Imperial Decree 101: Temporary regency rescinded

I, Rasim Aeon, hereby resumes duties as the Emperor and Grand Sovereign.

The Temporary Regency declared in Imperial Decree #99 is hereby rescinded.

Imperial Decree #102: Changes to Communications and Media Management

I, Rasim Aeon, Emperor and Grand Sovereign do hereby decree:

1. That the position of Chancellor of Communications and Media is hereby dissolved; All previous decrees and laws that apply to this are either rescinded or are now referred to the Imperial Communications Agency 2. That the duties of the Chancellor shall now fall back to the Imperial Communications Agency which shall remain under the Imperial Service and under the supervision of the Grand Marshal and the Imperial Service Director of Communications. 3. That the Imperial Communications Agency shall be organization to support the various facets of the Imperium, designate and delegating to individuals certain responsibilities to assist with communications. 4. That the Imperial Service through the Imperial Communications Agency may assign a communications officer to major areas of the Imperial Court and Imperium to help with support and may grant key personnel with the appropriate access to manage their areas. 5. That all requests for support shall be posted in the Help Desk area of the forums and in the Support Area of the Chat. 6. That members of the Imperial Service, Imperial Assembly, Imperial Administration, and Imperial Tribunal shall submit issues through there assigned Communications Officer or Chief Administrator/Secretary. 7. That the Aksum News Network when it becomes active shall operate independently under the Chancellor of State. The Chancellor of State shall be responsible for ensuring it is operational and is staffed but can not control its content; 8. That,The Imperial Archives remain under the responsibility of the Imperial Privy Secretary; 9. That Discord and the Imperial Chat (http://www.aksumimperium.net/chat), are recognized as official chat locations. All others count as Aksum Imperium presence but not to be used for official activity. The Imperial Chat is the primary chat location.

Imperial Decree #104: Martial Law

I, Rasim Aeon, Emperor, Grand Sovereign, and Supreme Commander of the Imperium hereby decree:

1. That, the Imperium shall be in a state of Martial Law beginning with the completion of all pending matters before the Imperial Assembly or on May 1st, whichever comes first. 2. That, the Imperial Constitution remains in effect. 3. That, Aksum Prime in it's current location shall be wiped and destroyed; the Tercera and Secundaria Systems have now been demoted to outpost status; the Imperial Service is directed initiate its organization accordingly. The X system (X-box) is recognized as an outpost. 4. That, the positions of State below listed in order of precedence, are considered members of the Imperial Court: Grand Officers of State Grand Sovereign: Leads the Imperium and is the Head of State, while the title of Emperor is the Chief Noble and Supreme Commander of the Imperial Service. Grand Viceroy: Assist the Emperor in leading the Imperium Grand Prince/Princess: The designated heir Grand Marshal: senior adviser to the Emperor on all matters related to peace and security Grand Chamberlain: the Emperor's Chief of Staff Grand Magistrate: leads the Grand Imperial Tribunal Grand Chancellor: leads the Imperial Cabinet and Administration Grand Steward: Leads the Council of Nobles Grand Speaker: leads the Council of Delegates Grand Seneschal: leads the day to day matters of the Council of Orders Grand Prelate: leads the council of ecclesiastics Grand Inquisitor: advises on matters of compliance, investigates grand officers and the nobility and leads the inquisitors Grand Guild Master: chairs and represents the council of guild masters Sovereign Lords and Ladies - leaders of the Sovereign Houses

5. That the following councils are established/re-established: The Imperial Magnus, Chaired by the Emperor, consisting of all citizens of the Imperium, meeting annually or when called for special situations

The Grand Imperial Council, chaired by the Grand Sovereign, the Grand Viceroy serving as the Vice Chair, and consisting of the Grand Officers of State, members of the Council of Sovereigns, Council of Viceroys, Council of Chancellors, Council of Delegates, Council of Magistrates, Council of Nobles, Council of Orders, Council of Ecclisiastics, Council of Guild Masters. Its duty is to serve as the supreme conclave of the Imperium, meeting every other month (except during a Magnus) to advise the Emperor, vote on major decisions brought before it, and hear claims or other matters delegated to it by the Crown, or other matters delegated to it by the Constitution.

Imperial Council of Sovereigns, Chaired by the Grand Sovereign, consisting of the Sovereign Lords/Ladies of the Imperium. Its duty is to elect a Grand Sovereign, approve new Sovereigns, approve the establishment of Major Houses when recommended by the Council of Nobles, serve as the Regency Council when a Regent is not appointed or the heir is inactive. This council shall not exceed 13

Imperial Council of Viceroys, Chaired by the Grand Viceroy, consisting of the Viceroys who are recognized as the Emperor's Hands, are delegated duties to represent the Emperor in areas of the Imperium, advises on the structure of the Imperium and local governance.

Imperial Council of Government, Chaired by the Grand Viceroy and consists of the Grand Chancellor, Grand Magistrate, and Grand Speaker. Meets discuss the laws passed by the Assembly, structure of government, changes to the Constitution, and the Imperial Budget. All new allows will be discussed here prior to gaining Imperial Assent

Imperial Council of Chancellors, also known as the Imperial Cabinet, chaired by the Grand Chancellor, consists of the Chancellors of each branch of the administration. Responsible for the day to day conduct of the Imperial Government

Imperial Council of Delegates, is the new name of the legislative council of the Imperium; assumes the duties previously stated regarding the Imperial Assembly, except where changed in this decree. The position of Grand Speaker is reinstated and is elected from the membership. The members shall be referred as Imperial Delegates and are elected at large by the people. No noble in the rank of Duke or above may be elected. The duties of the Council of Systems and Council of Representatives are combined into this body. All senatorial seats are dissolved. Current Senators shall become delegates and a special election will be held to fill the council with 21 delegates. No person currently a Grand or Great Officer except the Grand Speaker shall serve in this body.

Imperial Council of Nobles, Chaired by the Grand Steward and consists of all the nobles of the Imperium. Assumes the duties of the Council of Peers and the previous nobles. Recommends the creation of new nobility, the elevation of noble rank, approves the establishment of houses, and the recognition of Clans, and disciplines nobility based on reports of the Grand Inquisitor

Imperial Council of Magistrates, also referred as the Imperial Grand Tribunal, chaired by the Grand Magistrate, and hears all appeals from lessor tribunals and judicial bodies of the Imperium, approves the recognition and authorization of barristers and advocates (rp lawyers) and the disciplining of the same.

Imperial Security Council, chaired by the Grand Marshal, advises the Supreme Commander on the Imperium's security polices and develops the Imperium's security stance

Imperial Council of Ecclesisatics, chaired by the Grand Prelate, convenes to recommend approval of new spiritual, religious, magical, etc, organizations, discusses issues related to the aforementioned. This council may not make policy regarding how a belief system is conducted, only recommend the recognition of an organization practicing a belief system. The Chancellor of State shall not approve an ecclesiastical organization without a recommendation from this body.

Imperial Council of Orders, Overees the Orders of Knighthood and directly leads of the Order of the Imperium and the Order of Aksum. Lead by the Grand Master and managed by the the Grand Seneschal. Duties remain the same.

Imperial Council of Guilds, chaired by the Grand Guild Master, consists of the Guild Masters of each recognized guild in the Imperium. Guilds are based off of trades or skills prevalent in the Imperium. The Council recommends recognition of guilds. The Chancellor of State must receive a recommendation prior to acceptance of a guild. Any business other than the Crown Property Bureau must have the approval of a guild to conduct a related business. That business must be registered and incorporated by the Chancellor of State. The Council of Guilds is the mediator of disputes between guilds and may serve as a court of the Grand Imperial Tribune if designated by law, decree, or dictate. Orders of Knighthood may sponsor or a guild or vice versa.

Imperial Privy Council, Personal advisors selected by the Emperor to advise him or specific matters. Council is chaired by the Grand Chamberlain who is assisted by the Privy Secretary. Members may use the designation of "Imperial Privy Councillor."

Imperial Communications and Media Council, Council to advise on matters related to the Imperium's communications and media systems. Recommends the appointment of the the Leader of the Aksum News Network, develops rules and polices for use of the mediums used by the Imperium, and recommends approval of webmasters. Council is chaired by the Privy Secretary.

6. That the Emperor nearly got lost writing this because it is so long….

7. That, the Imperial Service will begin mustering all ships to move individuals to the Imperium's new home. All areas of the forums and other mediums not related to the move shall be closed. The Imperial Service will designate specific areas of a ship, the type of ship, and capacity.

8. That, All Officers of State must be able to access Aksum Prime. Full Citizenship may be maintained by non residents of Aksum Prime by weekly visits to any Aksum locations including outposts.

9. That, a seperate decree appointing individuals to specific positions shall be made

10. That martial law shall remain in effect until the capital has been established.

11. Any member of the Imperial Court violating any law during this period shall be removed from position.

12. The Imperial Throne Room shall be closed. All petitions to the Emperor shall be made through the Grand Chamberlain and Grand Viceoy.

Imperial Decree #105: Preparation for departure

I, Rasim Aeon, hereby decree the following.

1. Aksum Prime in its current location will be closed and all residents will board ships moving to a newly discovered location. A virus has infected the previous location and a new and secure location has been scouted and presented for approval. Secundaria will be re-declared the second outpost and Tercera will be re-declared the third outpost, after we pass those systems.

2. The Imperial Fleet will make a pass through all systems of the Imperium, focusing on those areas and picking up additional citizens to travel to the new Aksum Prime. All members of the Imperial Court must travel. Until inter-system travel is setup (a subforum as a ship or gateway) those Citizens that do not travel with the fleet must wait to access Aksum Prime. Any member of the Imperial Court not boarding shall lose their titles. Nobility titles may be regained but under the new requirements.

3. As the Fleet passes through, primary focus will be in those systems. We shall establish the structures and then move on. The Imperial Service will conduct recon and special missions throughout the trip.

4. All Citizens boarding ships will conduct a new census. They must provide the following information:

[*]Name – Must be two names (first name and family name), cannot be a forbidden one, if it is a change, you must state the previous, you cannot use a family name of someone already present without their permission, thus bringing you into their family, can not use Aeon unless authorized [*]Residence - Declare where your primary residence is in the virtual world. Choices will be the recognized locations. Other will be used to reflect those not yet recognized. [*]Gender - You may use any term you identify with, we will only track what is given. [*]Backstory – Be creative, do not venture too far from your original story when you first came to Aksum. If you are new do not change the lore of the Imperium (which will be posted). Essentially, your backstory is the story of your character's past. Go wild with ideas. Unless invited and specifically stated, you can not tie yourself to the Imperial Family or its ancestry. [*]Personality – you can choose to use some aspect of your own character, or try to make the character completely different from yourself. However, when you RP, make sure you're following the personality you've stated. [*]Appearance - Describe yourself [*]Talents/Skills - Describe your abilities. This will help in appointments [*]Strengths/Weaknesses – Don't try to be a god or goddess, a good rule is one weakness per strength. You don't want to make your character over-powered – that just ruins the fun both for yourself and for others. [*]The Chancellor of State and his office will review all submissions and can suggest changes or refuse the information. Make the changes and resubmit. The Imperial Service personal will not allow access to the ship with the required approval. [*]Ship you wish to travel on: A listing of all ships shall be posted. The Imperial Service will solicit ship captains to be commissioned into service. This is not the time to create your own ship. It must be an approved location.

5. The Imperial Government will remain in place and will coordinate interaction with current and new outposts, and other political entities.

6. The Imperial Tribunals will handle judicial matters for civilians and the Imperial Service Courts Martial will handle that for its members. A court of Inquisition will be established for the nobility. The Grand Imperial Tribunal remains the final instance of appeal prior to the Emperor.

7. Access to certain areas of the forums, discord, chats, etc will be changed, restricted, reallocated, or deleted. The focus of all those mediums will be on the trip upon departure. 1)

8. Aksum credit and financial system will be further improved and used.

I, Rasim Aeon, Emperor and Grand Sovereign, hereby decree the following appointments

To Grand Officer of State positions: Grand Viceroy - Prince Nemesis Sass until the Imperial Magnus Grand Marshal - Major General Delmar Marshal, further promoted to the rank of Grand Marshal, noble rank elevated to Marquis Grand Chancellor - Marquis Stoney Skytracker, Grand Speaker - Mr. David Conn until the end of this session of the Council of Delegates Grand Steward - Grand Duke Trevor Nuubert

To Great Officer of State positions: Count Jayster Shinn, an Imperial Viceroy, is elevated to the noble of Marquis and appointed to the Imperial Privy Council Marquess Jadia York-Marshal as the Imperial Privy Secretary and Viceroy of Aksum Prime Countess Samara Barrett is relieved of duty as a Viceroy and appointed a Magistrate of the Grand Imperial Tribunal

Imperial Service Appointments and Promotions: For his continued service and assistance with a special project - Colonel Jayster Shinn is promoted to Major General and dubbed a Knight of the Order of the Guardian, further reappointed Chief of the Imperial Army

Imperial Decree #107: Delegation of Authorities

I, Rasim Aeon, hereby delegate the following authorities to the following bodies and individuals

1. To the Grand Viceroy, authority is granted to establish the Imperial Cabinet/Council of Chancellors with the minimum requirements per the Constitution; and keeping within the general intent of recent laws passed by the previous Imperial Assembly; to call the Council of Delegates back into session to handle legislative issues; to convene a Council of Government consisting of the Grand Chancellor, Grand Speaker, and Grand Magistrate; to oversee the activities of all the Officers of State except those under the authority of the Grand Marshal and Grand Magistrate; and to issue dictates that clarify and explain the execution of a decree among the various councils. All other duties not mentioned are retained by the Emperor and Grand Sovereign.

2. The the Grand Marshal, appoint the necessary officers to perform the duties required to conduct the Exodus. Promotions to the Flag ranks are retained by the Supreme Commander. Approval is required to reorganize the Imperial Service structure and ranks.

3. To the Grand Speaker, preside over the Council of Delegates, enforce prior approved rules, and meet and recess as necessary. Appoint committees and establish procedures to conduct the business of the Council.

4. To the Grand Chancellor, appoint Vice Chancellors and below, realign the organization of the Executive Branch with concurrence of the Council of Delegates unless dictated by the Decree or Dictate, and conduct the day to day business of the Imperium.

5. The above listed individuals may delegate some authority to subordinates, but do not relinquish the responsibility

Imperial Decree #108: Diplomatic Missions of the Imperium

I, Rasim Aeon, hereby decree the following in regards to diplomatic missions for the Imperium:

1. This decree supersedes all other decrees, laws, and dictates where there is a conflict regarding the organizational structure and operations of diplomatic missions.

2. The term diplomatic missions in this decree refers to any of the following: a. Embassies or consulates set up in countries or nations with which the Imperium has diplomatic relations b. Representative offices set up by in countries or nations with which the Imperium does not have diplomatic relations c. Missions set up in the headquarters of international organizations.

3. The competent authority for the implementation of this decree shall be the Ministry of Foreign Affairs (MOFA) under the guidance of the Chancellor of State (ChoSt) and Grand Chancellor (GrCh); and in coordination with the Imperial Security Council. The establishment, adjustment, and jurisdiction areas of diplomatic missions shall be submitted by the MOFA to the Imperial Security Council for review prior to Imperial Assent.

4. Diplomatic missions shall operate with an organization that consists of different divisions, departments, and sections. These divisions shall be set up according to the workload of each mission. The names and responsibilities shall be stipulated by an organization chart submitted to the Imperial Security Council.

5. The title, rank, and number of head and deputy or assistant head positions at diplomatic missions are as follows: a. Embassies and representative offices: one ambassador, at senior grade, and one to three deputy or assistant ambassadors at senior grade below the ambassador b. Missions: one permanent representative at senior grade and one to three deputy or assistant permenant representatives at senior grade below the permenant representative. c. Consulates; One consul general at a senior grade, and one or two deputy consuls general at a senior grade below the consul general d. The head of each mission no matter the level is referred to as the Chief of Mission or CHOM. The senior deputy is referred to as the DCHOM e. Items b and c may be established in areas where item a exists. In this case the CHOM of an Embassy shall have precedence in all matters of the area unless otherwise stated by competent authority.

6. The MOFA shall establish internal policies for each mission

7. The Imperial Service shall establish an office at each mission in coordination with the MOFA. The Senior Imperial Service Official (SISO) shall be the highest ranking Imperial Service Officer specifically designated by the authority of the Grand Marshal in that role. The Imperial Service Office (ISO) shall support the diplomatic mission and advise on all matters related to defense and security. The head of each mission exercises authority over all offices attached to it, however are not part of the Imperial Service chain of command when it relates to training and discipline. Imperial Decree #109: Imperial Appointments

To the Citizens of the Imperium,

I, Rasim Aeon, Emperor, do hereby decree the following:

1. That Nique Skylark is restored to the noble rank of Duchess and recognized as the Sovereign Lady of the Sovereign House of Solace; she is still required to complete the penance directed and given to her by the Grand Chamberlain and Grand Steward. Should she not complete the penance she shall be removed as the Sovereign, returned to the noble rank of Marquess, and new one related to the House of Hemby or one of its sponsored Houses shall be named

2. That, Duchess Nique Skylark is further appointed as the Grand Inquisitor of the Imperium and reinstated to the rank of Admiral, appointed Vice Grand Marshal of the Imperial Service. In cases where a complaint is against the Grand Inquisitor it shall be handled by the Knight Marshal of the Imperial Guard and the Grand Chamberlain.

3. That, the Marquis Jayster Shinn is recognized as the adopted son of Princess Katy Hemby and further recognized a member of the Sovereign House of Solace, Noble House of Hemby and the Noble and Imperial House of Aeon. He remains the Noble Lord of the House of Shinn.

Imperial Decree #110: Rescinding Martial Law

I, Rasim Aeon, Emperor, Grand Sovereign, and Supreme Commander of the Imperium, hereby decree the following:

1. Effective, 21 June 2020 at 0001hrs IST, Martial Law has been rescinded; 2. The vote on the updates to the Imperial Constitution are accepted; 3. That Aksum Prime now exists in the Digiworldz ™ system. The capital city remains Aksum City. 4. That, the Imperial Magnus shall convened on 21 June at the sound of the gavel, and are to be conducted on the forums and in discord. 5. That the Officers of State listed in Imperial Decree #109 retain the status as Officers of State in the level stated until further notice. Actual appointments shall be made during the Imperial Magnus. 6. That the Councils listed in Imperial Decree remain active with the stated duties. 7. That, the person with the most votes in the delegate election, shall be accepted as the Grand Speaker 8. That the delegate election be will conducted on these forums. 8. That, effective immediately, due to limited activity the Council of Delegates is adjourned and dissolved pending new elections. Afterwhich the council shall exercise their full legislative duties. 9. That Imperial Standard Time or IST remains the primary time zone of the Imperium. The letter in parenthesis (I) will be used after the time to denote the time when in areas not in that zone. 10. From henceforth, the Privy Secretary shall authenticate all decrees upon posting to the Archives. 11. The Imperial Throne Room will open on the announcement of the Grand Chamberlain

Imperial Decree #111: Naming of Imperial Service HQs

1. That, the headquarters complex located in the region of the Imperial Service Headquarters or ISHQ, on Aksum Prime, is hereby named the Vanderperck Complex, after the first Grand Marshal of the Imperium, first Grand Viceroy, advisor and builder, Grand Duke Varon Vanderperck.

2. That the Commandery of the Imperial Guard located in the region of ISHQ on Aksum Prime, is hereby named the Fortress Hemby, for the first and longest serving Grand Commander/Knight Marshal, former Grand Marshal, former Grand Viceroy, former Grand Magistrate, former Grand Chancellor, Princess Katy Hemby.

3. That, headquarters area of the Imperial Army, located in the region of ISHQ on Aksum Prime, is hereby named Fort C. Nuubert, for the first Field Marshal/Chief of Staff of the Imperial Army, Prince Cayleb Nuubert.

4. That, the headquarters area of the Imperial Navy, located in the region of ISHQ on Aksum Prime, is hereby named Sass Station, for the first and longest serving Fleet Admiral/Fleet Marshal of the Imperial Navy, Prince Nemesis Sass.

5. That the headquarters area of the Imperial Marines, located in the region of ISHQ on Aksum Prime, is hereby named Camp Laxness, for the longtime advisor, first Grand Magistrate, former Marine, former SL Coast Guard Commandant, Grand Duke Sanstrom Laxness.

6. That, the Imperial Headquarters building at 1 Police Plaza, in the region of ISHQ, is hereby named the Reikaz Center, for the first Director General/Chief of the Imperial Police, Duke Xavier Reikaz.

7. That, the Grand Marshal is authorized to name individual rooms and buildings within the ISHQ region and may delegate the authority to a subordinate marshal.

8. That, any Citizen may petition the Crown or Grand Imperial Council, to name a building anywhere in the Imperium.

9. That, the naming of these bases and complexes are only a small recognition for the service these individuals provided to the Imperium and the Imperial Service or its predecessors.

Imperial Decree #112: The Imperial Legislature

I, Rasim Aeon, Emperor and Grand Sovereign, do hereby decree the following regarding the legislature, in accordance with Article IX of the Imperial Constitution.

I. Name. The name of the Imperial Legislature shall be the the Imperial Council of Delegates. Thus, Imperial Decree #97 is rescinded.

II. Membership. The Imperial Council of Delegates shall at a minimum consist of 13 members. The membership shall increase by seven each time the Citizenship of the Imperium reaches a multiple of 75. An additional seat shall be created to ensure that there is an odd number of members. a. Election of Membership. The election of the Council of Delegates shall take place no more than 30 days prior to an Imperial Magnus. It shall be completed no later than 24 hours before the start of the Imperial Magnus. Citizens shall be given seven votes at each election. The election of June 2020 shall be an election of the full Council of Delegates. b. Removal. A member may be removed by an affirmative recall vote of 2/3 of the Citizens voting with at least half the Citizens voting, and started by a petition of 15 Citizens, submitted to the Grand Speaker; dismissed for missing three consecutive official votes by a resolution of the Council of Delegates; resigning by submitting a formal letter to the Grand Speaker; removed by the Grand Imperial Council after an investigation by the Inquisition; or immediate vacating of their seat after missing five consecutive votes; all without cause. c. A member is immune from normal prosecution while serving as a Delegate; however, they may be disciplined by the Imperial Council of Delegates by a 2/3 vote for violating Imperial Decree, Laws, or Council Rules. d. Members may be compensated using the approved currency of the home grid and/or provided housing, provided it is authorized by a law or resolution that creates the Imperial Budget.

III. Officers. The Officers of the Imperial Council of Delegates are: the Grand Speaker, Deputy Grand Speaker, Secretary of the Council, Sgt at Arms, Architect, Inquisitor, and Parliamentarian/Counsel. a. Selection. The Grand Speaker is selected from among and by a majority of the Delegates. Whenever there is a full election of Delegates, the Grand Speaker shall be the candidate with the most votes. The Deputy Grand Speaker shall be nominated by the Grand Speaker and approved by majority vote of the Delegates. Should the Grand Speakers nominee not be approved twice, the Grand Viceroy shall appoint the Deputy Grand Speaker. The Secretary of the Council, Architect, and Parliamentarian/Counsel are nominated and approved by the Delegates. The Inquisitor is assigned by the Grand Inquisitor and the Sgt at Arms is assigned by the Grand Marshal, both the Grand Speakers concurrence. b. Duties. 1. Grand Speaker. The Grand Speaker is the presiding officer of the Imperial Council of Delegates. He shall represent the Imperial Council of Delegates on the Grand Imperial Council; appoint the officers of the Council subject to the approval of the Council, except where previously mentioned; appoint the chairs and members of committees; set the Council's agenda; submit and enforce the Standing and Special Rules of the Council; enforce Imperial Law and Decrees in the Council; have transmitted approved laws and resolution to the Grand Chancellor; serve on the Imperial Council of Government; and 2. Deputy Grand Speaker. The Deputy Grand Speaker shall act in the abscence of the Grand Speaker; chair the Committee on Rules; with the Grand Speaker, represent the Council on the Grand Imperial Council; perform other duties assigned by Imperial Decree, Law, Standing Rules, the Grand Speaker, and the Imperial Council of Delegates 3. Secretary of the Council. The Secretary serves as the chief administrative officer of the Imperial Council of Delegates, leads the Council Secretariat; provides support to the Council and the Grand Speaker; coordinates with the Imperial Privy Secretary for the coding of laws, and archiving of procedings of the Council; nominate to the Grand Speaker appointments to the Secretariat; serve as Seneschal of any lands or property the Grand Speaker has oversight of; and perform other duties assigned by the Grand Speaker or Imperial Council of Delegates 4. Architect of the Council. The Architect is a member of the Secretariat and is responsible for the maintenance and upkeep of the lands and buildings belonging to the Council of Delegates; coordinates with the Ministries of the Chancery of Interior and the Grand Chamberlain for land issues; performs other duties assigned by the Secretary or Grand Speaker 5. Parliamentarian. The Parliamentarian provides the Council with guidance on parliamentary rules and procedure; serves as the (rp) lawyer for the Council; is a member of the Secretariat; publishes the council rules; and perform any other duties assigned by the Secretary. 6. Sergeant of Arms of the Council. The Sergeant of Arms is a detailed member of the Imperial Service assigned to the Secretariat while performing these duties. Serves as the chief law enforcement and protocol officer of the Council, and is responsible for maintaining order. Controls access to the Council and executes orders and subpoenas issued by the Imperial Council. 7. Council Inquisitor General. The Inquisitor General is a detailed member of the Inquisitor's Corp assigned to the Secretariat while performing these duties. Provides recommendations for improving performance, accountability, and integrity in the Council; and performs audits, inspection, and investigative services for the Grand Speaker and the Council of Delegates, within the code of the Inquisitors. c. Removal. The Grand Speaker may be removed from office by a 2/3 vote of the Grand Imperial Council, suspended by the Grand Viceroy or Grand Sovereign. The Deputy Grand Speaker may be removed by a 2/3 vote of the Council of Delegates, suspended by the Grand Speaker or Grand Viceroy. Officers in the Secretariat may be removed by the Grand Speaker or a 2/3 vote of the Council of Delegates. The Inquisitor and Sgt at Arms may be recalled by their perspective Grand Officer for reassignment or discipline.

IV. Committees. The minimum standing committees of the Council shall be the committees on Rules, State, Finance and Economics, Justice, Education and Social Services, and Interior. a. Duties. The committees shall consider relative matters relative to their area and shall have the authority to subpoena the relative Chancery. b. Composition. There shall be a minimum of five members on each committee including the chair. The Grand Speaker is an ex-officio member of each committee.

V. Restrictions. The Council of Delegates may not pass a resolution that effects the Imperial Service, the Nobility, or the Imperial Chambers except where authorized by the Constitution or Decree

VI. Miscellaneous. A. As members of the Imperial Court, Delegates are subject to the rules of decorum and protocol issued by the Grand Viceroy or Grand Chamberlain. B. Members of the Council of Delegates may receive compensation in the form of housing and/or pay in the currency of the Capital, provided it is included in the Imperial Budget that is passed into law. C. In addition to the Grand Speaker and Deputy Grand Speaker, five additional Delegates shall be elected by majority vote to serve on the Grand Imperial Council. This number shall increase by two (2) for every seven (7) new delegate seats added after this decree is published. D. Robert Rules of Order shall be the rules of procedure for the Council. The Council will establish a specific set of Standing Rules which shall be reviewed and renewed annually.

VII. Laws and Resolutions. A. The Grand Speaker shall provide for separate methods for the government and delegates to submit bills to be considered. The Grand Speaker shall determine when and if a bill is considered. However, a 2/3 vote to consider a bill will force a bill to the agenda. B. All bills require a majority vote to pass except those that amend decrees which require a two-thirds (2/3) vote. C. Bills are forwarded to the Council of Chancellors. The Grand Chancellor may veto a bill. The Council of Delegates may overturn a veto with a 2/3 vote for majority approved bills, and 3/4 vote for 2/3 approved bills. D. Imperial Assent is automatically granted to all bills passed and approved provided they do not infringe upon Imperial Prerogatives, change the basic structure of the Imperium, or effect the nobility or Imperial Service.

VIII. Political Parties. Political Parties are authorized and encouraged in the Imperium. They must follow the rules established by Constitution, Decree, Law, and Policies. No party is guaranteed a seat in the legislature. No resources shall be apportioned to support the activities of political parties.

IX. This decree supersedes all other decrees regarding the Imperial Legislature when there is a conflict.

Imperial Decree #113: The Inquisition

I, Rasim Aeon, Emperor and Grand Sovereign of the Imperium, do hereby decree the following;

I. The Office of Compliance and Accountability in the Imperial Chambers and led by the Inquisitor General is formally closed and the Council of Inquisitors, the Inquisitor Corps, and the Office of the Grand Inquisitor are established in its place.

II. In order to promote compliance and accountability the Office of the Grand Inquisitor, the Council of Inquisitors, and the Inquisitor Corps are established to: a. conduct and supervise audits and investigations of the various agencies of the Imperium and specifically the Imperial Court b. provide leadership and coordination and recommend policies that promote accountability, compliance, and efficiency c. investigate violations of the Imperial Bill Rights d. keep the Emperor/Grand Sovereign, Grand Viceroy, and the heads of agencies informed of issues that hinder efficiencies

III. Agencies. a. The Office of the Grand Inquisitor is the lead agency for compliance and accountability. The Grand Inquisitor is a Grand Officer of State that chairs the Council of Inquisitors, and the Inquisitor Corps. Additional positions are proposed and subject to the approval of the Grand Viceroy. b. The Council of Inquisitors is the council of the senior Inquisitor Generals and the Inquisitor Marshal throughout the Imperium. It shall review all reports, develop and enforce the Code of inquisitors; deliberate on the actions or failures of Inquisitors, and perform other duties assigned by the Grand Viceroy or Grand Sovereign. c. The Inquisitor Corps is the base organization for all Inquisitors. d. The Imperial Order of the Inquisitions is created as an Imperial Order of Knighthood that can be awarded to any inquisitor for their service to the Inquisitor Corps and the Imperium.

IV. Requirements a. All candidates must petition to the Council of Inquisitors for appointment to the Inquisitor Corps. b. Anyone may be nominated that has been a Citizen of the Imperium for a year and has not punished for any infraction in the previous year. c. After the University receives full mission capability, all Inquisitors must complete a course of instruction that grants a decree.

V. The Actions of the Grand Inquisitor are subject to review by the Grand Imperial Council, the Council of Sovereigns, and individually by the Grand Viceroy and the Grand Sovereign.

Imperial Decree #114: The Imperial Court

I, Rasim Aeon, Emperor and Grand Sovereign, hereby decree the following in regards to the Imperial Court

I. The Imperial Court of the Aksum Imperium is a collection of the leadership of the Imperium who regular appear before the Imperial Throne.

II. Membership. a. The Monarchy is at the apex of the Imperial Court. b. Officers of State. Membership of the Imperial Court includes those individuals designated as Officers of State. Officers of State have 3 levels, Grand Officers, Great Officers, and Officers. A separate decree will be published listing those recognized as such and their order of precedence. c. Other Members. Other Members of the Imperial Court include: a. Individuals who represent other nations and designated by their Head of State to hold one of the positions that correspond with counselor and above. b. All nobility including Patricians c. All members of the Imperial Government d. All Officers of the Imperial Service e. All members of the Imperial Orders

III. Officers of the Imperial Court a. The Dean of the Imperial Court is the Grand Chamberlain. He shall have the authority to issue rules on protocol, assemble the court, and hear grievances, and prosecute violations. He may use Imperial Court Prime Dictates to issue rules b. The Knight Marshal of the Imperial Guard is the Chief Sgt at Arms of the Court and ensures its security when gathered, and enforces the decrees, and rules relative to the Court c. The Privy Secretary is the Secretary of the Court assisting the Grand Chamberlain in its administration d. The Chief of the College of Heraldry is the Chief of Arms of the Court, registering coats of arms. e. Dean of the Diplomatic Corps serves in the same role in the Imperial Court. He/she is the longest serving foreign diplomat.

IV. Members of the Imperial Court may be dismissed by a 2/3 vote of the Grand Imperial Council, or whatever method specific to their office or agency.

V. Membership of the Imperial Court does not grant automatic immunity to prosecution or appearance in a Tribunal. Such immunity must be authorized by Constitution, Decree, or Law.

Imperial Decree #116: Grand Imperial Council

I, Rasim Aeon, Emperor and Grand Sovereign, hereby decree the following in regards to the Grand Imperial Council

I. The Grand Imperial Council, in accordance with Article VIII of the Imperial Constitution is composed of Officers of State designated by Imperial Decree.

II. Therefore, the following positions are appointed to the Grand Imperial Council: a. All Grand Officers of State b. All immediate assistant to a Grand Officers c. Imperial Viceroys d. Imperial Marshal's e. Imperial Privy Council f. All nobles in the rank of Count and above g. Chiefs of the Imperial Chambers Agencies h. Delegates elected by the Council of Delegates i. Imperial Chancellors

III. Any petition from a Citizen should be submitted to the Delegates listed in IIh.

IV. The Grand Sovereign is the chair of this Council, the Grand Viceroy is the Vice Chair.

V. Discussion in the Grand Imperial Council shall remain restricted until authorized to be released by the Council or the Emperor.

VI. Members are subject to discipline by the Grand Imperial Council

Imperial Decree #117: The Summer Imperial Magnus

In accordance with the Imperial Constitution, I, Rasim Aeon, Emperor and Grand Sovereign, do hereby decree:

1. The Summer 2020 Imperial Magnus will convene for business, with minimum pomp and circumstance on the Summer Solstice, 21 June 2020.

2. All Citizens are commanded, requested, and encouraged to attend.

3. All citizens are eligible to vote.

4. Violations of the Imperial Constitution, Decrees, and Laws shall be handled by the Magnus. All disciplinary matters shall be determined by a 2/3 vote with a minimum of 21 votes. The highest punishment of banishment is authorized in the Magnus

5. All petitions for agenda items must be filed in the proper location prior to discussion. A sub-board shall be created for each topic.

6. Proper court titles shall be used by all.

7. Any unapproved OOC item brought will result in immediate dismissal of from the Magnus and an immediate vote by the Magnus on punishment.

8. Discussion on a matter shall last 72 hours. If there is no activity after 24 hours we shall proceed to vote. All votes will be conducted over a 48 hour period. Members will be allowed to change votes until it closes. Except where stated in the Constitution, rescinding or amending and in cases of discipline, all votes shall be by majority. A 2/3 vote is required to rescind or amend

9. If a matter is discussed using discord, it will only be done there and closed.

10. The Magnus will adjourn no later than 21 July 2020 at 2359 hrs. Motions to adjourn will not be allowed no earlier than 1 July 2020 at 0001 hrs.

11. All other business except for that conducted by the Imperial Service shall be closed. Including discussions on matters outside of this metaverse 1) ) .

12. A warning shall be issued for one violation of this decree or the rules of procedure; a suspension of no more than 48 hours for a second violation; and a third violation shall result in expulsion from the Magnus; and subject to item 4 of this decree.

13. Decisions made during the Magnus shall be promulgated by Imperial Decree.

Imperial Decree #118: Juneteenth Day

I, Rasim Aeon, Emperor and Grand Sovereign, hereby decree:

1. That, one of the reasons the Aksum Imperium was founded was as a sanctuary to those who were discriminated, castigated, and cast out from their nations, groups, homes because of race, ethnicity, creed, beliefs, and appearance.

2. That, Juneteenth, also called Freedom Day, Jubilee Day, Liberation Day, and Emancipation Day (in the US State of Texas); and observed by the African American Citizens of the University, is a holiday celebrating the emancipation of those who had been enslaved in the United States of America.

2. That, it commemorates General Gordon Granger's announment of federals in Galveston, TX, on June 19, 1865, proclaiming that all slaves in Texas were free.

3. That, US President Abraham Lincoln's Emancipation Proclamation outlawed slavery in all states in the rebellion against the Union, two and a half years earlier. Texas, being the most remote of those states and having the lowest amount of Union troops, was the last to receive the announcement. Though it was still practiced for six more months, slavery was finally abolished with the ratification of the Thirteenth Amendment to the US Constitution, that abolished non-prison slavery in the United States.

4. That, As all Americans come together to recognize the dark history of slavery and celebrate the hope of a bright future that the Juneteenth represents, I declare that Juneteenth Day shall be celebrated as a holiday in the Aksum Imperium from this day forward. All officers and agencies of the Imperial Court shall be closed. The Imperial Service shall only operate with essential personnel.

5. That, we in Aksum support all micronations in the metaverse that promote equality and seeks to maintain relations with them as appropriate.

Imperial Decree #119: Culmination of the Imperial Magnus

I, Rasim Aeon, in the name of the great people of Aksum, do hereby decree the closing of the Imperial Magnus one month past its opening and:

1. That, the following actions relating to the Grand Officers of State are declared: Marquis Stoney Skytracker, formerly the Grand Chancellor, is appointed the Grand Viceroy and Chief Hand of the Emperor. He is further elevated to the noble rank of Archduke and the family Skytracker upon reaching its required size shall be declared a Noble House. Congratulations Archduke Stoney Skytracker, Grand Viceroy of the Imperium Marquis Delmar Marshal, retains the position of Grand Marshal and is elevated to the noble rank of Duke, and is recognized the Noble Lord and Patriarch of the Noble House of Marshal Marquis Triston Love has resigned as Grand Chamberlain. For long service he retains the title of Marquis and will continue to chair the Council on Communications and Media. Countess Jadia York-Marshal, the Privy Secretary and Knight Marshal of the Imperial Guard, is promoted to Grand Chamberlain, relieved of duty as the Privy Secretary pending a new appointment, and retains the position of Knight Marshal of the Imperial Guard until further notice. In her right she is elevated to the noble rank of Marquess and as the wife of a Duke is ennobled the Duchess and Matriarch of the Noble House of Marshal. Lady Zaviera Hope, formerly the Chancellor of Justice, has been approved to become the Grand Chancellor. She is recognized as a Marquess of the Imperium by virtue of her position. Grand Duke Trevor Nuubert retains the position of Grand Steward and Chairman of the Council of Nobles. Viscountess Arnia Doucet having attained the requisite votes is recognized as the Grand Speaker and Chairwoman of the Council of Delegates and is elevated to the noble rank of Marquess. Duke Heath Petraeon is appointed the Grand Seneschal of the Council of Imperial Orders Duke Xavier Reikaz retains the position of Grand Prelate and Chairman of the Council of Ecclesiastics Duchess Nique Skylark retains the position of Grand Inquisitor and as the Sovereign Lady of the Sovereign House of Solace is elevated to Grand Duchess. Sir Sekou Cartwright is appointed as acting Grand Guildmaster. 2. That, the vote on the status of Bismarck Steel is accepted and Bismarck Steel is banned from Aksum and stripped of Citizenship for a period of six months, ending at the Winter Magnus. If during that time he engages in any attacks on the Imperium or any of its Citizens the ban shall be for life. Additionally the previous penalties levied shall remain in place. Mr. Steel shall be required to complete immigration forms however at the Winter Magnus, his status shall be reviewed and determined if he is reinstated as a Full Citizen. The Grand Chancellor shall ensure that the Citizen is notified by appropriate means.

3. That, the Update to the Imperial Constitution and its amendment is accepted and shall be posted where all can see.

4. That, the Imperial Council of Nobles is directed to review the activities of all nobility in conjunction with the Council of Inquisitors and submit recommendations to the Grand Imperial Council on actions

I, Rasim Aeon, Emperor and Grand Sovereign, do hereby decree that:

1. The Aksum Imperium recognizes the tragedy that occured on September 11, 2001 and its effects on the world virtual and real.

2. The Aksum Imperium has Citizens who were directly and indirectly by this day.

3. The Aksum Imperium having Citizens who claim the United States and its allies as the home of their other selves, understand how this day is considered sacred

4. On this day forward, this day we will be a Day of Recognition and Memorial for the incidents that occured and the lives lost.

5. On this day forward all government offices are closed for a 72 hour period. No official business shall be conducted and all will be allowed to attend or conduct the varied ceremonies commemorating this day.

Imperial Decree 121: Imperial Conclave to Establish the 7th Imperium

In the presence of the creator. In the name of the great people of the Imperium,

We, having observed the activities of the officers of the crown at all levels, the ongoings of the citizens, having been in discussion with the crown's key advisors, do hereby decree:

I. The annulment of the Constitution of the Imperium and the declaration of an Absolute Monarchy, in order to reclaim and redirect the resources of the Imperium

II. All noble ranks shall be held in abeyance until a full review of the title and the on-goings and the reason for recieving such rank

III. The dissolution of all Imperial Councils, with one Imperial Council established to advise the Throne on the governance of this Imperium.

IV. The summoning of all Citizens to an Imperial Conclave, in order to provide input in chartering the future of the Imperium. a. A Census shall be conducted and only those who have completed that Census shall be allowed access to the Conclave.

V. The designation of Chief of Government is placed upon the Grand Viceroy, who retains the noble rank of Archduke Stoney Skytracker, and who is delegated the authority to establish the membership of the ruling council, develop government procedures, and issue edicts in my name. The designation of Duke Delmar Marshal as the Grand Marshal as the Chief of Defense and Security and delegated the authority to establish and maintain the Imperial Service and issue orders in my name. The designation of Duchess Angela Stonebrook as the Grand Magistrate, as the Chief of the Judiciary, and delegated to issue rulings in my name.

VI. No petitions shall come before the throne except when requested. All petitions for relief of any type must go to the Grand Magistrate prior to appealing to the Throne.

VI. All future functions of the Imperium may be based on traditions but we shall establish the 7th Imperium at the end of this Conclave.

VII. The Grand Viceroy is the Chief Hand of the Throne and speaks for it in all things unless otherwise stated. He is directed to lead this process based on previous guidance listed.

VIII. All property agreements have expired therefore the Houses that held those properties no longer have the rights and thus they fall back within the demesne of the Throne.

Imperial Decree #123: In preparation for the 7th Imperium

I, Rasim Aeon, Sovereign of the Imperium, do hereby decree the following measures, in preparation of the promulgation of the Imperial Charter:

1. Based on input from the Special Conclave, Citizenship in the Imperium shall now be classified as Denizens and Citizens. All who have completed the Census by 1 December shall be granted temporary status as Citizens and must have have satisfied half the requirements for Citizenship prior to March 19, 2020. Individuals shall revert back to Denizenship if this has not been satisfied. For those who have participated (at least one post) and have met half (3) of the requirements shall be granted Citizenship subject to the Charter and Imperial Law.

2. Lord Stoney Skytracker, who previously served as the Grand Viceroy, is appointed Prime Chancellor.

3. The Imperial Council is established as the Executive Branch of Government with the responsibility to administer the Imperium. This Council shall consists of: Sovereign - The monarch. Attends as desired. Prime Chancellor - Chair (when Sovereign not present); Serves as the nominal head of Government and oversees the administration of the Imperium on behalf of the Sovereign Deputy Prime Chancellor - Vice Chair of the Imperial Council and Speaker of the Imperial Congress. The Prime Chancellor shall nominate upon the convening of the Imperial Congress. Chancellor of State: Handles the Imperium's foreign affairs' and diplomacy; Marshal of the Imperium - leads the Imperial Service and chairs the Imperial Security Council. Answers directly to Sovereign. Steward of the Imperium - handles internal affairs including immigration, civil administration, imperium development, and nobility issues etc. Chancellor of the Exchequer - is the Imperial Treasurer. Handles and oversees financial, economic, business, and guild affairs. Architect of the Imperium - oversees building, prim management, maintenance, and land planning. Chairs the Imperial Planning and Zoning Council. Keeper of Seals and Archives - Is the custodian of records, history, archives, and heraldry. Authenticates all decrees, laws and edicts. Inquisitor General - oversees the prosecution and advocacy of criminal and non-criminal laws. Imperial Chamberlain - oversees the Imperial Household Agency, Imperial Chambers, and the Crown Property Bureau. Chancellor of Social Services - Oversees education, festivals, sports, and other cultural activities Imperial Prelate - leader of ecclesiastic, spiritual, and supernatural affairs. - The Prime Chancellor may appoint lessor officers and the various ministries of the Imperial Government; and submit to the Congress the organization of the Imperial Government.

4. The Imperial Congress is established as a unicameral and consists of: Sovereign Praetor (who also serves as the Deputy Prime Chancellor) Serves as the speaker and nominal chair of the Congress Vice Praetor - elected from among the membership of the Imperial Congress; acts as Speaker/Chair in the absence of the Praetor. All nobility Imperial Representatives, a minimum of 2 of which are elected to one year terms from each System. Half of which done in December and the other half in June. This increases to 1 representatives per 25 residents (based on the Census). - The Prime Chancellor is authorized and directed to conduct elections for the upcoming session. The highest half of vote getters shall serve until June the lower half of vote getters shall serve until June.

5. The Imperial Judiciary is established and maintains the name Imperial Tribunal and consists of: Sovereign Chief Magistrate - chair, appointed by Sovereign, and oversees the entire judiciary. Vice Chief Magistrate - vice chair to assist the Chief Magistrate 10 additional magistrates, not to exceed 12 total magistrates including chief and vice chief. Each Magistrate can serve as the Magistrate of a system or group of systems. The Magistrate of a System or group of systems is nominated by the Prime Chancellor and approved by Congress. Each System has a System Tribunal led by one of the Magistrates with each member entitled as Justices. Each Justice would be a lead judge on a Circuit Tribunal. Circuit Tribunals are the court of first instance for Imperial Law.

6. Claims or petitions for lands shall be submitted through the Imperial Chamberlain and the Steward.

Imperial Decree #124: AksumWiki

I, Rasim Aeon, Sovereign of the Aksum Imperium do hereby decree the following: That,

1.  The AksumWiki is an an encyclopedia and archive of information pertaining to the Aksum Imperium, and shall serve as the repository for the totality of information relating to the same and can be reached http://www.aksumimperium.net/bluespice/index.php/Main_Page">here .

2.  The AksumWiki serves as a repository for the primary use of officials, citizens, and denizens; and therefore shall require access.

3.  The AksumWiki is a collation of official documents arranged and maintained for the Imperial Court under the auspices of the Keeper of Seals and Archives.

4. The AksumWiki is open for editing only to those authorized to do so; and regular access to all current and former citizens who are not in a state of active hostility towards the Imperium nor whom have been prohibited from the AksumWiki by some competent office with jurisdiction.

5.  Violation of these standards is a violation of Imperial Law, and can result in loss of privileges or any other appropriate punishment as adjudicated by the Imperial Tribunal or other competent body with authorization to adjudicate such matter

    • No discussion of sexual activity. The only exception is (a) the recording of historical or political events which have contained a sexual element, such as sex scandals or rape cases in the news or (b) cultural practices. All other non-anthropological discussions of sex are prohibited.
    • Any and all forms of sexual innuendo are prohibited. This includes pictures. What constitutes sexual innuendo will be decided by Imperial Law.
    • Any and all forms of "cyber-sex" are prohibited, punishable by a suspension no less than two weeks for the first offence.
    • Medically correct terminology in lieu of "slang" for purposes of sexual innuendo or "cyber-sex" does not cure the underlying offence in any way.
    • Posting of sexually suggestive pictures is prohibited. What constitutes sexually suggestive will be decided by the Imperial Law.
    • Posting of any picture which may be deemed pornographic in any way, soft core or hard core, will result in an instant permanent ban.
    • Editors may not, under any circumstances whatsoever, link the general community to any material that may be considered NSFW (Not Safe For Work). A website is considered NSFW if it cannot be viewed employees of the Government of any internationally recognised sovereign jurisdiction. A link to otherwise appropriate material on a website known to host NSFW material is permitted, provided that the link is directly to the appropriate material and the link is clearly marked as "may contain NSFW material."
    • Unless it is stated otherwise, all first offenses carry an official warning. All second offenses carry a suspension, with the time determined by Imperial Law. The Imperial Tribunal may choose to punish a first offense with a suspension for exceptionally egregious, blatant and terrible violations of these standards. Imperial Decree #125: The 7th Imperium

I, Rasim Aeon, Founder and Sovereign of the Aksum Imperium hereby decree the new age of the Aksum Imperium as the 7th Imperium; and that:

1.  http://www.aksumimperium.net/bluespice/index.php/Title_2_-_The_Imperial_Charter">The Imperial Charter is promulgated and published and is the supreme law of the land, effective 1 January 2020 unless elsewhere stated earlier.

2.  All decrees, edicts, ordinances, etc shall be announced in the Imperial Forums and published in its appropriate location of the Imperial Code.

3.  All decrees and ordinances made prior to this decree remain in effect unless in conflict with the Imperial Charter.  If discovered in-conflict, the newest decree or ordinances shall prevail as current law.

4.  All individuals previously suspended and or expelled from the Imperium are pardoned. The Imperial Government shall ensure all are notified of their status as Denizens or Citizens.

5.  The Imperial Government will publish the census results for each system and establish the total representation allowed in the Imperial Congress; The Chamberlain shall in coordination with the Steward publish a roster of the nobility.

BY STRENGTH AND COURAGE IN WITNESS THEREOF I decree this as law on the 4th day of January, the eighth year of the Imperium, 2021
