Imperial Decree #72: Local Government

I, Rasim Aeon, Emperor and Grand Sovereign, of the Aksum Imperium, and Supreme Protector of its People, do hereby decree the following related to Local Government:

1.  This decree references Imperial Decree #62 and #73, and where conflicts the more recent decree is supreme.

2.  Local Government is necessary to allow the different parts of the Imperium to maintain there own traditions.  All Systems are designated as Viceroyalties.  Lands granted to nobility shall use the title as granted. 

3.  All System Governments shall contain, at a minimum, the following:
- System Assembly that shall contain all landed nobles with holdings in that system, the System Ministers, The System Viceroy, and two popularly elected representatives from each State.  The  Representatives may not be in of the prior three.
- System Executive Council, chaired by the System Viceroy, with a System Chancellor and at a minimum the following ministries:  Ministry of Justice, Ministry of the Interior (public works, transportation, construction); and a Ministry of Social Services.
- System Judiciary, referred to as the System Tribunal, and chaired by the Chief Justice with 6 Associate Justices. 
- System Command, led by an officer assigned by the Imperial Military and accepted by the Viceroy, consisting of the services assigned to said unit.  Command of these forces flow through the System Command through the normal command channels to the Supreme Commander in Chief/Emperor.
- System Police, led by an officer assigned by the Imperial Police and accepted by the Viceroy.  Responsible for enforcing all system laws and and most Imperial laws. 
- System Security Council, consists of the System Viceroy, System Minister of Justice, System Commander, System Commissioner, and others by invitation.  It discusses system-related security matters.  Imperial Intelligence may provide system related information.

4. System Government make, execute, enforce, and interpret laws specific to the System unless otherwise stated.  It is also charged to ensure that Imperial Laws and decrees are properly implemented.  Imperial Decrees, Laws, and Regulations have precedence over all others.  Systems may request exceptions through the corresponding Imperial Ministry.

5.  System Military Commands or SYSCOMs, are the major commands of the System Military.  The senior officer is the System Commander in Chief.  The Viceroy may also serve in this position if he/she is in the military and receive such appointment.  When the Viceroy and the SYSCOMCINC are the same, the Deputy shall sit as representative where necessary.  The organization, assignment, and usage of the SYSCOM is governed by the Imperial Military High Command. The System Government may request specific support, but authority to approve such requests, unless previously delegated, are forwarded through the chain of command.

6.  The System Police and the System Commissioners are subordinates of the Imperial Police and the Commissioner General of the Imperium and then supporters of the System Government.  The must work with the Minister of Justice and the System Tribunal.

7.  The Imperial Representative or Hand is the delegate of the Emperor and is typically the Viceroy/Vicerine.  He/she serves as the Chief Representative of the Emperor and is the Head of the System Government.  In addition to what is stated in Imperial Decree #71, this individuals powers and functions are as follows:
- To lead the government of the System;
- To be responsible for the implementation of Imperial law and system local laws;
- To sign bills passed by the System Assembly and promulgate local system laws;
- To approve budges passed by the System Assembly and report the budgets and final accounts to the Imperial Government for the record;
- To decide on system government polices and issue system decrees;
- To appoint or remove justices of the courts at the system and below levels in accordance with Imperial law and procedures;
- To appoint or remove holders of public office in accordance with law and procedures;
- To implement Imperial Decrees, laws, and directives;
- To conduct, when appropriate imperial affairs within the system;
- To preside over the full System Assembly
- To pardon persons convicted of violations of System Laws
- To handle petitions and complaints
- To appoint the Chief Seneschal with the majority consent of the System Assembly.

8.  Lower levels of governement.
- States will have an Assembly; Cities and below will have Councils, that serve as their legislature
- States will have a Governor; and Cities and below will have a Mayor for the Executive
- States and below will have a Chief Judge as the senior jurist.  The number of jurist will vary based on the size.  The Grand Magistrate of the Imperium, as the leader of Imperial Judiciary shall make recommendations to the size of the judiciary at all levels.

9.  No other military, police, or security organizations are authorized.  The Imperial Military and Police may establish reserve forces/militias, and are responsible for their training and upkeep.  Those reserve forces will never deploy outside of the Imperium.

10.  Businesses operating in a System, need only be registered with that system government. Should they decide to operate in more than one system they must register with the Imperial Government.

11.  Crown Domains.  Crown Domains or Crown Property is any business and or lands held exclusively by the Emperor.  These lands are under the Crown Property Bureau and the Grand Chamberlain for management and governance; and the Imperial Guard for security and law enforcement.
