IMPERIAL SERVICE GRAND MARSHAL DIRECTIVE Number 7.3-004a

The Imperial Service Training, Education, and Doctrine Command Structure (amended)

1. Purpose.

The purpose of this directive is to amen the establishment of the Imperial Service Training, Recruiting, Education, and Doctrine Command (IS TREDCOM or TREDCOM), redefine its organization structure, duties and responsibilities, command structure, and authorities, pursuant to the authority vested in the Grand Marshal.

2. Applicability.

This directive applies to the Office of the Grand Marshal (OGM), the Imperial Service Components and Major Commands, and all other organizational entities within the control of the Imperial Service and the Grand Marshal (referred to collectively in this directive as the “IS Components” or the "IS").

3. Mission

The TREDCOM mission is to recruit, train, educate, develop, and build the Imperial Service; establish standards, drive improvement, and lead change to ensure the Imperial Service can defend and secure the Imperium; and deter, fight, and win on any battlefield now and in the future.

4. Organization and Management.

a. TREDCOM is an Imperial Service Major Command under the command of the Chief Marshal of the IS TREDCOM (CMTREDCOM) who reports directly to the Grand Marshal. It consists of a command group with the Chief Marshal, a Vice Chief Marshal/Chief of Staff, three Assistant Chief Marshal who oversee core functions: Training and Doctrine; Recruiting and Accessions; and Education; and the Senior Enlisted Advisor titled the Command Chief Warrant Officer of TREDCOM; three subordinate commands and their subordinate commands, major schools, training centers, and technical schools, and any other subordinate organizational elements established by the Chief Marshal of TREDCOM (CMTREDCOM) within resources assigned by the Grand Marshal or Supreme Commander. The Senior Enlisted Person assigned to TREDCOM serves as the Command Chief Warrant Officer of TREDCOM.

b. HQ TREDCOM staff at a minimum, includes the Vice Chief Marshal(VCM)/Chief of Staff (COS), a Deputy Chief of Staff (DCOS), personal staff, special staff, coordinating staff, and  field operating agencies (FOAs) supporting the coordinating staff.

c. Major Commands and their subordinate commands include:

  • Training and Doctrine Command
    • Basic Military Training Command (BMTC)
    • Imperial Training Center Command (ITCC)
    • Doctrine Command (DOCOM)
  • Education Command
    • Imperial Service University
    • Imperial Service Academy
  • Recruiting and Accessions Command
    • Recruiting Command
    • Entrance and Processing Command

e. The Chief Marshal of IS TREDCOM has the authority to:

  • Establish policies, procedures, and guidelines to govern IS TREDCOM programs and operations.
  • Allocate resources and personnel to subordinate commands.
  • Approve training, education, and doctrine development programs
  • Review and assess subordinate command programs to ensure compliance with established standards and requirements.
  • Provide guidance and advice to commanders across the Imperial Service on matters relating to training, education, and doctrine development.

f. IS TREDCOM will oversee the following IS Career fields and appoint the proponency chief for Corps.

  • Aviation Corps (Starfighter, Transport Operator, Orbital Figher)
  • Maneuver (Infantry, Artillery, Battlemech, and Armor) Corps
  • Intelligence Corps
  • Law and Order Corps
  • Engineering Corps
  • Communications Corps
  • Logistics Corps
  • Diplomatic Affairs Corps
  • Medical Corps
  • Guard Corps
  • Science Corps
  • Medical Corps
  • Ship Operations Corps (Space Warfare, Navigators)
  • Command Corps
  • Administration Corps
  • Judge Advocate Corps
  • Inquisitor Corps

The Corps Chiefs serve as proponents of their career fields.

5. Responsibilities and Functions

a. The CMTREDCOM:

  • Organizes, directs, and manages theTREDCOM and all assigned elements.
  • Provides management, staffing, and other operational support for IS activities and programs as they relate to training, readiness, education, and doctrine.
  • Performs such other duties as may be assigned by the Supreme Commander, Grand Marshal, or Vice Grand Marshal

b. IS TREDCOM in general:

  • Developing, coordinating, and supervising the training, education, recruiting, and doctrine development programs of the IS across all organizations.
  • Establishing and enforcing standards and requirements for training, education, and doctrine development.
  • Developing and maintaining a comprehensive career development program for IS personnel across all career corps and commands
  • Providing guidance, advice, and assistance to commanders across all corps on matters relating to training, education, and doctrine development.
  • Conducting research and analysis on training, education, and doctrine development to support the continuous improvement of IS TREDCOM programs.
  • Liaising with external organizations within and outside of the IS, including other military services, civilian institutions, and foreign military counterparts, to enhance IS TREDCOM programs.
  • Coordinating with other IS commands and agencies to ensure the effective integration of training, education, and doctrine development into IS operations.

c. Each subordinate command is responsible for executing its respective mission and supporting the overall mission of IS TREDCOM

6. Relationships

a. In performing assigned functions and responsibilities, the CMTREDCOM:

  • Reports directly to the Grand Marshal
  • Coordinates and exchanges information and advice with IS Major Commands and Component Chiefs, other Imperial, System, and local agencies having collateral or related responsibilities and functions.
  • Uses existing systems, facilities, and services, when possible, to avoid duplication and to achieve maximum efficiency and economy.
  • Serves as a member of the Imperial Service Command Council

b. All Major Command and Component heads will coordinate with the CMTREDCOM, as appropriate, on matters under their purview related to training, education, and doctrine.

c.  The CMTREDCOM has operational control of the Commanders of the Service Command's Training and Education Commands and may task organize them within TREDCOM as needed.  CMTREDCOM will coordinate with the Service Commanders for personnel matters.  

d. Service Commanders (CMC, CKM, CPMG) retain administrative control of their personnel.

7. Authorities.  

The CMTREDCOM, is hereby delegated authority to:

a. Communicate directly with the other IS Command Heads, as necessary, to carry out assigned responsibilities and functions, including the transmission of requests for advice and assistance. Communications to the Military Branches must be transmitted through the Chief Marshal Commander or designee, or as otherwise provided or directed by the Grand Marshal. Communications to the Commanders of the Segment or Systems Commands normally must be transmitted through the VGMO or the CM, Combined Operations Command.

b. Communicate with other Imperial Government officials, members of the public, and representatives of foreign governments, as appropriate, to carry out assigned responsibilities and functions.

c. Obtain reports and information as necessary, to carry out assigned responsibilities and functions.

d. Establish TREDCOM facilities using appropriate established physical facilities and services, when possible, to achieve maximum efficiency and economy.

e. Direct coordination and communication with the Chancellor of Education and the Imperial University.

8. Administration.

a. The Vice Grand Marshal nominates to the Grand Marshal the CMTREDCOM.

b. the CMTREDCOM submits to the Chief Marshal of the ISHQ all requests for personnel and support, who will intern issue necessary orders and taskings to IS Service Commands.

9. Releasability.

Unlimited. This directive is approved for public release and is available in the forums and the archives.

10. Effective Date

This directive  is effective 20 March, 2023

11. Coordination

Point of contact for this directive is the Vice Grand Marshal or the Chief Marshal of IS TREDCOM. All requests for changes shall be submitted to either individual.
