence and professional conduct of magistrates;

d. appellate review; and

e. the protection of constitutional rights.

6. No commander, officer, political body, House, Order, or governmental institution may unlawfully influence the disposition of a Service judicial proceeding.

7. Persons subject to Service justice shall possess the notice, representation, hearing, review, and other protections established by this Constitution and Imperial law.

Section 8. Service, Oath, Professionalism, and Political Neutrality

Imperial Code § 102.608

1. Every member of the Imperial Service shall swear or affirm fidelity to:

a. the Imperial Crown;

b. the United Dominion of the Aksum Imperium;

c. this Constitution and Imperial Covenant; and

d. the lawful duties of Service.

2. Members shall serve with honor, courage, integrity, discipline, competence, justice, loyalty, and regard for the welfare of the Imperium.

3. The Imperial Service shall remain institutionally loyal to the Imperial Crown and politically neutral in ordinary partisan, electoral, House, and factional disputes.

4. No commander or Service institution may use Service authority to:

a. unlawfully influence an election;

b. advance a private House, factional, or personal interest;

c. seize political power;

d. obstruct lawful constitutional government; or

e. compel political allegiance beyond the fidelity required by this Constitution.

5. Political neutrality does not prevent a member from exercising lawful citizenship rights in a personal capacity, subject to restrictions necessary to protect command integrity, discipline, security, and public confidence.

6. Imperial law shall govern standards of conduct, conflicts of interest, political activity, professional qualification, education, readiness, and ethical responsibility.

7. Service in the Imperial Service may be recognized through rank, grade, appointment, honor, Order membership, education, benefit, advancement, citizenship, or other lawful distinction.

8. Imperial Service status and membership in an Imperial Order are legally distinct unless Imperial law expressly provides otherwise.

Section 9. Organization, Administration, and Continuity

Imperial Code § 102.609

1. The detailed organization and administration of the Imperial Service shall be governed by:

a. the Imperial Code;

b. the Imperial Service Code of Justice;

c. Imperial Decrees;

d. Service regulations;

e. command directives; and

f. other lawful instruments issued under the authority of the Imperial Crown.

2. Imperial law and regulation shall establish matters including:

a. grades, ranks, commissions, appointments, promotions, and reductions;

b. command tiers and subordinate organizations;

c. branches, specialties, units, and occupational services;

d. active, reserve, auxiliary, militia, civilian, contractor, volunteer, cadet, and trainee components;

e. operational and technical command relationships;

f. education, training, doctrine, certification, and professional development;

g. readiness, mobilization, deployment, and demobilization;

h. pay, benefits, awards, retirement, and personnel administration;

i. records, property, logistics, finance, and accountability; and

j. other administrative and operational matters.

3. No vacancy, absence, succession dispute, loss of communication, destruction of facilities, territorial disruption, or interruption of ordinary government shall dissolve the Imperial Service.

4. The Emperor and Supreme Imperial Command shall maintain succession, continuity, emergency-command, mobilization, and preservation procedures.

5. Where ordinary command becomes impossible, the senior lawful commander able to act shall preserve the Service and maintain fidelity to the Imperial Crown until lawful superior authority is restored.

6. No emergency or interruption shall authorize a commander to claim the Imperial Crown, establish an independent government, or exercise sovereignty apart from the Imperium.

7. The Imperial Service shall maintain accurate institutional, personnel, operational, financial, historical, and legal records and shall preserve them according to Imperial law.

8. The motto of the Imperial Service and the Imperium is:
