MEMORANDUM FOR ALL MEMBERS OF THE IMPERIAL SERVICE

SUBJECT: Imperial Directive 22-004 - Force Structure, Authorities, and Delegations

As the Supreme Commander of the Imperial Service, I hereby direct the following structure changes, after deliberations with the Imperial Command Council and Imperial Security Council: This directive will only go two levels below supreme command.  The Grand Marshal is authorized and directed to further develop structures two levels below.

Imperial Command Authority

  1. The Imperial Command Authority consists of the Supreme Commander, the Grand Viceroy as Vice Supreme Commander, the Grand Marshal, and the Vice Grand Marshal. This group is authorized to enact directives in the name of the Emperor and Supreme (when it is not the Supreme Commander); and issue policies for the management of the Imperial Service.  
  2. The Vice Supreme Commander and Vice Grand Marshal act only in the absence of the Supreme Commander and Grand Marshal, respectively

Imperial Service Force Structure.

  1. The Imperial Service Force Structure shall contain:
    1. The Supreme Command to exercise Imperial Command Authority and consists of
      1. Supreme Commander (SCIS) in the rank of Supreme Marshal (O-19) is held by the Sovereign or his designee
      2. Vice Supreme Commander (VSCIS) in the rank of Vice Supreme Marshal (O-18) is appointed by decree and is either the Grand Viceroy, the Grand Chancellor, or the Imperial Heir.  This personal only acts in the absence of the SCIS or when directed to by the same.
      3. Grand Marshal (GMIS) in the rank of Grand Marshal (O-17) is the nominal head of the Imperial Service and executes the orders of the Supreme Commander, oversees the leadership of the Major Commands of the Imperial Service, and mangages the day to day operations.
      4. Vice Grand Marshal (VGMIS) in the rank of Vice Grand Marshal (O-16) is the deputy and senior advisor to the Grand Marshal.  Shall oversee discipline matters and officer matters.
      5. Command Chief Warrant Officer of the IS (CCWOIS) in the rank of the same (E-14) is the senior enlisted advisor to the SCIS and GMIS.  He/she shall oversee the NCO Support Chain, the conduct of individual training, oversight of discipline, and enlisted matters
    2. The Imperial Security Council to deliberate and advise the Emperor on matters related to the overall security of the Imperium.  Statutory members are the Sovereign, Grand Viceroy, Grand Chancellor, Grand Marshal, Vice Grand Marshal, Vice Grand Chancellor, Chief Knight Marshal, Grand Steward, Knight Marshal of the Shadow Force, and Grand Inquisitor General.  Others may attend at the direction of the Sovereign, Grand Viceroy, or the Grand Marshal. The Grand Marshal is the facilitator of this council.
    3. The Imperial Command Council deliberates and advises the Supreme Command on matters related to the management of the Imperial Service and its organizations.  It now consists of the following members:
      1. Supreme Commander (SC)
      2. Vice Supreme Commander (VSC)
      3. Grand Marshal (GM)
      4. Vice Grand Marshal (VGM)
      5. Chief Knight Marshal (CKM)
      6. Chief Provost Marshal General (CPMG)
      7. Chief Marshal of the Imperial Service Headquarters and Staff (CMISHQ)
      8. Chief Marshal of the Imperial Service Forces Command (CMISFORCECOM)
      9. Chief Marshal Commander of the Imperial Military Service (CMCIM)
      10. Chief Marshal of the Imperial Service Training, Recruiting, Education, and Doctrine Command (CMISTREDCOM)
      11. The Imperial Guard (IG), Imperial Police Service (IPS), Imperial Military Service (IMS), Imperial Forces Command (ISFORCECOM), the Imperial Service Headquarters Command (ISHQ), and the Imperial Training, Recruiting, Education, and Doctrine Command are recognized as the Major Commands of the Imperial Service (MCIS).
    4. The Imperial Service Headquarters Command is the headquarters and support element of the IS and provides advice, assistance, and resources to the Major Commands of the Imperial Service. It consists of:
      1. Command Group with:
        1. Chief Marshal of the Imperial Service HQ (CMISHQ) who commands the ISHQ, oversees the Imperial Service Staff, and advises the IS Supreme Command on staff actions and coordination. The authorized grade range is O-13 to O-15
        2. The Vice Chief Marshal of the Imperial Service HQ (VCMISHQ) assists the CMISHQ in their duties.  The authorized grade range is O-12 to O-14.
        3. Command Chief Warrant Officer (E-13) is the senior enlisted advisor to the CMISHQ and VCMISHQ.
      2. The Imperial Staff is the coordination agency of the Imperial Service and consists of:
        1. The IS1, Adjutant Marshal is the chief administrative officer of the Imperial Service responsible for managing assignments, promotions, records management, awards, protocol and other duties related.  The IS1 oversees the Office of the Adjutant Marshal, and is the Chief of the Adjutant Corps, proponent of the administration career field. The authorized grade range is O-11 to O-13.
        2. The IS2, Intelligence Marshal is the chief intelligence officer of the Imperial Service responsible for the management of intelligence matters.  This person is also the Knight Marshal of the Shadow Force. The IS2 oversees the Office of the Intelligence Marshal and is the proponent for the intelligence career field. The authorized grade range is O-11 to O-13.
        3. The IS3, Operations Marshal is the chief operations officer of the Imperial Service and is responsible for the publishing of operations orders, ensuring the commands directives are executed, and managing the force structure.  The IS3 may also serve as either the CMFORCECOM or the VCMFORCECOM. He/she oversees the IS Operations Center and Nexus Command. The authorized grade range is O-11 to O-14.
        4. The IS4, Sustainment Marshal is the chief sustainment and logistics officer of the Imperial Service and is responsible for ensuring lines of supply, resources, and materials are coordinated and allocated throughout the force.  The IS4 is the proponent for the sustainment (logistics, engineering, finance, ) career field. The authorized grade range is O-11 to O-13.  The IS4 is also the commanding officer of the IS Material Command
        5. Judge Advocate Marshal is the senior advisor on all judicial, legal, and ethical matters in the IS.  He/she oversees the Judge Advocates Corps, is the proponent for the legal (rp) career field and is a member of the Imperial Barrister Council. The authorized grade range is O-11 to O-13.
        6. The Provost Marshal General of the Imperial Service is also the Commander of the IS Police Command.  Provides staff oversight of police units that operate within the IS; security of IS property and personnel; and enforcement of IS policies, regulations, and laws.The authorized grade range is O-11 to O-13.
        7. Surgeon Marshal is the senior medical officer of the IS.  He/she is also the Commander of the IS Health Commander and Director General of the Imperial Public Health Service. Serves as the proponent for the medical career fields. The authorized grade range is O-11 to O-13.
        8. Consul Marshal is the senior diplomatic affairs officer of the Imperial Service.  He/she also serves as the Director General of the Imperial Diplomatic Service and Commander of the IS Consulate Command.  Additionally this individual is attached to the Chancellor of External Affairs to provide manpower at Imperial Embassies. The ConsulMarshal serves as the proponent for the diplomatic career field. The authorized grade range is O-11 to O-13.
      3. The IS Material Command conducts logistics, sustainment, material readiness, research and development, and the manufacturing of equipment.
      4. The IS Health Command provides health services to the Imperial Service while the IS Public Health Service provides health services to the Imperium.
      5. IS Consulate Command provides diplomatic personnel to work in the Imperial Agencies and serve as attaches. The Imperial Diplomatic Service supports the Chancellor of External/Foreign Affairs.
    5. The Imperial Guard is a major command under the direct control of the Supreme Commander with administrative support from the Grand Marshal and the Imperial Service HQ.  It conducts special missions and special operations under the direction of the Sovereign. It consists of:
      1. The IG Command Group to provide command and control of the Imperial Guard for the Sovereign
        1. Chief Knight Marshal to manage the Imperial Guard and provide advice and assistance to the Imperial Command Authority. The authorized grade range is O-13 to O-15.
        2. Vice Chief Knight Marshal (VCKM) is the principal assistant to the Chief Knight Marshal. The authorized grade range is O-11 to O-14.
        3. Command Chief Master at Arms (CCMA) as the Senior Enlisted Advisor (SEA) and Chief Trainer.
      2. The HQ Command to provide administrative and logistics support to the Imperial Guard and is led by a Knight in the grade range of O-9 to O-11.
      3. The Phoenix Force (TPF) encompasses the organization that accompany the Supreme Commander on the battlefield that are trained in planetary and space warfare; it provides the guards and the police force for the Imperial Capital; and special protection to designated individuals. The Royal Guard for the Archons are within this organization. It is commanded by a Knight Marshal in the grade range of O-11 to O-14.
      4. The Shadow Force (TSF) encompasses the organizations that conduct intelligence gathering, counterintelligence, and other classified operations. It is commanded by a Knight Marshal in the grade range of O-11 to O-14.
      5. The Imperial Rangers (TIR) is a special task organization that conducts reconnaissance, non-traditional tactics, and exploration.  It is led by a Knight Marshal in the grade of O-11 to O-14.
    6. The Imperial Military Service provides military forces to the Quadrant Commands to conduct space and planetary operations.  It consists of:
      1. The IMS Command Group provides command and control to the subordinate branch commands in consists of:
        1. The Chief Marshal Commander in the grade range of O-12 to O-15 is the senior commander of the Imperial Miitary Service
        2. The Vice Chief Marshal Commander in the grade range of O-11 to O-14 is the senior assistant to the Chief Marshal Commander.
        3. Command Chief Warrant Officer of the Military is the senior enlisted advisor to the CMC and represents the interest and needs of enlisted warriors.
      2. The Imperial Military Service Headquarters consists of the Joint Staff and subordinate commands that support the Branches.  
      3. The Imperial Army is the branch command that provides planetary forces to the Quadrant Commands.  It is commanded by the Field Marshal of the Army, and officer in the grade range of O-11 to O-13.  Its major subordinate commands include a headquarters command, a forces command, and a training command.
      4. The Imperial Navy is the branch command that provides forces and resources to the Quadrant Command to conduct space operations and regulates space navigation. It has as its major subordinate commands a headquarters command, a forces command, and a training command. The Imperial Starfighter Corps and the Imperial Star Force has been merged into the normal structure of the Imperia Navy.  Officers can now choose the Aviation career field to fly starfighters.
      5. The Imperial Marine Corps is the branch command that provides forces to the quadrant commands to conduct ship to ship combat, quick strike planetary operations, and low intensity combat off-ship.
    7. The Imperial Service Forces Command oversees the starbases, quadrant commands, and the expeditionary command. Receives forces from the other major commands to conduct combined operations.
      1. The Command Group of the ISFORCECOM consists of:
        1. The Chief Marshal in the grade range of O-12 to O-15
        2. The Vice Chief Marshal in the grand range of O-11 to O-14
        3. The Command Chief Warrant Officer in the grade range of E-11 to E-13
      2. The Nexus Command is the headquarters of Forces Command under it are the commanders of the Starbases.
      3. There are four quadrant commands that correspond to each quadrant in Imperial Space.
      4. The Expeditionary Command conducts operations outside of Imperial Space on the orders of the Supreme Commander or Grand Marshal.
    8. The Imperial Police Service conducts law enforcement operations within the Imperial Service and for the entire Imperium. It consists of the following.
      1. The IPS Command Group provides oversight, command and control, and administration of the IPS Branches/Bureaus
        1. The Command Group consists of:
          1. The Chief Provost Marshal General in the grade range of O-12 to O-15.
          2. The Vice Chief Provost Marshal General is the second ranking officer in the grade range of O-11 to O-14
          3. The Chief Inspector of Police (CIP) is the senior enlisted advisor of the IPS and is in the grade range of E-11 to E-13.
        2. The Administration Bureau provides staff support, resource management, and training management for the IPS.  It is led by a Provost Marshal General for Administration in the grade range of O-10 to O-13.
        3. The IS Police Command provides police forces internal to the Imperial Service, and supports the battlefield commander with orderly regulation of forces, counter-intelligence, and law enforcement. It is led by a Provost Marshal General who also serves as the PMG for the Imperial Service, in the grade range of O-10 to O-13.
        4. The Public Safety Bureau provides police forces to conduct law enforcement and emergency services throughout the Imperium with a focus on civilians. It is led by a Provost Marshal General for Public Safety in the grade range of O-10 to O-13.
          1. Each Quadrant receives a Provost Marshal to oversee public safety within the quadrant.
          2. Each Segment will receive a Superintendent.
        5. The Investigations Bureau conducts investigation in support of the Office of the Grand Inquisitor General.  It is led by a Provost Marshal General for Investigations in the grade range of O-10 to O-13.
    9. The Imperial Training, Recruiting, Education, and Doctrine Command or ISTREDCOM recruits, trains, and educates the force.  It consists of
      1. The Command Goup with:
        1. Chief High Marshal of the ISTREDCOM is the Commanding Officer and the Superintendent of the Imperial Service University.
        2. Vice Chief High Marshal is the senior advisor and principal assistant to the Chief High Marshal and concurrently serves as the Chief of Staff.
        3. Command Chief Warrant Officer of TREDCOM is the senior enlisted advisor and serves as the Commandant for enlisted training.
      2. The TREDCOM Headquarters includes the TREDCOM Staff and any subordinate elements necessary to support the mission.
      3. The Training Command oversees the Enlisted Training Command for all new recruits and the several training centers. It is led by a Command Officers
      4. The Education Command oversees the Imperial University, the Imperial Service Academy, and the Imperial Training Institute.
      5. The Recruiting Command conducts recruiting operations to meet quotas.
      6. The Doctrine Command develops operational doctrine.

Imperial Service Ranks

  1. Effective 1 December, I am disbanding the use of the ranks for the Starfighter Corps; returning the the Imperial Police ranks to their previous status; merging the Imperial Star Force ranks into the Imperial Navy; and elevating the Imperial Marine Corps ranks to equal footing with the other branches of the Imperial Military.
  2. The Chief Knight Marshal, although the same grade as all others in the grade of O-15 has the highest precedence as well as all other Imperial Guard ranks in relationship to their peers.
  3. The Chief Fleet Admiral, Fleet Admiral , and Fleet Captain shall be positions that designate individuals in those ranks above others of the same rank when in a specific position.
  4. When in performance of their duties, Imperial Police ranks supersede all others except the Imperial Guard.
  5. I direct the Grand Marshal to adjust personnel and rank insignias accordingly.

Imperial Service Promotion Authority

  1. The Grand Marshal is the promotion authority for all promotions up O-14. He may use a board or direct promotions, however criteria for promotions must be made.  All promotions above O-14 must be submitted to the Supreme Commander through the Grand Marshal.
  1. Major Command Commanders may promote up to the grade of O-10 subject to rules established by the Grand Marshal.
  1. Branch Commands may promote up to the grade of O-6 subject to rules established by Major Command Commanders and approved by the Grand Marshal or his designee.

Delegations

  1. The Grand Marshal is delegated the authority to further adjust the IS Structures listed in this directive but will not change the overarching structure listed here.  This directive will be reviewed at or around each Magnus and any changes shall be presented at that time.
  2. The Grand Marshal is granted the authority to manage the Imperial Service as he deems necessary and within this directive.

This shall take effect immediately.
