Purpose

This instruction establishes policy, assigns responsibilities, and provides procedures for administering the IS Officer Promotion Program pursuant to Title 22, Imperial Code, Supreme Commander Directives, and Imperial Decrees

Section 1: General Information

1.1. Applicability.

This instruction applies to the all elements of the Imperial Service.

1.2. Policy

1. All promotion and special selection boards and process will be conducted in full compliance with all applicable statues and IS Directives and Guidance.
2. Unauthorized communication with promotion and special selection boards must be prevented to ensure the independence and integrity of these boards.
3. Careful, fair, and equitable consideration without prejudice or partiality must be provided for all officers eligible for promotion. Each officer must be able to review and comment on any information (other than information contained in the officer’s official service personnel file) provided to the board or selection process regarding that officer
4. The number of officers in any category who have been recommended for promotion and are below the promotion zone may not exceed 10 percent of the maximum number of officers to be recommended for promotion in such category, except as permitted in accordance with directives and policies. This limitation does not include officers directed to be promoted by Supreme Imperial Command
5. Promotion and special selection boards will not be provided photographs of the officers they are considering.

Section 2: Responsibilities

Vice Grand Marshal of the Imperial Service (VGMIS)

The VGMIS:

1. Oversees the IS Officer Promotion Program.
2. Exercises authorities delegated to him or her by the Supreme Commander and Grand Marshal for officer promotions.
3. Reviews reports of promotion and special selection board proceedings and associated materials and promotion processes for compliance with law and IS directives and guidance
