Imperial Decree #1: Reaffirmation of Existence and Re-Declaration of Independence
In the name of the remaining Citizens of the Aksum Imperium, I, Rasim, Lord of the House of Aeon, Sovereign of the Imperium, by the Light of the Creator, continuously conscious of the wandering families, tribes, clans, and houses of the people of the Imperium, and all sentient species; ever mindful of their desire to reunite into a united dominion, and their desire to arise again to greatness; inspired by the calls of those people and their resolute will to establish a grand domain based on justice, law, and freedom, for all do hereby re-affirm the existence of the Aksum Imperium; holding to its original foundation date as the 19 day of March 2009; and declares this Imperium to continue to be an independent unit in whatever world, or universe it exists.

Imperial Decree #2 Governance
I, Rasim, in the name of the people of Aksum, declare the Aksum Imperium as a Monarchy. With the establishment of the following branches of governance, the Monarchy, the Administration, the Legislature, and the Judiciary with the Monarchy as paramount all other branches and agencies. All laws and regulations shall be issued through decrees until the re-promulgation of the Imperial Constitution. Upon the re-issuance of the Imperial Constitution, the Imperium shall become a Constitutional Monarchy on that day with Monarchy at its apex.

Imperial Decree #3 The Domains of the Imperium
I Rasim, In keeping with the history of the Imperium and the desire to allow for common people to live among each other, declare the existence and establishment the following domains of the Imperium:
Aeonia : ruled by the House of Aeon Solacia: ruled by the House of Hemby Acarecia: Rhyniel: formerly the home of furries Prieria: Falconia: ruled by the House of Aeon Grekon: Thelasa: Erireloth: Aimwen: formerly the home of the elves Gramos: steampunk themed state ruled by the House of Nuubert Sangril: vampire themed state ruled by the House of Sang Magellan Other domains may be added; and these domains may be further subdivided upon the approval of the Sovereign or his designated representative. As the House of Aeon, rules Aeonia, so may the other Domains be controlled by a "House." Rules for such to happen will be published in a subsequent decree unless delegated by the Sovereign. All Citizens will declare residence in one of these domains.
The Domains shall have the following statuses: Village Barony Viscounty County - a lesser house must be established by a noble house and accepted by a soveriegn house and the monarch to manage the domain. Duchy - a noble house established by a sovereign house and approved by the monarch to manage the domain. Principality Kingdom -to have this status, there must be a sovereign noble house established and approved to managed the domain.

Imperial Decree #4 Houses, Clans, Families
I, Rasim, do hereby establish the following procedures for establishing Houses in the Imperium:
There shall be the following societal structures of the Imperium: Houses, Clans, Families.
Houses are groupings of Clans. They can be classified as a House, a Noble House, or a Sovereign House. There shall be no more than 13 Sovereign Houses in the Imperium. To establish a Sovereign House, there must be at least two noble houses; a noble in the rank of at least a "landed" Count; and application submitted to the Monarch. To establish a noble house the leader must at first be a landed noble of any rank and have previously established a House. Noble Houses fall under the dominion of a Sovereign House. To establish a House, an application must be submitted that states the leaders name and the clans included (at least 2). The Sovereign and Imperial House of Aeon remains the current ruling house of the Aksum Imperium.
Sovereign Houses are granted the permission to sponsor individuals into Knighthood and Nobility.
Clans are groupings of families. To establish a clan, a minimum of two families must come today and declare themselves a clan, and designate a leader. The declaration must be posted in the designate location. A member of the Ministry of State shall respond informing the acceptance of the clan with the group created on the forums.
Families are the basic structure of society in Aksum. Individuals may declare themselves families just by posting in the designated area on the forums. The declaration shall include the familial relationship (parental, brother/sister, or marital). Marital relationships shall be called unions no matter the type it is. Once the declaration is made, the Ministry of State shall recognize it and inform them of the creation of a group. All unions are automatic if neither individual is in a family. If both individuals are in families, the declared head of both families must also post their approval.
All societal structures shall have their own private area on the forums.

Imperial Decree #5 Imperial Defense and Security Establishment
I, Rasim, decree the establishment of the Imperial Defense and Security Forces as the Imperial Guard for the purposes of promoting and providing for the defense and security within the Imperium by providing for a Grand Commander; a Vice Grand Commander; a Headquarters, Imperial Guard Headquarters and Support Command; an Imperial Security Command; and an Imperial Forces Command.
I. Purpose The purposes of this decree is to provide a comprehensive program for the future security of the Imperium, provide the establishment of integrated policies and procedures for the departments, agencies, and functions of the Imperial Government relating to the national security; to provide for the authoritative coordination and unified direction, control and integration into an efficient team.
II.Imperial Security Council a. There is hereby established a council to be known as the Imperial Defense and Security Council (hereinafter known as the Council in this decree). b. The Soverien as Supreme Commander of Imperial Forces shall preside over meetings of the this Council; however in his absence he may designate a member of the council to preside in his place. c. The function of the Council shall be to advise the Sovereign on the integration of domestic, foreign, and military policies relating to Imperium security in order to enable all agencies to coordinate more effectively d. The Council shall be composed of the Sovereign, the Grand Viceroy, the Grand Chancellor, the Grand Commander, the Chancellor of State, and any others that may be directed to attend. The principal assistants to the aforementioned are alternate members.
III. That the Imperial Command Authority a. The Imperial Command Authority (ICA) is the ultimate source of lawful military orders. The ICA consists of the Sovereign of the Imperium (as Supreme Commander) and the Grand Commander (GC) of the Imperial Guard. Orders by the Supreme Commander are communicated through the GC to the different unified commands for actions. The GC when issuing orders by the SC shall ensure the line "For The Supreme Commander" is used. All such orders form the SC or issued on behalf of the SC are considered law and supersede all other policies or regulations.
IV. Chain of Command. The Chain of Command of all forces originates with the Sovereign acting as the Supreme Commander and travels through the Grand Commander to each person designated as a commander and down to the individual.
V. Organizational Structure. a. The position of Grand Commander of the Imperial Guard (GCIG) is established as the highest position within the organization; is held by the most senior officer; is answerable to the Supreme Commander in all matters related to directing, training, and regulating the IG; and shall exercise the authority of the Supreme Commander on his behalf, unless otherwise stated by the Sovereign.
b. The position of Vice Grand Commander of the IG is established as second highest position within the IG; is held by the second most senior officer, unless another is designated by the Supreme Commander; is answerable to the Grand Commander and Supreme Commander for the day to day management of the IG; and shall exercise the authority of the Grand Commander.
c. A headquarters (HQIG) is established to coordinate the operations of the IG- which shall consist of the Command Group (The Grand Commander, the Vice Grand Commander, Chief of Staff, and the Command Chief Warrant Officer of the IDSC); the Headquarters Command (which all personnel in the headquarters is assigned to); the Imperial Operations Command, which manages all combined operations of the IG; and the Imperial Guard Staff (which shall include a Director of Administration, Director of Intelligence, Director of Operations, Director of Logistics, Director of Civil/Military Affairs, Director of Communications, Judge Advocate General, Provost Marshal General, Inspector General, and Surgeon General.
d. Three major commands of the IG. 1. The Imperial Headquarters and Support Command, which shall be commanded by the Chief of Staff of the IG; consist of the HQIG, the Imperial Health Command (IHC), and the Imperial Education and Training Command (IETC); - The HQIG shall be the primary unit of assignment for all persons on the IG Staff and Command Group. It shall operate the Imperial Operations Command under the Director of Operations, which will oversee unified operations of the IG. Under the Imperial Operations Command shall be the Reserve Forces Command. - The IHC shall be commanded by the Surgeon General of the IG, and include a Public Health Command for supporting civilians, a Medical Command for IG personnel; and shall provide the leadership for the medical school. - The Imperial Education and Training Command shall oversee all training and education functions of the IG. Shall work with and follow the polices of the Imperial University and maintain the College of Defense and Security Studies and the Imperial Academy. 2. The Imperial Security Command, which shall be commanded by the senior officer trained in security studies (police or intelligence); and consists of the Imperial Police Command/Agency, the Imperial Intelligence Command/Agency; and the Imperial Secret Service - The Imperial Intelligence Agency shall be responsible for conducting the Imperial Intelligence Program include clandestine and counter-intelligence operations. The leader of which shall be in charge of the Intelligence Community and proponent of the Intelligence Corps. The second ranking person shall serve as the Director of Intelligence for the IDSC. - The Imperial Police Agency which shall enforce the Imperial Laws and shall include a Military Police Command to support the Imperial Defense Forces; Imperial Investigations Bureau to conduct major investigations; and the Imperial Constable Service to provide police services. - The Imperial Secret Service which shall provide the immediate security of the Sovereign whomever he designates; conduct special missions as directed by the SC; and conduct any investigations not handled by the Police or Intelligence 3. The Imperial Forces Command, which shall be commanded by the senior officer trained in aerospace, ground operations, or maritime/nautical operations; and consists of the Imperial Army, the Imperial Navy, the Imperial Aerospace Forces and they shall be organized as such: - The Ground Forces Command shall be responsible for ground operations - The Naval Forces Command shall be responsible for maritime operations (includes ship to ship combat). - The Aerospace Command shall be responsible for fighter, bomber, and small transport operations. VI. Miscellaneous. 1. Court of IG Appeals is established to hear appeals from within the IDSC. In regards to justice, this court is subordinate to the Imperial Grand Tribunal. All appeals from this court go to the Tribunal and then the Sovereign. 2. A code of justice, duties and responsibilities , ranks, career fields, ratings, etc shall be explained in a subsequent decree. 3. Further specifics will be added in regulations for IG members only. 4. The above is the basic structure, the details will be handled within the IG. 5. Until further notice Imperial Guardsmen may serve in the Imperial Assembly with the approval of the Grand Commander. 6. The Grand Commander has the authority to discharge, retire, allow to serve, or place on a leave of absence for service in the Administration, the Assembly, or long term absence.

Imperial Decree #6: The Imperial Nobility
I, Rasim, Sovereign of the Imperium, do hereby decree and declare the establishment of the Imperial Nobility and:
The Imperial Nobility are the servant leaders of the Imperium, in that as a price for their privilige they agree to serve the Citizens, the Emperor, and the Imperium. They shall all serve as the major source of administrators and military officers; and
The ranks and titles shall be the following in order 1. Emperor/Empress 2. King/Queen 3. Imperial Grand Prince/Princess 4. Grand Prince/Princess 5. Royal Crown Prince/Princess 6. Prince/Princess 7. Grand Duke/Duchess 8. Archduke/Archduchess 9. Duke/Duchess 10. Grand Marquis/Marquess 11. Marquis/Marquess 12. Count/Countess 13. Viscount/Viscountess 14. Baron/Baroness 15. Baronet/Baronetess 16. Knight/Dame
The title of Imperial Gentleman may granted to someone who is the descendant or heir of an Imperial Knight.
Knight/Dame The lowest of noble ranks is the Knight. It is awarded as an honorific rank in recognition of achievement or service. - A knighthood entitles the individual to use the prefix Sir (or Dame if a female prefers) before the name, and the initial of the order of knighthood after the name. - A Knighthood is awarded within an established and accepted order. Several orders of Knighthood exists within the Imperium. Some may be restricted to specific classes of individuals, like military, lawyers, the Imperial Family, and other groups. - Typically knighthood is tied to a specific achievement or service, or holding a specific position. -In some cases, Knights may be awarded a land grant with a requirement to pay the Imperial Homage (tax). - Knights can be members of different orders but all Imperial Knights must be accepted into the Order of Aksum before entering those other orders - A noble in the minimum rank of Duke as sponsor is required to become a Knight unless directly granted by the Emperor.
Baronet/Baronetess Baronet is a special form of baron normally awarded by an archduke of that heads one of the domains of the Imperium or a House. Baronets rank below barons in seniority and precedence. Although the Emperor can create baronets (either as Emperor or in his capacity as Archduke of Aeonia), in practice they are usually created only by the archdukes. Those baronets specifically created by the Emperor as Landed Baronets are accorded voting rights in the Council of Nobles. A baronetcy entitles the individual to use the prefix Baronet before the name. Those rare baronets who are awarded a land grant.
Baron / Baroness The noble rank of baron is the lowest level normally accorded the right to vote in the Council of Nobles. Barons are referred to or addressed as Baron of (location). A baron may nominate a perspective Knight to the Count under which he falls. Barons shall control Baronies.
Viscount / Viscountess The viscount control a minimum of two Baronies within a County, usually including one that is classified as pre-high population. Viscounts are referred to by their title followed by the individual's surname or by the name of the principal land within the viscounty. A viscount may establish a house.
Count / Countess The count is generally associated with two or three Viscounties, including one that is their own. Counts are referred to by their title followed by the individual's surname or by the name of the principal land within the county. A count may establish a noble house.
Marquis / Marquess This rank is granted to someone who is an administrator for a Duke, or leads a major agency. If landed they control Marquidoms. Marquidoms do not oversee any sub-territory.
Grand Marquis/Marquess The Grand Marquis is granted to someone who is an administrator for an Archduke or above or leads a major organization or segment of the Imperium. Given only by the Sovereign. May also be given to someone for long and faithful service to the Imperium.
Duke / Duchess The duke are associated with duchies which consist of a minimum of two counties. Dukes are referred to by the Ducal title followed by "of" and the duchy name. The power of a duke depends on circumstances and the situation within the an area. Dukes may sponsor Knights and may establish ducal knights, understanding they do not have Imperial Status until recognized by the Emperor and an Order. Dukes may establish Sovereign houses.
Archduke / Archduchess The title Archduke may be granted to a duke for exemplary service. However a landed Archduke controls a Domain. An Archduke may create Baronets, and sponsor all other noble ranks to the Emperor. Archdukes are referred by their title and the name of their domain. Non-landed Archdukes use the title and surname.
Grand Duke/Duchess The Grand Duke may be granted to the leader of one of the Sovereign Houses when and based on the expanse of their domain. They are referred by their title and the name of their domain or by the name of their House.
Prince/Princess A noble or member of the royal family or the imperial family that is designated a child or sibling of the head of the family, but not designated as heir.
Royal Crown Prince/Princess A noble or member of a royal family that is selected as the heir apparent shall hold the title of Royal Crown Prince/Princess. They shall retain any other noble titles. They shall have the authority to act on behalf of their King/Queen unless otherwise noted or stated.
Grand Prince/Princess Reserved for the head of one of the thirteen sovereign houses or a member of their family designated as a personal representative. Title is based on the size of the domains.
Imperial Grand Prince/Princess The heir apparent to the Emperor. They shall have the authority to act on behalf of the Emperor.
King/Queen The leader of a Sovereign House whose lands have achieved the status of Kingdom.
Emperor/Empress The epitome of nobility is the Emperor. The wife of the Emperor is the Empress. All noble authority flows from him and all oaths of fealty are to him. The title shall not be used unless their are two duchies seperate from the Emperor's own duchy.
All noble ranks are awarded at the pleasure of the Emperor. The Emperor may unilaterally strip the nobility or refer it to the Council of Nobles.
A patent of ennoblement shall state lands are granted and the agreed upon Imperial homage.
Nobles in the Imperium are divided into three types (honor (for achievement), ceremonial or rank (for position), and landed or high (for service).
Honor Nobles receive a patent of ennoblement from the Emperor for heroism in the military, success in a civil duty, or a improvement made to the Imperium.
Ceremony (Rank) Nobles are given because of a citizens position. At the discretion of the Emperor, ceremony nobles may retain their title if they complete a full term. If a complete term in the position is not done before departing, then the title is forfeit.
Landed Nobles are given a vote in the Council of Nobles and shall be stated in the patent of ennoblement.
Revocation of Nobility Noble rank can be revoked by the Emperor, personally or thought the Imperial Assembly (specifically the Council of Nobles) for the following:
High Crimes: Reasons for such revocation are treason, murder, kidnapping, and extortion as well as other felonies. Incompetence: Extremely poor performance. Discontinuation: Non-confrmation of a noble rank upon inheritance.
The ability to create Knights and Baronets (and in a few rare cases, Barons), however, is shared with the Archdukes of the Imperium, though such archducal appointments are never considered members of the Council of Nobles, and always rank equal to but behind those of similar title bestowed by the Emperor.
The Emperor chooses not the title until the Imperium has achieved a certain size.

Imperial Decree#7: The Imperial Administration
I Rasim, Sovereign of the Imperium hereby decree the establishment of the Imperial Administration which shall consist of all the civilian members dedicated to the day to day running of the Imperium.
There shall be: an individual appointed as the Grand Chancellor of the Imperium. That person shall be third in precedence of the Grand Officers of State. He or she shall be recognized as the Head of Government answerable to the Emperor and Grand Viceroy and the Imperial Assembly. He/she shall oversee the day to day operations of the Aksum Imperium's administration; shall represent the Emperor and Imperium to the outside world; submit individuals to serve on a cabinet or council of government; recommend the structure of the Imperial Administration; set policies that determine how laws and decrees are executed; advise the Emperor of information necessary for him to make decisions; serve on councils and committees as directed.
A Vice Grand Chancellor appointed to assist the Grand Chanchellor in his/her daily duties and any other duties assigned.
A Chief of Staff, whom shall also be recognize as the Chancellor of the Imperial Civil Service. He/she shall have responsibility for managing the civil service, managing internal administration, keeping records of the cabinet meeting and any other duties assigned.
There shall be a cabinet or that shall consist of, at a minimum, a: Chancellor of State, whom shall oversee the Ministry of External Affairs and Diplomacy; the Ministry of Internal Affairs; and the Ministry of Immigration. Chancellor of the Exchequer who shall oversee financial matters, ministries shall be determined later. Chancellor of Justice who shall oversee a Attorney General (Office of Imperial Attorneys), a Solicitor General (Representative before the Imperial Tribune), and an Advocate General (Assistance to Citizens). Chancellor of the Interior, whom shall oversee the Ministry of Public Works, Ministry of Transportation, and the Ministry of Construction Chancellor of the Commerce, whom shall oversee the Ministry of Trade, the Ministry of Science and Technology, and the Ministry of Guilds Chancellor of Education and Social Services whom shall oversee the Ministry of Education and the Ministry of Social Services. A representative of the Imperial Defense and Security Command shall be provided as a liasion between the Imperial Administration and the IDSC.
The Sovereign may choose to appoint, allow the citizenry to elect, or have the Imperial Assembly nominate the Grand Chancellor and Vice Grand Chancellor to elect. Further, the Grand Chancellor shall appoint the Chief of Staff from the Imperial Civil Service, and nominate the Chancellors to the Imperial Senate. Ministers are nominated by the Chancellors and approved by the Grand Chancellor.
Imperial Decree #8: The Capital City
I, Rasim, Sovereign of the Aksum Imperium, decree that the Imperial Capital shall be known as Aksum City. It shall be an independent district within the borders of Aeonia. The headquarters of every aspect of the Imperial Government shall reside within the Imperial Capital. Each Sovereign House shall maintain a small estate or area within Aksum City. The Imperial Citadel, which shall consist of the Imperial Palace and the offices of the Imperial Chambers shall be situated in Aksum City.

Imperial Decree #9: Special Imperial Magnus
I hereby decree an Imperial Magnus to discuss and advise on issues of the Imperium. All citizens shall have right of petition, right of vote, and right of discussion.
Ultimately we wish to have a constitution filled and some key positions filled.

Imperial Decree #10: The Imperial Orders of Aksum
I, Rasim Aeon, Sovereign of the Aksum Imperium, by the Light of the Creator, and in the presence of this Imperial Magnus, do hereby reestablish these Orders of Knighthood of the Aksum Imperium and listed by precedence:
The Most Sovereign and Imperial Order of Aksum as the primary order of Knighthood in Aksum. Membership is nominated by a subordinate or lesser order, the head of a sovereign house, or by direct appointment of the Sovereign.
The Sovereign and Imperial Order of the Guardian. Membership is through nomination after service in the Imperial Guard or by direct appointment of the Sovereign.
The Sovereign and Imperial Order of the Black and Gold Lion. Membership is for high and long service in the Imperial Government.
The Sovereign and Imperial Order of the Golden Scales. Membership is for individuals wishing to practice law (rp) in Aksum.
The Sovereign and Imperial Order of the Fasces. For long and faithful service as a legislator at the Imperial, State, or local level.
The Sovereign and Imperial Order of the Brazen Eagle. For service in the Imperial Chambers.
The Noble and Imperial Order of the Imperium. For general service in the Imperium. It shall be the main entry point for obtaining nobility and/or knighthood.
Each order shall have its own place within these forums and on Imperium lands. They shall have limited jurisdiction to police its members. Only procedures to join shall be displayed publicly. The works of the orders shall remain private to them. However, membership does not exempt from prosecution of Aksum laws.
The Grand Council of the Order of Aksum shall serve as the supreme governing body for all orders established in Aksum. It is delegated the authority to issue charters of dispensation for the establishment of new orders. This does not relinquish Imperial Prerogative.
I shall serve as the Grand Master of the Order of Aksum Cayleb Nuubert, the Grand Viceroy is appointed to serve as the Grand Marshal and given charge to oversee the Orders.
The colors, ranks, and devices of the Order shall be published separately and directly to the Orders.
This decree shall be moved to the proper place upon the end of this session of the Magnus

Imperial Decree #11: Appointment of Grand Officers of State
I, Rasim Aeon, Sovereign of the Imperium, By the Light of the Creator, in the presence of this Imperial Magnus, do hereby decree the following.
That Cebiscus Aeon, 1) is designated as the Heir Apparent, though shall not obtain the full rights and duties of the position until a period of service is conducted in the various segments of the Imperium, and I crown him Imperial Crown Prince.
That Cayleb Nuubert, is appointed to the position of Grand Viceroy, designating him the Executor of the Imperium, giving him precedence over all others except the Heir; I appoint him to the noble rank of Archduke; and I further appoint him the Grand Marshal of the Most Sovereign and Imperial Order of Aksum and Grand Master of the Noble and Imperial Order of the Imperium.
That xxxx xxxxx (name removed per decree), having been the sole nominee by the Imperial Magnus, is appointed to the position of Grand Chancellor, I further appoint him to the lofty position of Grand Chancellor of the Sovereign and Imperial Order of the Black and Gold Lion; and while serving in the position, to the noble rank of Marquis.
That Angela Stonebrook, having been the sole nominee, is appointed to the position of Vice Grand Chancellor of the Imperium; and further appointed as the Vice Grand Chancellor of the Soveriegn and Imperial Order of the Black and Gold Lion, and while serving in the position, the noble rank of Countess.
That Heath Petraeon, having previously arisen through the ranks of the Imperial Guard, serving in key positions, being the sole volunteer, and on to the recommendation of the Grand Viceroy, is appointed to the position and rank of Grand Commander of the Imperial Guard, to the position of Grand Commander of the Sovereign and Imperial Order of the Guardian, and while serving in the position, the noble rank of Marquis.
That Xavier Reikaz, the founding Director General of the Imperial Police, founding member of the Aksum Bar, is appointed to the position of Grand Magistrate of the Imperium, and Grand Magistrate of the Sovereign and Imperial Order of the Golden Scales, and while serving in the position, the noble rank of Marquis.
That Trevor Nuubert, a landed Count, has been elected by the Imperial Assembly and accepted by the Crown as the Grand Steward of the Imperium, and Grand Steward of the Sovereign and Imperial Order of the Fasces, and while serving in the position, the noble rank of Marquis.

Imperial Decree #12: Status of States
I, Rasim, Sovereign of the Imperium, in presence of this Imperial Magnus do hereby decree the following:
That the State of Aeonia, which includes the personal lands of the Crown, the Imperial Palace, and Aksum City, is recognized as a Duchy until it has 25 declared Citizens in residence and shall resume status as a Kingdom in Aksum.
That the State of Solacia, is recognized as a County, until it reaches 15 declared Citizens in residence at which time it shall be declared a Duchy, and then at 25, a Kingdom.
That the State of Gramos, is recognized as a County, until it reaches 15 declared Citizens in residence, at which time it shall be declared a Duchy, and then at 25, a Kingdom.
That Falconia, which is land tied to the House of Aeon, and located in the SL Universe, is declared a province and shall remain a apart of Aeonia, when it reaches 5 residences it shall be recognized as a Barony, and then at 10, as a County, at 15, a Duchy, and then at 25, a Principality.
That the Imperial Administration shall certify to the Imperial Senate that the thresholds have been met.
That from this day forward, the status of the Status shall be managed by the Imperial Administration in accordance with Imperial Decree #3 and with the advice and consent of the Senate.

Using Imperial Prerogative, while in council with the Imperial Council, I approved Arnia Doucet as the Chancellor of the Imperial Civil Service and Chief of Staff of the Imperial Administration, no Senate confirmation is required. Arnia is granted the noble rank of Baroness while serving in the position.

Imperial Decree #14: Precedence and Succession

I, Rasim, Sovereign of the Imperium, in the presence of this Imperial Magnus, do decree the following:
That, the order of succession are separate and only slightly distinct.
The current order of succession which covers the long term absence or demise of the Sovereign, is as follows Prince Nemesis Sass Princess Katy Hemby Lord in waiting Cebiscus Aeon as Heir Apparent but with the Imperial Council serving as regency until it is determined that regency is unnecessary. Should the Heir not be available the Imperial Council shall appoint a Regent.
The Order of Precedence, which covers ceremonial placement and Imperium authority, is a follows. Imperial Decree #15: States and elections

In the name of His Imperial Majesty, by the power invested in me by the same and the Constitution of the 5th Imperium, I submit this decree on the Sovereign's behalf the following:
That, The Grand Chancellor or the Chancellor of State may a declare the requirement for a special election to elect new members of the Imperial Legislature to the Grand Steward who shall submit the item for vote in the full Assembly if it effects the same; or in the specific House that is effected. A vote must be taken within 7 days whether to concur with the declaration. If a vote has not be taken by midnight Imperial Standard Time then the declaration shall be in effect and a special election shall be conducted. If the Assembly non-concurs then the Grand Chancellor and Grand Steward must state their case to the Imperial Council.
That, there are currently 12 States recognized as part of the Sovereign, Aeonia, Falconia, Solacia, Rhyniel, Prieria, Grekon, Thelasa, Erirloth, Aimwen, Gramos, Sangril, and Magellen. Once they have 5 Citizens in them they shall be made active States in the Imperium and allowed to elect two Senators. The Administration shall conduct Special Elections for members of the House of the People only if the membership increases. The Council of Nobles will convene to take the proper action. If no House has claimed these States by the time there are 10 Residents, the Grand Chancellor shall nominate a Governor to the Grand Viceroy for installation as the local administrator. The Senate will vote whether to approve or disapprove any new States from the aforementioned. The status will not be in affect until the next Solstice when a regular election shall take place.
That, the Emperor has declared the following classifications with States with the following thresholds for minimum level from this period forward: Village - 5; Barony - 10; Viscounty - 15; County 20; Duchy 30; Kingdom 50. The Sovereign may at anytime adjust these based on the size of the Imperium as a whole.

Imperial Decree #16: Imperial University of Aksum
I, Rasim, Sovereign of the Imperium, do hereby decree the following:
That, the Imperial University of Aksum is re-established as the flagship education organization of the Imperium.
That, the main campus is located in Aksum City.
That, any new campuses shall be determined by a Board of Trustees.
That, the Board of Trustees shall be granted the authority to set policies for the University.
That, the Chancellor of Education and Social Services shall serve as the Chairman of the Board of Trustees.
That, the Grand Viceroy, Grand Steward, Grand Chancellor, Grand Magistrate, Grand Commander, the Commander of the Imperial Training and Education Command, and Minister of Education shall serve as voting ex-officio members of the Board of Trustees.
That, one member each selected by their perspective House in the Imperial Assembly shall have a seat on the Board.
That, the Grand Chancellor shall nominate to the Imperial Senate three members from the General Population, not affiliated with the legislature or at the Minister level and above, to serve on the Board.
That, the University Administration, consisting of a President, Vice President for Academic Affairs/Provost; Vice President of Administration/Chief of Staff; Vice President for Student Services; and the staffs under them, shall manage the day to activies of the university.
That, the Board of Trustees shall select a President, who shall nominate to the Board the Vice Presidents listed above, and shall have authority to approval appointments made by the Vice Presidents.</t>
That, the University shall have the following colleges lead by a Dean, nominated by the Provost and appointed by the President: College of Arts and Sciences for the study of the social sciences; College of Defense and Security Studies for individuals wishing to be Imperial Guard Officers; College of Science and Engineering for builders, scriptors, etc.; and College of Law to train the legal profession
That, additional colleges may be established if approved by the Board of Trustees
That, there is no expectation for this to be running 100% within the week.

Imperial Decree #20: Happy Thanksgiving
To everyone, we continue to celebrate the traditional holiday of Thanksgiving. Therefore, I declare November 23, 2017, Thanksgiving Day in Aksum Imperium. It shall be considered an Imperial Holiday. Therefore the Imperial Government shall be closed until November 25, 2017, except for essential operations. The Imperial Guard shall reduce to minimal manning with limited on-call. Enjoy your times with your family and friends. Be thankful that you can. I am thankful to have many of you back with us and see the involvment. God Bless You all and may the spirit of the Creator touch each and everyone binding us together in the cement of brother love.
Imperial Decree #21: Imperial Appointments
I Rasim, Sovereign of the Imperium, decree the following.
That, Upon the request of Grand Duke Cayleb Nuubert, he is relieved of duty as the Grand Imperial Viceroy. In his place, Prince Nemesis Sass is named Grand Imperial Viceroy and Regent of the Imperium. Grand Duke Nuubert shall remain the Grand Master of the Order of the Imperium, Prince Nemesis is named the Sovereign Grand Knight Lt Commander of the Order of Aksum. Grand Duke Cayleb Nuubert is appointed a Magistrate of the Imperial Tribune.
That, Baroness Adorra Dakaeon, is relieved of duty as Grand Chamberlain, and shall focus on being the Director General of the Imperial Communications Agency. In her place, the Marquis Heath Petraeon is appointed as Grand Chamberlain and placed on the retirement list of the Imperial Guard. He shall retain a seat on the Imperial Security Council.
That, Vice Marshal Samara Barrett, shall be reassigned as the Grand Commander of the Imperial Guard, and promoted to the rank of Legate.
That, Nique Skylark the Grand Steward Pro Tem is appointed acting Grand Steward. She is placed on extended LOA from the Imperial Guard and relieved of duty as the Commander of the Imperial Education and Training Command.

Imperial Decree #22: Imperial Magnus Winter Solstice 2017
I, Rasim, Sovereign of the Imperium do hereby decree and convene an Imperial Magnus for the Winter Solstice beginning 1 Dec through 21 Dec.
This Magnus puts us back on schedule with the concept of the Quarterly Conclave. It was requested by members of the Imperial Council and the Imperial Assembly. There eresome requests to dissolve the Imperial Assembly and government.
Therefore.
For this Magnus
The Imperial Assembly is dissolved and new elections shall be made. Primarily to ensure we are in line with 1/3 of the membership elected at each election and to consider changing from a tricameral assembly to a unicameral assembly. Members of the judiciary and the Imperial Guard are not eligible to run. There are enough Citizens to remove the exception.

Imperial Decree #23: The Imperial Guard

I, Rasim, Sovereign of the Imperium, and Supreme Command of the Imperial Guard decree the following changes to the Imperial Guard and declare that this decree supersedes all others where there are conflicts:
I. Purpose The purpose of this decree is to provide an update for the conduct of security and defense operations in the Imperium.
II. Imperial Security Council. a. There Imperial Security Council continues as an advisory board to the Supreme Commander. The Sovereign as Supreme Commander of the Imperial Forces shall preside over the meetings of this council. b. The Council shall advise the Sovereign on the integration of domestic, foreign, and defense and security policies in order to enable all agencies to coordinate more effectively.
c. The Council shall be composed of the Supreme Commander, the Grand Viceroy, the Grand Marshal, the Grand Chancellor, the Chancellor of State, the Vice Grand Marshal, and others directed by the Sovereign to attend.
III. Imperial Command Authority and the Command Council a. The Imperial Command Authority is the ultimate source of lawful orders for the Imperial Guard. It consists of the Sovereign as Supreme Commander, the Grand Viceroy, and the Grand Marshal of the Imperial Guard. Orders by the Supreme Commander are communicated through the Grand Marshal to the different commands for action.
b. The Imperial Command Council shall consist of the Grand Marshal, Vice Grand Marshal, Chief of Staff of the Imperial Guard, the Commander in Chiefs of the Major Commands, and the Command Chief Warrant Officer of the Guard.
IV. Organizational Structure a. The position of Grand Commander remains the highest rank of the Imperial Guard, second only to the Supreme Commander. However the position of Grand Marshal of the Imperial Guard (GMIG) is established as the highest position for an active Imperial Guardsman and subordinate to the Supreme Commander/Supreme Marshal. All else of Section V.a of Decree #5 remains in effect.
b.The position of Vice Grand Commander is now a rank and the position of Vice Grand Marshal of the Imperial Guard (VGMIG) is established as the position of the second most senior officer of the Imperial Guard. All else of Section V.b of Decree remains in effect.
c. The HQ of the Imperial Guard (HQIG) remains in effect. It shall consist of the Command Group (no change); the Headquarters Command; a Support Command; and the Imperial Guard Staff.
d. The Major Commands of the Imperial Guard are: The Imperial Army, Imperial navy, Imperial Aeroforce, Imperial Police Agency, Imperial Intelligence Agency, Imperial Training and Education Command, Imperial Health Command, and Imperial Forces Command
e. Further details of the organization structure shall be published by the Grand Marshal in regulations, policies, and orders.
V. Miscellaneous a. The Grand Marshal is delegated the authority to commission up to the grade of O4 all others are to be submitted to the Supreme Commander. b. The Grand Marshal is delegated the authority to organize the Imperial Guard further pending approval of a campaign and command plan c. All officer and enlisted rank structures remain as they are. d. The Grand Marshal shall designate a unit or element to serve as the Sergeant at Arms of the Imperial Assembly. e. The waiver to allow Imperial Guardsmen to serve in the Imperial Assembly is removed f. Director coordination with the Chancellor of Justice and the Inquisitor General is authorized for the Imperial Police.

Greetings Citizens, by order of His Imperial Majesty, Rasim, the Sovereign of the Imperium, as communicated to the Grand Imperial Council, I Prince Nemesis Sass, Grand Viceroy of the Imperium, do hereby assume Regency of the Imperium for a temporary period.
All policies and procedures remain in effect. The Imperial Magnus shall continue as directed following the agenda stated in the opening.
