MEMORANDUM FOR ALL HANDS

Subject: Naval Directive 22-10-01, Naval Organizations

  1. PURPOSE.  To establish and adjust the formal structure of the Imperial Navy keeping with directives and orders issued by higher headquarters
  2. APPLICABILITY.  This applies to all elements and personnel within the authority of the Imperial Navy.
  3. FORCE MANAGEMENT.  The Imperial Navy comprises a Headquarters and Support Command (NHSC), the Imperial Star Force (ISF), the Imperial Starfighter Corps (ISFC), the Imperial Marines Corps (IMC), and the Imperial Space Navy Administration (ISNA). The Imperial Navy primarily operates in space and on order (o/o) provides support to the Army in planetary operations.
    1. The headquarters of the Imperial Navy provides support to the Fleet Marshal of the Navy and its subordinate units.  It consists of:
      1. Command Group
        1. Fleet Marshal of the Imperial Navy (O-10 to O-13)
        2. Vice Fleet Marshal of the Navy (O-9 to O-12)
        3. Master Chief Petty Officer of the Navy (E-9 to E-11)
      2. Headquarters and Support Command (HSC)
        1. Chief of Staff and Commander, Navy HSC (O-8 to O-11)
        2. Vice Chief of Staff and Vice Commander, Navy HSC (O-7 to O-10)
        3. Assistant Chief of Staff for Administration, N1, and Commander, Naval Personnel Command (O-6 to O-9)
        4. Assistant Chief of Staff for Intelligence, N2, and Commander, Naval Intelligence Command (O-6 to O-9)
        5. Assistant Chief of Staff for Operations, N3, and Commander, Navy Operations Command (O-7 to O-10)
        6. Assistant Chief of Staff for Logistics, N4, and Commander, Naval Logistics Command (O-6 to O-9)
    2. Naval Operations are conducted through the numbered navies and the four naval branches.
      1. There are four operational navies that are located in each quadrant. Each field Naval is the senior naval command in that quadrant and oversees attached assets provided by the naval branches. The senior naval officer (ISF, ISFC, IM) assigned to that quadrant serves as the commanding officer.  He/she may form a joint staff of all the assets to best support the Quadrant or Legion Commanders.
        1. 1st Navy in Alpha Quadrant
        2. 2nd Navy in Beta Quadrant
        3. 3rd Navy in Gamma Quadrant
        4. 4th Navy in Delta Quadrant
      2. The Imperial Star Force is the space fleet or star fleet and operates in and around Imperial Space ensuring the flow of interstellar travel, securing and defending the Imperium and enforcing rules of space navigation. Imperial Navy HQ staff provides the necessary support  It consists of:
        1. Headquarters
          1. Chief Fleet Admiral
          2. Vice Chief Fleet Admiral
          3. Adjutant
          4. Chief of Intelligence
          5. Chief of Operations
          6. Master Chief Petty Officer of the Fleet
        2. The Chief Fleet Admiral will establish a Star Force Command to best support the quadrant commanders requirements, provided that the resources are available.  There shall be at a minimum a fleet in each quadrant.
        3. Fleets will be subdivided into Task Forces, Divisions, Groups, Squadrons, Flotillas, and Task Elements.  The Chief Fleet Admiral will set further instructions.
      3. The Imperial Star Fighter Corps provides small craft to defend larger ships, the orbits of planets, support the Imperial Army, and support missions conducted by the Imperial Star Force. It consists of:
        1. Headquarters
          1. Chief Flight Marshal
          2. Vice Chief Flight Marshal
          3. Corps Adjutant
          4. Chief of Intelligence
          5. Chief of Operations
          6. Chief of Training
          7. Chief Master Sergeant of the SFC
        2. The Chief Flight Marshal will establish at least one Starfighter Command in each Quadrant and may establish Battle Groups, Task Forces, Divisions, Wings, Squadrons, Flights, and Patrols as required and on order.
        3. Each Starfighter Command is commanded by a Flight Marshal who is the senior member of the ISFC assigned to that quadrant.
      4. The Imperial Marine Corps provides security to capital ships, star bases, space stations, and embassies.  It conducts ship raids, naval reconnaissance, and supports Imperial Army missions. It consists of:
        1. Headquarters
          1. Chief Force Marshal
          2. Vice Chief Marshal
          3. Corps Adjutant
          4. Chief of Intelligence
          5. Chief of Operations
        2. The Chief Force Marshal will establish a Marine Command in each quadrant.  Each Marine Command is subdivided into Divisions, Brigades, Regiments, Battalions, Companies, Platoons, and Squads.
        3. Each Marine Command is commanded by a Force Marshal who is the senior Marine Officer assigned to that Quadrant.
      5. The Imperial Space Navigation Administration is established to conduct the duties of space traffic management, ship registration, and enforcement of the rules of space navigation. The ISNA will man the Star Control Stations in each Star Base.
  4. RELATIONSHIPS AND AUTHORITIES
    1. The Vice Fleet Marshal of the Navy (VFMN) shall manage the Imperial Navy in the absence and on behalf of the Fleet Marshal of the Navy (FMN).  The VFMN is authorized to coordinate with other elements of the Imperial Service and Imperial Military and agencies of the Imperial Government.  All matters presented to the FMN shall be shared with the VFMN.  The VFMN is the primary manager of plans and resources and disciplinary matters.
    2. The N3 is delegated the authority to issue orders in the name of the FMN on all operational and force structure matters.  He or she is authorized direct interaction with Quadrants and Imperial Service Staff.
    3. The Imperial Navy Staff is authorized direct interaction with other personnel and administration offices related to their functions; and may act FOR THE FLEET MARSHAL OF THE NAVY on matters related to their functions.
    4. The Chief Fleet Admiral, Chief Flight Marshal, and Chief Force Marshal are authorized direct coordination with Quadrant Commanders on matters related to providing services.
    5. The Chief Fleet Admiral is designated as the Deputy Imperial Space Navigation Authority and is authorized direct coordination throughout the Imperial Service and Imperial Government.
  5. ADMINISTRATION.
    1. The Fleet Marshal nominates the Vice Fleet Marshal, the Chief Fleet Admiral, the Chief Flight Marshal, and the Chief Force Marshal, and the Chief Marshal Commander or Vice Grand Marshal appoints. The Fleet Marshal of the Navy appoints key leaders two levels below and all commanders or marshals are directed the same.
    2. The Judge Advocate General of the Navy is appointed by the Judge Advocate General of the Imperial Military Service with concurrence of the Fleet Marshal of the Navy.
  6. RELEASABILITY. Unlimited. This directive is approved for public release and shall be made available in the Imperial Archives with a link in the Imperial Forums.
  7. EFFECTIVE DATE. This directive is effective 0001 hrs., 24 October 2022
