Imperial Decree #51: Imperial Appointments

I, Rasim Aeon, Grand Sovereign of the Imperium, hereby decree and notify the following:

That, the Grand Imperial Council met on 26 MARCH 2018, at 9pm Imperial Time;

That, the Council recommended and I approved the following appointments: to Grand Archon, Count Xavier Reikaz, vacating the position of Chief Magistrate to Grand Chancellor, Count Trevor Nuubert, he may remain in the legislature until his term ends to Grand Steward, Grand Duke Cayleb Nuubert, pending specific requirements met in the next week to Chief Magistrate, Dame Angela Stonebrook, also pending specific requirements

Imperial Decree #52: Grand Imperial Viceroy

I, Rasim Aeon, announce and decree the following:

That, Nemesis Sass is relieved of duty as the Grand Imperial Viceroy and placed on extended LOA from all duties with the Imperium. We pray that all that is necessary for him to take care is done so with the guidance and protection of the Great Spirit that dwells within us all by whatever name we call and use.

That, the position of Grand Imperial Viceroy shall remain vacant until I deem it necessary to fill;

That, I shall directly assume the role of Head of Government;

That, the Grand Chamberlain the Marquis Heath Petraeon, in such role is my Chief of Staff, shall continue to manage my privy affairs but shall act as my Chief Herald in speaking on my behalf. At times he may publish my decrees making it clear it is published on my behalf and requiring the Privy Secretary to reply authenticating. He may convene and facilitate meetings including the Council of Government, but shall have no vote unless already a member. He shall retain and only have administrative control of the Imperial Chambers and its several officers and offices.

That, the Chief Minister shall retain his role as the leader of the Executive Branch, but is also recognized as the senior member of the Council of Government, and may facilitate discussion and nominate to through the the Grand Chamberlain individuals to fill any vacancies between terms requiring my approval.

Imperial Decree #53: Immigration and Citizenship ( amended)

I, Rasim, Grand Sovereign of the Imperium, having previously decreed citizenship ranks in Imperial Decree #40, now decree the following changes in the immigration systems:

1. Civilian Ranks: The following ranks shall be based on involvement (posts, participation in other sites, etc) Immigrants: New people joining. Registered and declared intent by taking the oath.

Commoner: In addition to the above, made at least 5 posts,

Resident: In addition to the above, made 10 posts, and declared a State/Domain of Residence. Eligible to enlist in the Imperial Guard. Eligible to hold a position in a domain/state and below.

Citizen: In addition to the previous, made a minimum of 25 posts. Is eligible to serve in a basic level position, join a family or clan, and eligible to vote. Eligible to hold a position at the Imperial Level.

Patrician: In addition to the above, make a total of fifty(50) posts and recruit at least two members. Eligible to hold any position in the Imperium. Eligible to apply to lead a clan. Eligible to apply for nobility. Citizen must apply to the Ministry of Imperial Affairs to achieve this level.

2. Current Citizens as of 1 April must have declared to maintain their nobility or other statuses. The Ministry of Imperium Affairs may apply an appropriate status to any Citizen who joined at the stated date once they have declared their residence. The Ministry of Imperial Affairs shall oversee this and ensure the States /Domains are in compliance. Requests for exemptions and inquiries to this decree may be submitted to the Grand Imperial Council through the Grand Chamberlain.

3. Previous immigration procedures remain in affect. The immigration office may improve upon and submit to the Assembly for approval.

4. The rank of Squire is for those interested in Knighthood. If interested a Citizen must have made forty (40) posts, participate in at least one other authorized realm/universe or major activity of the Imperium. Eligible to apply for a commission in the Imperial Guard. Recruit an additional Citizen using referral system. Designation made by a guild or knightly order. An individual may be made a squire upon completion of course of study at the Imperial University also subject to a Knightly Order.

Imperial Decree #54: Imperial Guard (reorg)

I, Rasim, Sovereign of the Imperium, and Supreme Command of the Imperial Guard decree the following changes to the Imperial Guard and declare that this decree supersedes all others where there are conflicts:

I. Purpose. The purpose of this decree is to quantify vocal orders and directives made to the Imperial Guard; and streamline its reorganization to reflect changes in the Imperium's structure.

II. Imperial Security Council. a. The Imperial Security Council continues as an advisory board to the Supreme Commander. b. The Council shall advise the Sovereign on the integration of domestic, foreign, and defense and security policies in order to enable all agencies to coordinate more effectively. c. As stated in Imperial Decree #38, this council is led by the Grand Marshal of the Imperial Guard. However, membership is changed to the following: the Vice Grand Marshal, the Chief Minister, Minister of Foreign Affairs, Minister of Imperium Affairs, Field Marshal of the Army, Fleet Marshal of the Navy, and the Provost Marshal. Others may be invited to discussion on a need basis.

III. Imperial Command Authority and the Command Council a. The Imperial Command Authority is the ultimate source of lawful orders for the Imperial Guard. It consists of the Sovereign as Supreme Commander, the Grand Viceroy, and the Grand Marshal of the Imperial Guard. Orders by the Supreme Commander are communicated through the Grand Marshal to the different commands for action.

b. The Imperial Command Council shall consist of the Grand Marshal, Vice Grand Marshal, Chief of Staff of the Imperial Guard, the Commander in Chiefs of the Major Commands,the Chief of Operations, Plans, and Training, and the Command Chief Warrant Officer of the Guard.

IV. Organizational Structure a. Grand Commander remains the highest rank of the Imperial Guard, second only to the Supreme Commander. However the position of Grand Marshal of the Imperial Guard (GMIG) is established as the highest position for an active Imperial Guardsman and subordinate to the Supreme Commander/Supreme Marshal. All else of Section V.a of Decree #5 remains in effect.

b. Vice Grand Commander is now a rank and the position of Vice Grand Marshal of the Imperial Guard (VGMIG) is established as the position of the second most senior officer of the Imperial Guard. All else of Section V.b of Decree remains in effect.

c. The HQ of the Imperial Guard (HQIG) remains in effect. It shall consist of the Command Group (no change); the Headquarters Command; a Support Command; and the Imperial Guard Staff.

d. The Major Commands of the Imperial Guard shall consist of the Branches and the Separate Commands, they are: Branches: The Imperial Army, Imperial Navy, and Imperial Security; Separate Commands: Imperial Training and Education Command, Imperial Health Command, and Imperial Forces Command. Grand Marshal is delegated the authority to establish temporary commands and task forces.

e. The following positions are established: Field Marshal of the Army, Fleet Marshal of the Navy, and the Provost Marshal for Imperial Security.

f. Organizational realignment. The Army shall be primarily responsible for ground operations. The Navy shall be responsible for space and planetary maritime operations. The Aeroforce is inactive and its elements are reassigned to the three branches. Imperial Security shall oversee the Imperial Police Agency, Imperial Intelligence, and the Imperial Secret Service.

V. Miscellaneous a. The Grand Marshal is delegated the authority to commission up to the grade of O4 all others are to be submitted to the Supreme Commander. b. The Grand Marshal is delegated the authority to organize the Imperial Guard further pending approval of a campaign and command plan c. All officer and enlisted rank structures remain as they are. Any changes shall be done by decree upon approved. d. The Grand Marshal shall designate a unit or element to serve as the Sergeant at Arms of the Imperial Assembly that operates under the Imperial Police e. Imperial Guardsman may serve in any part of the government with approval by the Grand Marshal except the Judiciary unless appointed a military judge. f. Direct coordination with the Attorney General is authorized for the Imperial Police. The Grand Marshal shall designate a Senior Officer as the Minister for Public Safety g. Further details of the organization structure shall be published by the Grand Marshal in regulations, policies, and orders.

Imperial Decree#55: Imperial Currency
