Preamble

WHEREAS the Aksum Imperium was founded on 19 March 2009 CE and has endured through successive constitutional eras by the continuity of the Imperial Crown;

WHEREAS a period of fracture, territorial contraction, institutional disruption, and loss of effective administration compelled the functioning Imperium to withdraw within the borders of the High Kingdom of Aksum, the original heartland of the Imperium;

WHEREAS the Fracture impaired the exercise of Imperial authority but did not dissolve the Aksum Imperium, extinguish the Imperial Crown, sever the inherited territories and Great Houses from the Crown, or surrender the rights and dignities descending to the Emperor;

WHEREAS the territories, realms, Houses, dignities, authorities, and lawful claims of the Imperium have descended to Us, Rasim Aeon, Emperor and Grand Sovereign of the Aksum Imperium;

WHEREAS restoration now requires a new constitutional era, a renewed government, the orderly reestablishment of Imperial administration, the grant of territorial regencies, the confirmation or grant of sovereignty to Great Houses, and the preservation of the Great Game;

WHEREAS the first day following the annual observance of the Foundation of the Aksum Imperium shall mark the commencement of a new Imperial year and, on this occasion, the beginning of the restored constitutional order;

NOW, THEREFORE, by the supreme authority of the Imperial Crown, We do hereby decree and proclaim the following:

Article I — Continuity of the Aksum Imperium

  1. The Aksum Imperium is and remains one continuous sovereign polity under the Imperial Crown.
  2. The Fracture constituted a contraction and interruption of effective Imperial administration. It did not lawfully extinguish, dissolve, surrender, or replace the Aksum Imperium.
  3. The rights, dignity, inheritance, authority, and lawful claims of the Imperial Crown are hereby reaffirmed.
  4. The loss of territory, interruption of an office, collapse of an institution, absence of an officer, or destruction or disappearance of a record shall not, by itself, extinguish the underlying authority, right, dignity, obligation, or claim of the Crown.
  5. The constitutional eras preceding the Tenth Imperium remain part of the official history of the Aksum Imperium. Their records shall be preserved, reviewed, and properly classified rather than erased or silently rewritten.

Article II — Declaration of the Tenth Imperium

  1. The restored constitutional era of the Aksum Imperium commencing on 20 March 2026 CE, in the Eighteenth Year of the Imperium, is hereby declared and shall be known as the Tenth Imperium.
  2. The Tenth Imperium is not a separate state, successor state, or new polity. It is the present constitutional manifestation of the continuous Aksum Imperium following the Fracture.
  3. The declaration of the Tenth Imperium marks:
a. the restoration of functioning Imperial government;
b. the commencement of a new constitutional order;
c. the reconstruction of the Grand Imperial Court, Imperial Government, and Imperial Service;
d. the reestablishment of effective administration throughout the inherited territories of the Crown;
e. the grant of territorial regencies and the confirmation or grant of sovereign dignity to Great Houses;
f. the preservation and renewed administration of the Great Game; and
g. the recovery, verification, codification, and orderly replacement of Imperial law and records.
  1. All current Imperial records, acts, offices, institutions, and publications shall identify the present constitutional era as the Tenth Imperium when an era designation is required.

Article III — Promulgation of the Constitution

  1. We hereby promulgate the Constitution of the Aksum Imperium as the supreme governing law of the Tenth Imperium.
  2. The Constitution shall be executed, authenticated under the Great Seal, published, and maintained as a separate constitutional instrument connected to this Decree.
  3. The Constitution and this Decree shall take effect together on 20 March 2026 CE, in the Eighteenth Year of the Imperium.
  4. Every Imperial institution, public office, officer, member of the Imperial Service, constituent realm, territorial government, Great House, Order, and subject of the Imperium is governed by and subordinate to the Constitution.
  5. Any prior constitution, charter, decree, dictate, edict, law, regulation, policy, custom, appointment, or claim that conflicts with the Constitution shall be without current effect to the extent of the conflict.
  6. The Constitution shall be maintained as an independent entry in the Imperial Code. It shall not be treated as an annex that may be separated from the law of the Imperium or altered through editorial action.

Article IV — The Imperial Crown and Imperial Inheritance

  1. The Imperial Crown is the source and guardian of the constitutional continuity, unity, and sovereignty of the Aksum Imperium.
  2. The territories, realms, dignities, Great Houses, authorities, rights, and lawful claims constituting the Imperial inheritance are vested in the Imperial Crown and have descended to Us, Rasim Aeon, Emperor and Grand Sovereign.
  3. The Fracture impaired possession and administration in fact but did not sever the inherited territories or Great Houses from the Crown in law.
  4. Imperial authority over the inherited territories does not depend upon diplomatic accession, foreign recognition, or reacquisition from a lawful external sovereign.
  5. Every authority exercised by an Imperial officer, Regent, council, court, command, ministry, service body, territorial ruler, Great House, or other institution shall arise from the Constitution, an Imperial grant, a lawful delegation, or another valid Imperial instrument.
  6. Nothing in this Decree creates an authority equal or superior to the Imperial Crown.

Article V — The High Kingdom of Aksum

  1. The High Kingdom of Aksum is affirmed as the original heartland, principal territorial foundation, and present seat of effective authority of the Aksum Imperium.
  2. The government of the Tenth Imperium shall exercise its initial effective administration from within the restored borders of the High Kingdom of Aksum.
  3. The concentration of functioning administration within the High Kingdom of Aksum shall not:
a. limit the territorial inheritance of the Emperor;
b. surrender any realm, territory, jurisdiction, dignity, right, or lawful claim of the Crown;
c. recognize the lawful separation of a territory caused by the Fracture;
d. convert an inherited Imperial territory into a foreign state; or
e. require diplomatic accession before Imperial administration may be restored.
  1. The boundaries, internal divisions, capital jurisdictions, and governing authorities of the High Kingdom of Aksum shall be established or confirmed by subsequent Imperial instruments.

Article VI — Restoration of Imperial Administration

  1. We hereby commence the restoration of effective Imperial administration throughout the inherited territories of the Aksum Imperium, including the six surrounding High Kingdoms and the former borders of the greater Imperium.
  2. Such restoration is the reassertion and implementation of existing Imperial right and inheritance. It is not the diplomatic acquisition of foreign territory.
  3. Restoration may include:
a. reoccupation and reclamation of Imperial territory;
b. reestablishment of civil, judicial, military, and territorial government;
c. appointment of Regents, Grand Regents, High Regents, governors, commanders, and other territorial officers;
d. confirmation or grant of governing authority and sovereign dignity to qualified Great Houses;
e. recovery and reconstruction of Imperial institutions, settlements, infrastructure, archives, and cultural sites;
f. removal of unlawful occupiers, usurpers, pretenders, or rebellious authorities;
g. adjudication and settlement of competing claims; and
h. military action when ordered under Imperial authority and conducted under the laws and rules of the Great Game.
  1. Diplomacy may be employed in foreign relations, external disputes, alliances, compacts, and the avoidance of unnecessary conflict, but no diplomatic agreement is required for the Crown to administer its inherited territories.
  2. No person, House, Order, officer, Regent, government, or military command may independently claim, occupy, annex, distribute, surrender, or govern Imperial territory without authority granted by the Emperor.
  3. A subsequent Imperial Decree shall establish the territorial restoration program, identify the initial restoration regions, and govern the reoccupation and administration of the six surrounding High Kingdoms and the former Imperial territories.

Article VII — Territorial Regencies

  1. The Emperor may grant a regency, high regency, grand regency, commission, command, governorship, or other territorial authority to administer an Imperial territory in the name of the Crown.
  2. A territorial regency is a delegated trust of government. It conveys the powers expressly granted to the Regent but does not divide the Imperial Crown or transfer the ultimate sovereignty of the Emperor over the Imperium.
  3. Every Regent shall:
a. preserve the supremacy and unity of the Imperial Crown;
b. govern according to the Constitution and Imperial law;
c. protect the territory, people, institutions, and records entrusted to the regency;
d. fulfill the duties and conditions stated in the grant; and
e. render account to the Emperor or to such superior Imperial authority as the grant directs.
  1. A Regent may establish subordinate offices or authorities only within the powers granted and subject to the approval or review required by the governing Imperial instrument.
  2. A regency may be confirmed, amended, suspended, transferred, or revoked by the Emperor according to the Constitution and the terms of its grant.
  3. Initial and subsequent grants of regency shall be made by separate Imperial instrument and entered into the Official Registry.

Article VIII — Sovereignty and the Great Houses

  1. The Emperor may create, restore, recognize, confirm, or elevate a Great House and may grant or confirm its sovereign dignity, precedence, privileges, duties, territorial interests, and governing jurisdiction.
  2. A Great House possessing sovereign dignity exercises that dignity within the constitutional order of the Aksum Imperium and beneath the supremacy of the Imperial Crown.
  3. The sovereign dignity of a Great House does not constitute independence from the Aksum Imperium, equality with the Imperial Crown, or authority to dismember or surrender the Imperium.
  4. Sovereign dignity and territorial regency are distinct:
a. sovereign dignity establishes the constitutional status, honor, rights, and obligations of a Great House; and
b. territorial regency delegates authority to govern a specified territory in the name of the Crown.
  1. The Emperor may grant either dignity without regency, regency without sovereign dignity, or both in the same or connected instruments.
  2. No House acquires sovereign dignity or territorial government solely through ancestry, possession, assertion, custom, inactivity of the Crown, or unadjudicated narrative.
  3. Every grant or confirmation of Great House sovereignty shall be authenticated under the Great Seal and entered into the Official Registry.
  4. A separate Imperial Decree or series of Imperial grants shall establish the initial sovereign Great Houses of the Tenth Imperium and define their precedence, rights, obligations, succession, and territorial relationships.

Article IX — The Great Game and the Restoration Campaign

  1. The Great Game is recognized as an essential civic, social, institutional, and role-play system of the Aksum Imperium.
  2. The restoration of Imperial administration may provide opportunities for verified advancement through the Great Game, including advancement in service, grade, rank, office, command, honor, dignity, regency, territorial stewardship, Great House standing, and other recognized achievements.
  3. Advancement arising from restoration shall be based upon:
a. verified participation;
b. measurable service or achievement;
c. published rules and objectives;
d. authorized adjudication; and
e. an official grant, appointment, award, or registry entry when required.
  1. No title, territory, office, rank, honor, victory, sovereignty, regency, or reward shall be acquired through unsupported self-declaration.
  2. Military campaigns, conflicts, occupations, and victories conducted as part of the Restoration Campaign are in-character role-play activities. They shall be governed by Imperial rules, authorized adjudication, and the standards of the Great Game.
  3. A separate Imperial Decree shall establish the Restoration Campaign and the rules governing participation, adjudication, rewards, losses, advancement, and territorial outcomes.

Article X — Transitional Legal Continuity

  1. The declaration of the Tenth Imperium does not immediately and indiscriminately invalidate every prior Imperial instrument, office, appointment, title, or institution.
  2. Prior authorities may continue provisionally only to the extent that they:
a. do not conflict with the Constitution or this Decree;
b. remain capable of lawful application;
c. have not been repealed, superseded, suspended, or rendered obsolete; and
d. are verified, received, or recognized by competent Imperial authority.
  1. Provisional continuation does not constitute permanent ratification.
  2. References to a prior numbered Imperium in surviving legal or administrative records shall be preserved for historical identification but shall not be carried forward as the designation of current law or institutions.
  3. A subsequent Imperial Decree shall establish the reception, review, classification, amendment, republication, supersession, and repeal of prior law and shall govern the continuation or expiration of prior offices, appointments, titles, and claims.

Article XI — Transitional Government

  1. Offices and institutions necessary to preserve continuity may continue essential functions on a provisional basis, subject to the Constitution and further Imperial direction.
  2. No provisional continuation prevents the Emperor from reorganizing, replacing, suspending, confirming, or abolishing an office or institution.
  3. The Grand Imperial Court shall remain the unified governmental and courtly establishment of the Imperium. The Imperial Government shall operate within it, and the Imperial Service shall support the Crown, the Grand Imperial Court, and the Imperial Government. They shall not be construed as separate governments.
  4. The authority of the Grand Regent General and the organization of the transitional Imperial Government shall be established in a separate Imperial Decree.
  5. Until that decree is issued, no officer may infer or enlarge their powers beyond an express appointment, an existing lawful delegation, or a direct command of the Emperor.

Article XII — Implementing Decrees

Following this Decree, additional Imperial Decrees shall address, at minimum:

  1. continuity and reception of prior law;
  2. territorial restoration, reoccupation, and the grant of regencies;
  3. the Restoration Campaign and advancement within the Great Game;
  4. transitional government and the authority of the Grand Regent General;
  5. classification, issuance, citation, and numbering of Imperial instruments;
  6. establishment of the Imperial Code, Official Registry, and Great Library legal archives; and
  7. creation, restoration, recognition, confirmation, and precedence of the sovereign Great Houses.

Article XIII — Imperial Calendar

  1. The founding of the Aksum Imperium on 19 March 2009 CE is affirmed as the epoch of the Imperial calendar.
  2. The annual observance of 19 March shall be known as Imperial Foundation Day.
  3. The Imperial New Year shall begin on 20 March.
  4. The period beginning 20 March 2009 CE and ending 19 March 2010 CE constitutes the First Year of the Imperium, written 1 YI.
  5. The period beginning 20 March 2026 CE and ending 19 March 2027 CE constitutes the Eighteenth Year of the Imperium, written 18 YI.
  6. Imperial instruments may state both the Common Era date and the Year of the Imperium. The system for numbering and citing official instruments shall be established by separate Imperial Decree.

Article XIV — Publication, Authentication, and Preservation

  1. This Decree and the Constitution shall be executed, authenticated, and published as separate but legally connected instruments.
  2. The Great Seal of the Aksum Imperium is the seal of authentication for this Decree, the Constitution, and such other Imperial instruments as law may require.
  3. The Grand Keeper of Seals and Archives shall preserve:
a. the official text of this Decree;
b. the official text of the Constitution;
c. authenticated amendments and implementing instruments;
d. superseded and historical versions; and
e. records of provenance, authority, execution, effective date, amendment, and legal status.
  1. The loss or absence of an earlier record shall be clearly identified. No reconstructed text shall be represented as an authenticated original unless its authenticity has been established.
  2. This Decree shall be published in the Official Registry, entered into the Imperial Code, and reproduced in the Great Library.

Article XV — Supremacy and Construction

  1. This Decree shall be construed consistently with the Constitution.
  2. If a provision of this Decree conflicts with the Constitution, the Constitution shall control.
  3. The remaining provisions shall continue in effect if any provision is later amended, superseded, or declared inapplicable.
  4. References to the Aksum Imperium mean the continuous polity governed during the present era as the Tenth Imperium.
  5. References to the Tenth Imperium describe the present constitutional era and do not create a polity separate from the Aksum Imperium.
  6. The titles, categories, and implementing subjects identified in this Decree do not preclude the Emperor from arranging later decrees differently when required for clarity, lawful administration, or the Imperial Code.

Article XVI — Effective Date and Command

  1. This Decree shall take effect on 20 March 2026 CE, in the Eighteenth Year of the Imperium, upon:
a. its execution by the Emperor;
b. authentication under the Great Seal;
c. execution and authentication of the Constitution; and
d. official publication.
  1. Upon its effective date:
a. the Tenth Imperium stands declared;
b. the Constitution of the Aksum Imperium enters into force;
c. the restoration of Imperial administration is formally commenced; and
d. all officers, institutions, Houses, Orders, constituent authorities, and members of the Imperial Service shall govern themselves accordingly.
  1. The Grand King or Grand Steward, as directed by the Emperor, shall coordinate the initial civil implementation of this Decree pending the promulgation of the decree establishing the transitional government and the authority of the Grand Regent General.

Declaration

By this Decree, the Aksum Imperium rises from the Fracture not as a new state severed from its past, but as the restored continuation of its ancient and lawful inheritance.

The Tenth Imperium is hereby declared.

The Constitution of the Aksum Imperium is hereby promulgated.

The Restoration of the Imperium is hereby commenced.
